The Kon Tum Provincial Party Committee's Inspection Commission (ICPC) has just held its 23rd meeting to review a number of violations and shortcomings in the leadership, direction and organization of project/bid packages related to AIC International Progress Joint Stock Company and enterprises in the AIC ecosystem.
At the meeting, the Kon Tum Provincial Party Committee's Inspection Commission reviewed the report on the results of its investigation and proposed disciplinary action against three individuals, including: Mr. Tran Ai, Deputy Secretary of the Party Committee and Deputy Director of the Kon Tum Provincial Department of Health . Mr. Ai was formerly the Secretary of the Party Committee and Director of the Provincial General Hospital.
Ms. Tran Thi Tuyet, Party member of Cell 3, Party Committee of Truong Chinh Ward, Kon Tum City. Ms. Tuyet is the former Director of the Department of Science and Technology of Kon Tum province.
Mr. Nguyen Duc Ty, Party Committee Secretary, Deputy Chief of Office of the Provincial People's Committee. Mr. Ty is a former Party Committee member, Secretary of Party Cell 2, former Head of Finance and Accounting Department of the Provincial General Hospital.
Specifically, during the period 2010 - 2012, in his role as Party Secretary and Director of the Provincial General Hospital, Tran Ai was irresponsible, did not check the project preparation, hiring of consulting units and procedures in bidding activities; did not evaluate the effectiveness of the project to renovate the medical waste treatment system invested by the Provincial General Hospital.
Ms. Tran Thi Tuyet, during her tenure as Director of the Department of Science and Technology of Kon Tum from 2013 to 2018, was assigned as the investor of the project "Improving the capacity of the Technical Center for Standards, Metrology and Quality of Kon Tum province".
The Provincial Party Committee's Inspection Committee concluded that Ms. Tuyet had acted improperly in accordance with the law regarding the asset valuation process; and in organizing the implementation of the construction investment project, including preparing bidding documents, evaluating bids, adjusting estimates, acceptance testing, final settlement, and maintenance after the project was put into use.
According to the Kon Tum Provincial Party Committee's Inspection Commission, the violations and shortcomings of Mr. Tran Ai and Ms. Tran Thi Tuyet are serious, causing negative public opinion among cadres, Party members, and the people, and diminishing the prestige of themselves and the Party organizations and agencies where Mr. Ai and Ms. Tuyet previously and currently work.
Based on the content, nature, level, consequences, and causes of violations, and comparing them with Party regulations, the Kon Tum Provincial Party Committee's Inspection Commission decided to impose Party discipline on Mr. Tran Ai and Ms. Tran Thi Tuyet in the form of warnings.
However, in accordance with the Party's regulations on the statute of limitations for disciplinary action against violating Party members, the statute of limitations for the violation has expired. Therefore, the Provincial Party Committee's Inspection Committee decided not to impose disciplinary action against Mr. Tran Ai.
As for Mr. Nguyen Duc Ty, during his tenure as Head of the Finance and Accounting Department of the Provincial General Hospital, he advised on and approved the valuation; and was responsible for managing and utilizing the documents in the project file related to AIC International Progress Joint Stock Company and the technology assessment document from the Ministry of Science and Technology which did not include the F-1K incinerator.
The Provincial Party Committee's Inspection Commission concluded that Mr. Nguyen Duc Ty's shortcomings and violations were minor and no motive for personal gain was detected.
Considering the content, nature, extent, harm, causes of the violations, shortcomings of Mr. Nguyen Duc Ty, and mitigating circumstances, the Kon Tum Provincial Party Committee's Inspection Committee decided not to impose disciplinary action against Mr. Ty.
