In which, the relevant agencies are responsible for guiding departments, branches, and District People's Committees to handle headquarters, land, etc. in accordance with regulations, absolutely not allowing loss of State assets.
In line with the assigned functions and tasks, the Department of Finance has proactively provided detailed guidance on a number of principles on budgetary finance and assets in the process of restructuring agencies and units. Accordingly, agencies and units are responsible for handing over the status quo, receiving finance, assets, and state budget arising in connection with the process of restructuring and streamlining the apparatus.
The Immigration Department, Provincial Police Department has been operating normally after moving to its new headquarters.
With the spirit of "running while queuing", as soon as the official organizational restructuring model has been decided by the competent authority, the agencies and units subject to restructuring have all inventoried, classified, made plans, implemented the handover and receipt of assets, finances and state budget according to regulations. This is an important step for the agencies and units after restructuring to immediately start operating, ensuring smooth, effective, uninterrupted work, avoiding loss and waste of state assets.
Proactively arrange working offices reasonably
After the establishment and reorganization of a number of specialized agencies under the People's Committee of Tuyen Quang province, there are 13 specialized agencies (reduced by 6 agencies). The process of reorganizing the apparatus above leads to the surplus of the working headquarters of some agencies that need to be arranged for the newly received agencies and units to use to avoid waste. From that reality, the Provincial People's Committee has directed the handover and acceptance of the original status of the headquarters and land when merging, consolidating or transferring to the agencies and units receiving the tasks and organizational apparatus.
Specifically, the Department of Home Affairs uses both the headquarters of the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs (old). The Department of Finance continues to use the current headquarters of the Department of Finance. The Department of Agriculture and Environment and the Department of Construction continue to use both old headquarters after the merger. The Department of Science and Technology continues to use the old headquarters as it is now. The Department of Ethnic Minorities and Religions will continue to use the current headquarters of the Ethnic Minorities Committee (old).
The office of the Department of Information and Communications (old) is being submitted by the competent authority to the specialized agency for decision to transfer to the Department of Ethnic Minorities and Religions for management and use.
Up to now, the headquarters of the Department of Planning and Investment (old) has completed the handover to the Provincial Party Committee and the Provincial People's Committee Office for management and use. The headquarters of the Department of Foreign Affairs (dissolved) has completed the handover procedures to the Emulation and Reward Board for management and use. The headquarters of the Department of Information and Communications (old) is being submitted by the specialized agency to the competent authority for decision to transfer to the Department of Ethnic Minorities and Religions for management and use.
According to Colonel Chu Quang Trung, Deputy Director of the Provincial Police: After the dissolution, the redundant headquarters of 7 district-level police stations need to have a plan for reasonable use. Accordingly, the Provincial Police has soon had a plan to rearrange the headquarters of the departments, creating convenience for agencies, organizations, businesses and people to contact and work.
Specifically, the Foreign Security Department and the Immigration Management Department moved to the headquarters of the Traffic Police Department (old). The Traffic Police Department and the Training and Professional Development Center moved to the headquarters of the Yen Son District Police (old). The Police Investigation Units moved to the headquarters of the Tuyen Quang City Police (old)... The remaining district police headquarters were partially handed over to the town police to manage, as a place to receive and handle administrative procedures (TTHC) for the people. At the same time, a part of the headquarters was arranged to accommodate and work for the permanent working groups of the professional departments, not to waste the headquarters.
In fact, most of the agencies and professional units under the People's Committee at the district level do not have their own headquarters (basically, the working place is shared with the headquarters of the People's Committees of districts and cities), so after completing the arrangement of the district-level professional units, there will not be many redundant working offices. Based on the number of employees and the nature of the work, the District People's Committee will proactively develop a reasonable arrangement and transfer plan, ensuring that the professional units have the necessary working place and equipment to meet the requirements of performing the tasks.
The process of reorganizing the organizational apparatus, as well as transferring and receiving the use of headquarters between specialized agencies under the Provincial People's Committee and the District People's Committee basically does not change the location for receiving and handling administrative procedures for people and businesses. Because the department receiving and handling administrative procedures in each field of departments, branches or specialized offices and departments will continue to be arranged together at the Provincial Public Administration Service Center or the Department receiving and returning results of administrative procedures at the district level.
The effective arrangement and scientific layout of working offices in the process of reorganizing the apparatus is important in improving operational efficiency, saving resources, facilitating management work, and avoiding waste of state assets.
