This morning (August 19), in Quang Uyen commune, Cao Bang province, the groundbreaking ceremony of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway investment project under the PPP form - phase 2 was held.
This is one of 34 points of the groundbreaking ceremony, inauguration of 250 typical works nationwide to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
Model project
According to Mr. Quan Minh Cuong, Secretary of Cao Bang Provincial Party Committee, the Dong Dang - Tra Linh Expressway Phase 1 investment project was started on January 1, 2024, carrying great expectations from the local government and people to create a vital international expressway network, promote international trade, improve competitiveness, develop the socio -economy and strengthen national security and defense in the Northeast region.
Looking back on the past journey, it can be affirmed that: Phase 1 of the Project has been implemented urgently, resolutely, and synchronously with the participation of departments, branches, investors, and project enterprises.
The expressway has gradually taken shape, opening up great expectations for changes in transport infrastructure, promoting socio-economic development for both provinces. In particular, with the spirit of "overcoming the sun and overcoming the rain, three shifts, four shifts, working through holidays and Tet", the construction units have demonstrated responsibility, resilience and aspiration to contribute.
“Thanks to that, the Phase 1 Project has now taken shape and will continue to be vigorously implemented, striving to open the route by the end of December 2025, in which the quality of the project is always put first. This is a solid foundation, an important driving force for us to enter the implementation of Phase 2 of the Project,” said Mr. Quan Minh Cuong.
The Secretary of Cao Bang Provincial Party Committee requested the Project Steering Committee and the Provincial People's Committee, investors and construction units to continue to promote the highest sense of responsibility and quickly implement conditions for project construction.
In particular, it is necessary to focus on quickly resolving difficulties, especially in site clearance and resettlement in phase 2, optimally completing design documents and construction organization measures, strengthening project management closely and professionally, especially construction management, cost management, progress and quality management... minimizing design changes, adjustments, and additions to volume during construction that affect the progress and investment costs of the project.
“When completed, the project will not only be a beautiful road, fully meeting the requirements of technical standards and regulations, but also a model project that successfully applies the specific policies that the National Assembly and the Government have trusted and chosen to pilot,” emphasized the Secretary of the Cao Bang Provincial Party Committee.
According to Mr. Ho Minh Hoang, Chairman of Deo Ca Group, the implementation of Phase 2 of the Project in parallel when Phase 1 is entering the completion stage is a correct decision, helping to maximize the capacity of the investor, promote the efficiency of human resources and equipment, avoid waste, and optimize the operational efficiency of the entire route. This is a heavy task, requiring the investor to have a high sense of responsibility, steadfast will and great determination to bring the project to the finish line according to the schedule committed to the Government and the people.
“When the Dong Dang - Tra Linh Expressway Investment Project is completed, combined with the Bac Giang - Lang Son and Huu Nghi - Chi Lang routes, it will form an expressway connecting Hanoi to Cao Bang. This route will not only open up a new connecting corridor, activating the potential of the border region, but also promote socio-economic development, improve people's lives and contribute to firmly consolidating national security and defense,” Mr. Ho Minh Hoang shared.

Affirming the capacity of Vietnamese contractors
According to the head of Deo Ca Group, Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development has affirmed the role of this sector in the country's development in the era of national development.
With the attention of the Party, the State and ministries and branches, the PPP cooperation model has been proven to be an effective solution for developing transport infrastructure. Policies and laws are increasingly being improved, creating confidence for private investors to participate more strongly.
In particular, under the direction of General Secretary To Lam, the orientation of "adjusting one law to amend many laws" was implemented to remove legal barriers, promote consistency and transparency in implementation, thereby opening up space for sustainable development of national infrastructure.
To promote the effectiveness of the PPP model, Deo Ca Group recommends that the authorities continue to remove obstacles, improve policies, and create trust and peace of mind for businesses. Only then can the private sector develop sustainably and wholeheartedly accompany the State in implementing major projects.
Mr. Ho Minh Hoang said that during his official visit to Korea, General Secretary To Lam expressed his admiration for the "miracle of the Han River".
Looking back, Vietnam has also created proud miracles in transport infrastructure: mastering the technology to build large tunnels such as Hai Van and Deo Ca; building more than 2,000 km of expressways, striving to reach 3,000 km by 2025; or modern cable-stayed bridges such as My Thuan 2, built by Vietnamese engineers. These projects prove that Vietnamese people are capable of conquering all difficult tasks.
The head of Deo Ca Group believes that the completion of the Dong Dang – Tra Linh Expressway Investment Project Phase 1 will become a new miracle, and when both phases are completed, it will be a mark of gratitude to Cao Bang by those working on infrastructure.
This is also a deep thank you to the encouragement of General Secretary To Lam, who affirmed during his working trip to Cao Bang in June 2024: “Deo Ca Group is a large national group, specializing in large projects. The presence of Deo Ca Group in Cao Bang is also to carry out key projects, large projects in Cao Bang.”
“Coming to Cao Bang voluntarily and staying with a sense of responsibility, Deo Ca Group and investors and contractors will continue to closely coordinate with the government and people, determined to bring the project to the finish line,” affirmed Mr. Ho Minh Hoang.
It is known that the Dong Dang - Tra Linh expressway has a total length of 121 km, divided into 2 investment phases with a total investment of nearly 23,000 billion VND.
The starting point of the route is at the intersection of Tan Thanh border gate area (Lang Son province), connecting to the section connecting Huu Nghi - Chi Lang expressway with Tan Thanh border gate and Coc Nam border gate of Lang Son province. The end point is at the intersection of the road to Tra Linh border gate economic zone (Cao Bang province).
Phase 1 of the Project started construction on January 1, 2024, with a length of 93.35 km, including 2 tunnels through the mountains and 64 overpasses across the Ky Cung and Bang Giang rivers along with countless streams and provincial roads.
Phase 2 of the Project is invested in the form of PPP, including expanding the entire 93.35 km of phase 1 to a scale of 4 lanes, and at the same time investing in a further 26.47 km connecting to Tra Linh border gate.
The total investment of the Project Phase 2 is 12,072 billion, of which the State budget capital is 8,400 billion (equivalent to 69.58%). In Phase 2, contractors will build 17 new bridges and 3 tunnels through the mountains.
Phase 2 of the Project is implemented under the PPP method, BOT contract by a consortium including Deo Ca Group Joint Stock Company, 568 Construction Investment Group Joint Stock Company, Hoang Long Construction Investment Corporation - Joint Stock Company, 559 Construction Investment Joint Stock Company, Tan Thanh Joint Stock Company.
Overcoming geological challenges, natural disasters and pressure to shorten the progress, the milestone of opening phase 1 in December 2025 is approaching. This requires urgent implementation of phase 2 to complete the entire route, soon putting Dong Dang - Tra Linh expressway into service for the people.
In order to ensure the goal of completing phase 1 in 2025 and soon implementing phase 2, the consortium of investors and contractors mobilized 3,229 personnel and 1,456 machines and equipment to carry out construction on 287 construction sites. The output reached 3,980/10,600 billion VND (38% of the contract value), equivalent to 60% of the output in 2025.
