The Ministry clearly stated the legal basis for the complex to become a fully financially autonomous unit, including directives from the Government and proposals from the Ministry of Finance .

The Ministry of Culture, Sports and Tourism has decided as follows: "The sports complex is classified as a public service unit that is self-sufficient in covering its operating expenses. The state budget support/allocation for operating expenses in the first year of the stabilization period (2023) is: none. Funding for commissioned public service activities using state budget funds: none. Revenue from fees retained for operating expenses: none. The head of the unit is responsible for organizing the unit's financial autonomy in accordance with regulations. The Chief of the Office of the Ministry of Culture, Sports and Tourism, the Director of the Planning and Finance Department of the Ministry of Culture, Sports and Tourism, the Director of the Department of Sports and Physical Education, and the Director of the sports complex are responsible for implementing this decision."
Therefore, since 2023, the My Dinh National Sports Complex has not received any funding from the state (not even a single penny). Previously, although this unit was financially autonomous, it still received a certain amount of funding for the renovation and repair of its facilities on a regular annual basis.
