This morning, July 25th, Vice Chairman of the Quang Tri Provincial People's Committee Le Duc Tien, along with leaders from several relevant departments, agencies, and localities, conducted a field inspection of some projects under the Basic Infrastructure for Comprehensive Development Project of Quang Tri Province (BIIG2 Quang Tri Project).

The BIIG2 Quang Tri project has an approved adjusted total investment of US$48.774 million, including US$32.25 million in concessional loans from the Asian Development Bank (ADB), US$9 million in ordinary loans from ADB, and US$15.524 million in counterpart funding.
The project will be implemented from 2018 to September 30, 2025. It aims to enhance connectivity within Quang Tri province by developing transportation infrastructure connecting regions and sub-regions, as well as other infrastructure; to boost economic growth in the region through the construction and renovation of infrastructure serving production development (including the development of industrial zones and support for agricultural production); and to provide necessary technical support and project management activities for the efficient operation of the proposed projects. The project will be implemented in the districts of Trieu Phong, Hai Lang, Gio Linh, Vinh Linh, Cam Lo, Dakrong, and Huong Hoa.
At the field inspection site in Gio Linh and Trieu Phong districts, representatives from the Provincial Investment and Construction Project Management Board reported on the project's implementation status. Accordingly, for the Cua Tung - Cua Viet Tourist Service Area Infrastructure Construction project (package QT04), land clearance for 3 routes with a total length of 14.64 km has been largely completed.
Specifically, for the Cua Tung - Cua Viet tourist service area ring road, the 5.01 km section from km0+500 to km5+00 has had its land handed over. However, within this section, there are still about 500 meters with several small sections that have not yet had their land handed over.
The Cua Tung – Cua Viet tourist area ring road and the entire project are expected to be completed by September 30, 2025. Current difficulties and obstacles include the fact that the initial section, approximately 450 meters long, has not yet been cleared due to the disagreement of affected households with the land acquisition plan. Furthermore, although 4.5 km of land has been handed over, some households still disagree with the compensation and support plan, and some households are absent and have not yet been officially registered...
Regarding the Hung Vuong Road construction project connecting the East-West Economic Corridor and the Southeast Quang Tri Economic Zone (package QT02), 2.151 km/2.151 km of land along the Hung Vuong road has been handed over; and 0.45 km/2.043 km along the DH 33 route (commonly known as Bao Dai Road). Construction work has been completed, with approximately 1.47 km/2.15 km of the Hung Vuong road embankment excavated and filled. While 0.45 km of the Bao Dai road has been handed over, construction has not yet resumed due to the lack of access roads.
In addition, the Hung Vuong road is currently obstructed by one tomb, one household electricity pole, five telecommunication poles, and one household's land plot; the Bao Dai road still has 11 households that have not agreed on compensation plans, including two households that built houses without permits on agricultural land.
Therefore, the investor requests the Provincial People's Committee to direct Trieu Phong district to intensify propaganda and mobilization efforts to create consensus among the people, expedite land clearance, and promptly hand over a clean site to the contractor for construction to ensure the project's progress.
Regarding the construction of the road connecting Cua Viet Port with the eastern communes of Trieu Phong and Hai Lang districts and the central area of the Southeast Quang Tri Economic Zone (package QT03), land clearance has been completed for 3.321 km/16.269 km of the main route within Trieu Phong district; land clearance has been completed for 11.722 km/20.919 km of the branch routes. Currently, the contractor has temporarily suspended construction of this package and proposed not to extend the contract duration. Therefore, the investor is requesting the contractor to submit an official document to the Provincial People's Committee for consideration and guidance.
Following a field inspection, Vice Chairman of the Provincial People's Committee Le Duc Tien instructed localities to be more proactive in mobilizing and educating the public to support the project, and to expedite the completion of land clearance to hand over clean land to the construction unit. If necessary, they should study the current situation and natural elevation to propose design adjustments to ensure a balance of interests and create consensus among the people. The investor should proactively allocate sufficient funds to promptly compensate the people during land clearance.
Relevant departments, agencies, and localities should continue to coordinate and support contractors and construction units in resolving obstacles; promptly complete necessary procedures and report to the Provincial People's Committee for timely consideration and feedback. Contractors and construction units also need to seriously implement the project items, strive to overcome difficulties, and promptly propose solutions to ensure progress as committed.
