Kinhtedothi - On February 20th, the Hanoi People's Committee issued a document to relevant units, requesting them to promptly handle violations of construction regulations within their authority and to prevent the occurrence of "hot spots".
The Hanoi People's Committee has issued a document approving the report and proposals of the Department of Construction regarding the management of construction order in Hanoi in 2024 and the direction and tasks for 2025.
The City People's Committee assigns the Department of Construction, the Department of Natural Resources and Environment, and other departments, agencies, and localities, based on their assigned functions and tasks, to research and implement the proposals and recommendations of the Department of Construction, ensuring the effectiveness and efficiency of state management of construction order in the area, preventing violations from occurring, promptly handling them according to authority and regulations, and preventing the occurrence of "hot spots"; and to report the results to the City People's Committee on a quarterly basis.
According to the Department of Construction's report, in 2024, most violations were detected, prevented promptly, and handled according to regulations. Many complex and long-standing cases were basically resolved.
Some areas have no construction violations, such as Hai Ba Trung district and Son Tay town, or have a low rate of violations, below 1%, such as Long Bien, Ha Dong, Ba Dinh, Tay Ho, Hoang Mai districts, and Hoai Duc, Phu Tho , Thanh Tri, and Thuong Tin districts.
Although the number of construction projects increased by 7,061 in 2024 compared to 2023, the number of projects violating construction regulations decreased by 0.76% (the violation rate decreased from 2.51% to 1.75%). The percentage of projects with ongoing violations decreased by 11.2% (from 47.4% to 36.2%) compared to the same period.
However, according to the Department of Construction, the management of construction order is uneven, and the compilation and reporting of data by district-level People's Committees and urban construction order management teams still have many limitations, leading to the emergence of new incidents. In some areas, control is not strict enough, resulting in violations that affect security, order, and socio- economic development.
Furthermore, the proactive approach of the authorities and the awareness of law compliance among some citizens and organizations remain limited. In some places, there is still a tendency to shirk responsibility, especially in cases where violations have already occurred and the structures are in use…
To address the aforementioned shortcomings and limitations, the Department of Construction proposes that the City People's Committee direct relevant departments, agencies, and the People's Committees of districts, towns, and cities to strengthen inspection and control of construction projects within their jurisdiction, ensuring 100% of construction projects are inspected. This will enable timely detection, prevention, and decisive handling of construction violations from the outset.
