Comrade Tran Cam Tu, Member of the Political Bureau, Standing Member of the Secretariat, and Secretary of the Party Committee of the Central Party Agencies, chaired the conference.
After listening to the summary reports and speeches, on behalf of the Standing Committee of the Party Committee of the Central Party Agencies, Comrade Tran Cam Tu commended and congratulated the outstanding achievements and results that the Party Committee and subordinate Party committees have achieved. The Party Committee has clearly demonstrated high political determination, scientific organizational methods with a spirit of innovation and creativity, and resolute determination in implementing the Central Committee's policies on restructuring and streamlining the organizational apparatus.
Party committees have thoroughly disseminated and implemented the contents of the Resolution in a comprehensive, serious, timely, and effective manner. The organizational structure of agencies within the Party committee has been fundamentally streamlined, undergoing significant reforms, operating efficiently, overcoming overlapping responsibilities and hierarchical structures, and improving the quality of advice, guidance, and management. The Party committee has played a central role in strategic planning, setting an example, contributing to strong transformations in the political system, and demonstrating exemplary leadership, initiative, and a willingness to think, propose, and take responsibility.
In implementing Directive 45 of the Politburo , the Party Committee directed all subordinate Party committees and branches to organize congresses in accordance with regulations, ensuring progress, quality, practicality, and effectiveness. The first Party Congress of the Central Party Agencies was organized solemnly and meticulously in both content and form, and was a great success.
To further build upon the achievements, Comrade Tran Cam Tu proposed that the entire Party Committee focus on continuing to effectively implement several key tasks.
Specifically, the Party Committee will continue to promptly and effectively implement the conclusions of the Central Committee, the Politburo, and the Secretariat on the restructuring and organization of the apparatus; review and refine functions, tasks, and coordination regulations; build a streamlined organizational model that is truly "clear about people, tasks, responsibilities, results, and timelines"; urgently finalize the job position plan; and continue to strengthen the team of cadres, civil servants, public employees, and workers to ensure continuity and development.
Emphasizing that there is still much work to be done and many arduous tasks ahead, Comrade Tran Cam Tu clearly stated that the goals and requirements set forth in Resolution No. 18 are to truly streamline, enhance effectiveness, and improve efficiency. Therefore, it is necessary to continue reviewing and implementing the conclusions of the Politburo and the Secretariat on the restructuring and organization of the apparatus; to promote innovation in the leadership methods of Party committees at all levels; and to strengthen digital transformation and the application of technology in leadership and management.
The comrade stated that building on the success of organizing the Congress, the next step is to decisively direct the implementation of the Action Program to carry out the resolutions of the Party congresses at all levels, the first Party Congress of the Central Party Agencies, term 2025-2030, especially the key tasks and breakthroughs.
The Standing Committee of the Party Central Committee emphasized the need to accelerate digital transformation within the Party, including the implementation of digital signatures, digital task assignment, digital reporting, standardization of document procedures, shortening processing time, and especially standardization of operational procedures… while developing digital capabilities among cadres and Party members in accordance with the directives of the General Secretary.
Party committees of central Party agencies should promptly summarize the implementation of Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, after one year of implementation; this should be linked to the evaluation, summary, and classification of the quality of Party organizations, cadres, and Party members.
Along with that, it is necessary to continue improving the quality of strategic advisory work. Emphasizing that this is a central and continuous task of the Party Committees of the Central Party agencies, Comrade Tran Cam Tu suggested that each subordinate Party committee and unit should proactively research and summarize practical experiences, and promptly advise on major, strategic, and important issues related to leadership and coordination in carrying out political tasks in accordance with the specific characteristics of each Party committee and unit.
Strengthen Party building and rectification; strictly implement regulations on setting examples, controlling power, preventing and combating corruption, waste, and negative phenomena; maintain discipline and order, strengthen internal unity; promote the pioneering and exemplary role of cadres and Party members, especially leaders, in all areas of work and in life.
Proactive, synchronized, close, and timely coordination among agencies and subordinate Party committees, between Party and State agencies, the Fatherland Front and mass organizations, and the six Party committees directly under the Central Committee, ensuring smooth and effective operation, in the spirit of prioritizing the common good.
Party committees and subordinate units should comprehensively review and direct the implementation of all tasks set for 2025; review the entire progress, summarize the year, and set tasks for 2026. This work must be completed before December 15, 2025; and effectively carry out the organizational work to serve the 14th National Congress of the Party.
Comrade Tran Cam Tu emphasized that subordinate Party committees and heads of organizations must seriously implement Regulation No. 366-QD/TW dated August 30, 2025, of the Politburo on reviewing, evaluating, and classifying the quality of collectives and individuals in the political system, and the Central Organization Committee's guidance on this work.
At the conference, Comrade Tran Cam Tu and Comrade Nguyen Long Hai, Deputy Secretary of the Party Committee of the Central Party Agencies, presented Certificates of Commendation to a number of outstanding collectives and individuals for their implementation of Resolution No. 18-NQ/TW and for their work in organizing the Party Congress.
According to the summary report, after 8 years of implementing Resolution 18 (2017 - 2025), the Party Committees of the Central Party agencies and affiliated Party Committees have completed the review and reorganization of the organizational structure, streamlining of personnel and restructuring of the leadership and management team. Specifically, the organizational structure within agencies and units (both public service units and those under the vertical structure of the Supreme People's Procuracy and the Supreme People's Court) has been reduced by 110 units at the departmental level and equivalent (from 439 down to 329, achieving 25.6%); the number of divisional-level units has been reduced by 440 units (from 1,240 down to 800, achieving 35.5%); and the number of public service units has been reduced by 35 units (from 90 down to 55, achieving 38.89%).
The restructuring was carried out in a streamlined manner, eliminating intermediate layers, consolidating units with similar functions and responsibilities, reducing duplication, and enhancing coordination in management and operation.
