Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committees of the Central Party agencies chaired the Conference.

After listening to the summary reports and comments, on behalf of the Standing Committee of the Party Committees of the Central Party agencies, comrade Tran Cam Tu commended and congratulated the outstanding achievements and results that the Party Committee and its subordinate Party Committees had achieved. The Party Committee clearly demonstrated high political determination, scientific organizational methods with the spirit of innovation, creativity and determination in implementing the Central Committee's policies on streamlining the organization and apparatus.

Party committees at all levels have thoroughly grasped, implemented the Resolution's contents synchronously, seriously, promptly and effectively. The organizational apparatus in the Party's agencies has been basically streamlined, with very fundamental innovations, operating effectively, overcoming overlapping and hierarchical situations, improving the quality of consulting and directing. The Party has promoted its role as a strategic consulting center, setting an example, contributing to creating strong changes in the political system and demonstrating the spirit of being a role model, taking the lead, daring to think, daring to advise and propose, and daring to take responsibility.

In implementing Directive 45 of the Politburo , the Party Committee has directed all Party Committees and Party cells under its management to organize congresses in accordance with regulations, ensuring progress, quality, practicality and effectiveness. The first Congress of Party Committees of Central Party agencies was organized solemnly and thoughtfully in both content and form, and was a great success.

To continue promoting the achieved results, comrade Tran Cam Tu suggested that the entire Party Committee focus on continuing to perform well a number of key tasks.

Specifically, the Party Committee continues to promptly and effectively implement the Conclusions of the Central Committee, the Politburo, and the Secretariat on the arrangement and organization of the apparatus; review and perfect the functions, tasks, and coordination regulations; build a streamlined organizational model, truly "clear of people, clear of work, clear of responsibilities, clear of results, clear of progress, and clear of completion time"; urgently complete the job position project; continue to perfect the team of cadres, civil servants, public employees, and workers to ensure inheritance and development.

Emphasizing that there is still much work to be done in the coming time, with heavy tasks, comrade Tran Cam Tu clearly stated that the goals and requirements set out in Resolution No. 18 are to be truly streamlined, effective and efficient. Therefore, it is necessary to continue reviewing and implementing the Conclusions of the Politburo and the Secretariat on restructuring and organizing the apparatus; promoting innovation in leadership methods of Party committees at all levels; enhancing digital transformation and applying technology in leadership and management.

He said that from the success in organizing the Congress, the next step is to resolutely direct the implementation of the Action Program to implement the Resolution of the Party Congresses at all levels, the first Congress of the Party Committees of the Central Party agencies, term 2025-2030, especially the key tasks and breakthroughs.

The Standing Secretariat emphasized the need to promote digital transformation in the Party, including implementing digital signatures, digital assignment of tasks, digital reporting, standardizing document procedures, shortening processing time, especially standardizing business procedures..., while developing digital capacity among cadres and Party members in accordance with the direction of the General Secretary.

Party committees of Central Party agencies promptly summarize the implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, after 1 year of implementation; associated with the assessment, summary and classification of the quality of party organizations, cadres and party members.

Along with that, continue to improve the quality of strategic advisory work. Emphasizing that this is a key and continuous task of the Party Committees of the Central Party agencies, comrade Tran Cam Tu suggested that each subordinate Party Committee and unit should proactively research, summarize practices, promptly advise on major, strategic, and important issues related to leadership, and coordinate leadership in implementing political tasks in accordance with the characteristics of each Party Committee and unit.

Strengthening Party building and rectification; strictly implementing regulations on setting examples, controlling power, preventing and combating corruption, waste and negativity; maintaining discipline and order, strengthening internal solidarity; promoting the pioneering and exemplary role of cadres and Party members, especially leaders in all areas of work and in life.

Proactively coordinate synchronously, closely and promptly among agencies, affiliated Party Committees, between Party and State agencies, the Fatherland Front and mass organizations, and 6 Party Committees directly under the Central Committee, ensuring smooth and effective operations, in the spirit of all for the common work.

The Party Committee and affiliated units review and direct the comprehensive implementation of the tasks set out for 2025; review the entire progress, summarize the year, and set out tasks for 2026. This work must be completed before December 15, 2025; and perform well the organization work to serve the 14th National Party Congress.

Comrade Tran Cam Tu stated that the subordinate Party committees and heads of organizations must strictly implement Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo on reviewing, evaluating and classifying the quality of collectives and individuals in the political system and the Central Organizing Committee's Guidelines on this work.

At the Conference, comrade Tran Cam Tu and comrade Nguyen Long Hai, Deputy Secretaries of the Party Committees of the Central Party agencies, awarded Certificates of Merit to a number of outstanding collectives and individuals in implementing Resolution No. 18-NQ/TW and in organizing the Party Congress.

According to the summary report, after 8 years of implementing Resolution 18 (2017 - 2025), the Party Committees of the Central Party agencies and the affiliated Party Committees have completed the review, arrangement of the organizational apparatus, streamlining the payroll and restructuring the leadership and management team. In particular, the focal point of the organizational apparatus within the agencies and units (both public service units and vertical sectors of the Supreme People's Procuracy and the Supreme People's Court): reducing 110 department-level units and equivalent (from 439 to 329, reaching 25.6%); reducing 440 department-level units (from 1,240 to 800, reaching 35.5%); reducing 35 public service units (from 90 to 55, reaching 38.89%)...

The arrangement is carried out in the direction of streamlining, eliminating intermediate levels, merging units with similar functions and tasks, reducing duplication and enhancing coordination in management and operation.
