Reduce 27 positions of civil servants in leadership and management positions in central and provincial administrative agencies

Central and provincial administrative agencies have 82 leadership and management positions, including 51 leadership and management positions in ministries and ministerial-level agencies; 26 leadership and management positions at the provincial level and 5 assistant and secretary positions.

The Ministry of Interior stated that, after ministries, sectors, and localities completed the reorganization of their administrative apparatus and units according to Resolution No. 18-NQ/TW and Conclusion No. 121-KL/TW, the Ministry of Interior proactively coordinated with ministries managing sectors and fields to review the system of job position lists for civil servants stipulated in the guiding circulars on job positions of ministries managing sectors and fields. This was done to determine the list of civil servant job positions expected to be implemented, serving as a basis for ministries, sectors, and localities to review and finalize the job position schemes of agencies and organizations, in accordance with the functions, tasks, and organizational structure of agencies and units after the reorganization of the administrative apparatus and units and the implementation of a two-tiered local government. At the same time, a list of job positions for communes was also projected according to the functions and tasks of the new communes, as well as the job positions for civil servants of the People's Councils.

The review revealed that the total number of job positions in government-managed administrative agencies and organizations is 849. This includes 124 leadership and management positions; 656 specialized professional civil servant positions; 47 general professional civil servant positions; and 22 support and service positions.

Central and provincial-level administrative agencies have 82 leadership and management positions, including 51 leadership and management positions at the ministerial and equivalent levels; 26 leadership and management positions at the provincial level; and 5 assistant and secretary positions.

In accordance with Conclusion No. 121-KL/TW of the 13th Central Committee of the Communist Party of Vietnam, and the resolutions and conclusions of the Politburo and the Secretariat on the reorganization of administrative apparatus and units and the implementation of a two-tiered local government; and in accordance with the new provisions of the Inspection Law No. 84/2025/QH15, central ministries and agencies and localities have completed the reorganization of administrative apparatus and units and the implementation of a two-tiered local government. Accordingly, there are no longer general departments or inspectorates in the organizational structure of ministries and ministerial-level agencies; the operation of the National Financial Supervision Committee has ceased; and there are no longer district-level positions. Thus, out of the total 109 leadership and management civil servant positions stipulated in the Circular of the Minister of Home Affairs, the positions at general departments, chief inspectors, deputy chief inspectors of ministries and departments, and inspectorates of provincial departments are no longer in use. positions within the National Financial Supervision Committee and positions at the district level.

In accordance with the provisions of the Law on Government Organization No. 63/2025/QH15, the Government is drafting a Decree stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies (replacing Decree 123/2016/ND-CP). Accordingly, the list of leadership and management positions in ministries and ministerial-level agencies will be reviewed to align with the new organizational structure. As a result, the total number of leadership and management civil servant positions will be reduced by 27.

For specialized professional civil servant positions, there are 633 positions, of which all 633 are filled at the central level and 327 at the provincial level.

Implementing decentralization and delegation of power in conjunction with the two-tiered local government model, the Government has recently issued decrees regulating the decentralization and delegation of power in the field of state management from ministries and sectors to localities. Accordingly, the tasks delegated to localities still remain within the group of tasks required by the specialized professional civil servant positions issued by the ministries managing the respective sectors. Of the 327/633 specialized professional civil servant positions used at the provincial level, as stipulated in the circulars of the ministries managing the sectors, the restructured organizational model still ensures comprehensive coverage of all local tasks.

Based on the functions, tasks, nature, characteristics, scope, target audience, level of modernization of equipment and working tools, and application of information technology, localities will proactively utilize the 327 job positions within their prescribed authority. Simultaneously, with the implementation of a two-tiered local government system (eliminating the district level), localities will no longer utilize 127 specialized professional civil servant positions stipulated for use at the district level in the Circulars of the relevant ministries. Thus, the total number of specialized professional positions will decrease by 21.

For common professional civil servant positions, there are 60 positions. Of these, the central level uses all 60 positions, and the provincial level uses 47 positions.

According to the Ministry of Interior, the shared professional positions stipulated in Circular No. 12/2022/TT-BNV of the Minister of Interior (amended and supplemented by Circular No. 06/2024/TT-BNV) are still proposed for use as their duties have not been eliminated. Since there are no longer ministerial, general departmental, or departmental inspection organizations under the new regulations of the 2025 Inspection Law, the shared positions in the inspection field are not to be used. However, ministries and agencies still have the task of receiving citizens, handling petitions, resolving complaints and denunciations, and preventing and combating corruption. Therefore, the shared professional positions will utilize two positions stipulated in the specialized professional positions issued by the Inspector General of the Government in Circular No. 01/2023/TT-TTCP: senior specialist in receiving citizens, resolving complaints and denunciations, and preventing and combating corruption. Based on Decree No. 217/2025/ND-CP, Decree No. 05/2019/ND-CP, and at the request of several ministries and agencies, the Ministry of Interior has added shared positions in the fields of specialized inspection (3 positions) and internal auditing (2 positions); reviewed and added positions on administrative procedure control in the office sector; and stipulated positions on personnel organization (including personnel organization, emulation and commendation, administrative reform) instead of sharing them with professional positions in the interior sector to align with the functions and tasks of departments/units performing advisory functions on personnel organization. Thus, the total number of positions has increased by 13.

For support and service positions, there are 22 positions. These positions, as stipulated in Circular No. 12/2022/TT-BNV (amended and supplemented by Circular No. 06/2024/TT-BNV), continue to be used as their duties have not been eliminated.
