The Lao Cai - Vinh Yen 500kV transmission line project is a key national project whose investment plan has been approved by the Prime Minister . This is a double-circuit 500kV transmission line with a total length of 229.5km, and a total of 468 tower foundation locations.
The project has a capital investment of 7,410 billion VND.
The project passes through the territories of four provinces: Lao Cai, Yen Bai, Phu Tho, and Vinh Phuc, with the starting point at the Lao Cai 500kV substation and the end point at the Vinh Yen 500kV substation. The total investment is over 7,410 billion VND, financed by a loan from Vietcombank (80%) and counterpart funding from EVN (20%) (before tax).
The section of the route passing through Yen Bai province alone is 90.06 km long, with 173 power pole foundation locations, traversing two districts: Luc Yen and Yen Binh. The project contributes to ensuring energy supply for the province's medium and long-term development goals, increasing budget revenue, and creating job opportunities for local businesses and workers.
Mr. Pham Hong Phuong, Deputy General Director of EVN, said that this project was prepared for investment and all project implementation and procedures were completed in a record time of just over three months.
The project is included in the list of nationally important projects, a key project in the energy sector, playing a role in transmitting power from hydropower plants in the Northwest region and neighboring provinces to the national power grid.
At the same time, it creates strong linkages between regions in the power system, increasing the safe and stable operation of the national power system. It reduces power losses in the transmission grid, increases the efficiency of electricity production and business, and provides a reserve for electricity imports from China.
Expedite completion by September 2025 at the latest.
As this is a crucial and urgent project, requiring completion within six months, no later than September 2025, as mandated by the Prime Minister, Mr. Phuong hopes that local leaders, departments, and agencies will pay attention to and direct the implementation of compensation, support, and resettlement work, and promptly complete the handover of all land for the foundation locations and corridors of the route to allow for simultaneous and synchronized construction of all foundation locations.
EVN is committed to directing contractors and consulting units to coordinate effectively with local authorities to ensure the project is implemented on schedule. EVN requires construction contractors to urgently mobilize sufficient manpower and equipment, and prepare adequate finances to simultaneously carry out construction along the entire route, ensuring quality, progress, safety, and environmental protection.
Mr. Ngo Hanh Phuc, Vice Chairman of the Yen Bai Provincial People's Committee, also stated that in order for the project to be completed on schedule, the investor, the Project Management Board of Power Plant 1, and the contractors and construction units must strictly adhere to technical procedures and regulations, ensuring the highest possible progress and quality; and closely coordinate with all levels and sectors to resolve related issues and address the people's requests.
Areas where power lines pass through are focusing on effectively carrying out land clearance. Actively disseminating information and raising public awareness about the significance and importance of investing in and constructing the project is crucial; fostering consensus and strong public support for land acquisition and clearance is essential to creating favorable conditions for construction units to implement the project.
