Speaking at the opening of the conference, Secretary of the Provincial Party Committee Ho Van Nien emphasized: The conference took place in a very special context, the time to prepare for the end of the historical mission of the district level, the beginning of the operation of the 2-level local government and the important transfer of organizational structure. The entire political system of the province is focusing on the final preparations to implement the 2-level local government model, operating synchronously from July 1, 2025.

In addition, the province is promoting many major policies such as promoting digital transformation, applying science and technology, removing obstacles in site clearance, accelerating the disbursement of public investment capital and implementing key projects to ensure growth rate in 2025 and create a solid foundation for the new term.
The Provincial Party Secretary requested delegates to promote a sense of responsibility, research, discuss, especially review the tasks that need to be done immediately and completed before the provincial merger so that Gia Lai province and the new communes and wards can operate effectively and meet the requirements.
The report for the first 6 months of 2025 clearly stated: The socio-economic situation of the province continued to develop, with some key indicators increasing compared to the same period last year. The GRDP growth rate is estimated at 6.02%; of which, agriculture, forestry and fishery increased by 4.9%, industry and construction increased by 5.14%, services increased by 7.4%, and product taxes reached 3.75%. Total retail sales of goods and service revenue is estimated at VND 33,086 billion, reaching 49.75% of the resolution, up 12.69% over the same period last year.
Estimated export turnover is 783 million USD, reaching 92.19% of the resolution, up 47.85%; estimated import turnover is 115 million USD, reaching 95.88% of the resolution, up 12.8%. Total social investment capital in the province is estimated at 11,985 billion VND, up 8.84%. Capital construction investment management is directed resolutely; the total capital plan for 2025 is over 4,599 billion VND; as of June 11, 2025, the disbursement has reached 27.5% of the plan. Total budget revenue in the province is estimated at 3,459 billion VND, reaching 53.8% of the resolution.
The province continues to improve the investment environment, enhance competitiveness, and create favorable conditions for investors to research, survey, and implement projects in the area. In the first 6 months of the year, the province approved investment policies for 18 projects with a total registered capital of VND 2,062 billion, an increase of 101.36% over the same period last year. The whole province has 570 newly established enterprises, reaching 50.9% of the plan, an increase of 16.3% over the same period in 2024.
The national target program on new rural construction continues to achieve positive results. To date, the province has 3 district-level units recognized for completing the task of building new rural areas; 95 communes and 182 villages and hamlets have met new rural standards, including 145 villages and hamlets in ethnic minority areas. The province has 454 OCOP products.
The fields of culture, society, health, science and technology continue to receive attention. Social security policies, care for people with meritorious services and vulnerable groups are effectively implemented. The movement to eliminate temporary and dilapidated houses receives positive response from the community. Political security and social order and safety are maintained; military recruitment targets are 100% met.
In particular, Party committees, units and localities should strengthen their grasp of public opinion; actively reorganize and streamline the apparatus of the political system in accordance with the regulations and directions of the Central and the province; effectively implement policies and regimes for cadres, especially resolving policies and regimes for cadres, civil servants and public employees who retire or quit due to apparatus reorganization; prepare to organize Party congresses at all levels for the 2025-2030 term. Strengthen the consolidation, improvement and quality of grassroots Party organizations, urge the work of creating sources and developing Party members.
From the beginning of 2025 to June 15, the Provincial Party Committee has admitted 755 new Party members. To date, the province has 1,540/1,577 Party cells in villages, hamlets, and residential groups with Party committees, reaching 97.65%. Inspection and supervision work has been implemented with focus and key points, promptly handling Party organizations and Party members who violate regulations. The Provincial People's Council has implemented tasks in accordance with programs and plans; its methods of operation have been increasingly innovative and effective, ensuring compliance with regulations.

At the conference, delegates focused on discussing and giving opinions on the results of the implementation of tasks in the first 6 months of the year, deploying tasks for the coming time and the contents of: The second draft of the Political Report of the Gia Lai Provincial Party Executive Committee (new) submitted to the Gia Lai Provincial Party Congress for the 2025-2030 term; The report of the Provincial Party Standing Committee asking for opinions on ending the activities of the Provincial Border Guard Party Committee; the decision to publicize the financial and asset data of the Provincial Party Committee in 2024; report on the results of the Party's inspection, supervision and discipline work in the first 6 months of the year and key tasks in the last 6 months of 2025...

Secretary of the Ayun Pa City Party Committee Tran Quoc Khanh said: The initial implementation of the pilot operation of the two-level local government model has been smooth and seamless. For the new administrative units, the work of arranging and transferring public assets has basically been carried out.
As for the two new communes, Ia Sao and Ia Rbol, there are still some difficulties in terms of infrastructure. However, the Ayun Pa City Party Committee has promptly directed the development of plans, programs, and prepared specific content and scenarios to ensure that the official operation from July 1 takes place on schedule and effectively.
Regarding the cutting down of trees in Cheo Reo Ward, Secretary of the Ayun Pa Town Party Committee informed: This is an activity within the urban beautification plan of the ward. Before implementation, the locality had developed a plan to plant replacement trees. However, the implementation process had some steps that were not in accordance with the procedures, especially in the auction of public assets. Through review, the town did not detect signs of personal gain in this case.

Speaking at the conference, Chu Prong District Party Secretary Dinh Van Dung said: Based on the arrangement of commune-level administrative units, some communes, especially border communes, still lack facilities and means to serve their work. Therefore, the district has directed the review, handover, and regulation from places with surplus to places with shortage, ensuring effective use and avoiding waste.
In his closing speech at the conference, Provincial Party Secretary Ho Van Nien acknowledged and highly appreciated the sense of responsibility, efforts, and political determination of the collective leadership of Party committees, units, and localities to effectively organize and implement assigned political tasks.
To officially enter a new development stage, the Provincial Party Secretary requested all levels, sectors, and each member of the Provincial Party Executive Committee to focus on leading the strict implementation of Conclusion No. 170-KL/TW dated June 24, 2025 of the Secretariat on reviewing the preparation for the ceremony to announce resolutions and decisions of the Central and local governments on merging administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones.
Urgently complete the final tasks so that the new apparatus can operate smoothly and effectively from July 1, 2025; ensure that there are no gaps in leadership, management, and service to the people. Continue to maintain discipline, promote a sense of responsibility, and avoid negligence or subjectivity in leadership, management, and organization of task implementation at all levels and sectors.
At the same time, focus on taking care of the people's lives, especially ethnic minorities, remote areas, and revolutionary base areas; resolve people's petitions, thoughts, and aspirations; do not let "hot spots" arise, or mass complaints or lawsuits last for a long time. Quickly complete the program to eliminate temporary and dilapidated houses in the province before the new apparatus comes into operation.
For his part, Secretary of the Provincial Party Committee Ho Van Nien also expressed his respect and deep gratitude to the Party Committee, government and people of Gia Lai province - where he has spent many years working, training and maturing.
