Reduce 27 positions of civil servants in leadership and management positions in central and provincial administrative agencies

Central and provincial administrative agencies have 82 leadership and management positions, including 51 leadership and management positions in ministries and ministerial-level agencies; 26 leadership and management positions at the provincial level and 5 assistant and secretary positions.

The Ministry of Home Affairs said that after ministries, branches and localities completed the reorganization of the apparatus and administrative units according to Resolution No. 18-NQ/TW and Conclusion No. 121-KL/TW, the Ministry of Home Affairs proactively coordinated with ministries managing sectors and fields to review the system of lists of civil servant job positions prescribed in the Circulars guiding job positions of ministries managing sectors and fields to determine the list of civil servant job positions expected to be implemented, as a basis for ministries, branches and localities to review and complete the Job Position Project of agencies and organizations, in accordance with the functions, tasks and organizational structure of agencies and units after the reorganization of the apparatus and administrative units and the implementation of 2-level local government. At the same time, the list of job positions for commune level is expected according to the functions and tasks of the new commune level and the civil servant job positions of the People's Council.

Through review, it is shown that the total number of job positions in administrative agencies and organizations managed by the Government is 849 positions. Of which, there are 124 leadership and management positions; 656 specialized professional civil servant positions; 47 shared professional professional civil servant positions; and 22 support and service positions.

Central and provincial administrative agencies have 82 leadership and management positions, including 51 leadership and management positions in ministries and ministerial-level agencies; 26 leadership and management positions at the provincial level and 5 assistant and secretary positions.

Implementing Conclusion No. 121-KL/TW of the 13th Party Central Committee, resolutions and conclusions of the Politburo and the Secretariat on the organization of the apparatus, administrative units and the implementation of two-level local government; at the same time, according to the new provisions of the Inspection Law No. 84/2025/QH15, central ministries, branches and localities have completed the organization of the apparatus, administrative units and the implementation of two-level local government. Accordingly, there is no longer a general department or inspectorate level in the organizational structure of ministries and ministerial-level agencies; the operation of the National Financial Supervision Committee has ended; there is no longer a district level. Thus, out of a total of 109 positions of civil servants in leadership and management as prescribed in the Circular of the Minister of Home Affairs, up to this point, the positions of general departments, chief inspectors, deputy chief inspectors of ministries, departments under ministries, and department inspectorates are no longer used; National Financial Supervisory Commission positions and district-level positions.

Pursuant to the provisions of the Law on Government Organization No. 63/2025/QH15, the Government is drafting a Decree regulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies (replacing Decree 123/2016/ND-CP), accordingly, the list of leadership and management positions of ministries and ministerial-level agencies is reviewed to be consistent with the new organizational structure. Thus, the total number of leadership and management positions of civil servants is reduced by 27 positions.

For specialized professional civil servant positions, there are 633 positions, of which the Central level uses 633/633 positions; the provincial level uses 327/633 positions.

Implementing decentralization and delegation of power associated with the implementation of the 2-level local government model, recently, the Government has issued Decrees regulating decentralization and delegation of power in the field of state management of ministries and branches to localities. Accordingly, the tasks delegated and delegated to localities are still guaranteed to be in the group of tasks performed according to the requirements of specialized professional civil servant positions issued by the ministry managing the sector and field. In the total of 327/633 specialized professional job positions used at the local level (provincial level) according to the provisions of the Circulars of the ministry managing the sector and field, the organizational model after the arrangement still ensures to cover all local tasks.

Based on the functions, tasks, nature, characteristics, scope, service objects, the level of modernization of equipment, working means and application of information technology, localities will proactively use the job positions out of a total of 327 according to the prescribed authority. At the same time, organizing the implementation of a 2-level local government (eliminating the district level), localities will not use 127 specialized professional civil servant positions prescribed for use at the district level in the Circulars of the Ministry managing the industry and field. Thus, the total number of specialized professional positions will decrease by 21 positions.

For the common professional civil service positions, there are 60 positions. Of which, the central level uses 60/60 positions, the provincial level uses 47/60 positions.

According to the Ministry of Home Affairs, the shared professional positions prescribed in Circular No. 12/2022/TT-BNV of the Minister of Home Affairs (amended and supplemented in Circular No. 06/2024/TT-BNV) are still proposed to be used because they do not omit tasks. Because there are no longer inspection organizations for ministries, general departments, and bureaus according to the new provisions of the 2025 Inspection Law, accordingly, shared job positions in the inspection field cannot be used. However, ministries and branches still have the task of receiving citizens, handling petitions, resolving complaints and denunciations, and preventing corruption, so the shared professional positions will use 2 job positions prescribed in the specialized professional job positions issued by the Government Inspector General in Circular No. 01/2023/TT-TTCP, which are the main specialist in receiving citizens, resolving complaints and denunciations, preventing and fighting corruption; Specialist in receiving citizens, handling complaints and denunciations, preventing and fighting corruption.

Pursuant to Decree No. 217/2025/ND-CP, Decree No. 05/2019/ND-CP and at the request of a number of ministries and branches, the Ministry of Home Affairs has added shared positions in the field of specialized inspection (3 positions) and internal audit (2 positions); reviewed and added positions on administrative procedure control in the office field; regulated positions on personnel organization (including personnel organization, emulation and rewards, administrative reform) instead of sharing with professional positions in the home affairs sector to suit the functions and tasks of the department/unit performing the function of advising on personnel organization. Thus, the total number of positions increased by 13 positions.

For support and service positions, there are 22 positions. These positions are regulated in Circular No. 12/2022/TT-BNV (amended and supplemented in Circular No. 06/2024/TT-BNV), and continue to be used because their duties are not omitted.
