Signing the contract for "Consulting on environmental and social impact assessment according to international standards for loan service" for Dung Quat NMLD NCMR project

On January 7, 2025, the Dung Quat Oil Refinery Upgrading and Expansion Project Management Board (DURP) and the Contractor Consortium signed a contract for "Consulting on environmental and social impact assessment according to international standards for loan purposes" for the Dung Quat Oil Refinery Upgrading and Expansion Project. The Contractor Consortium implementing this contract is Fichtner GmbH & Co. KG (Fichtner) - Stuttgart, Germany and the Institute of Tropical Biology (ITB) - Vietnam, abbreviated as FICHTNER - ITB Consortium. Attending the signing ceremony were Chairman of the Board of Directors Bui Ngoc Duong; General Director Nguyen Viet Thang and members of the Board of Directors; Dung Quat Oil Refinery Upgrading and Expansion Project Management Board (PMU). BSR Chairman Bui Ngoc Duong spoke at the signing ceremony . At the meeting, BSR Deputy General Director and Head of Dung Quat Refinery Refinery Project Management Board Nghiem Duc Duong reported: Dung Quat Refinery Refinery Refinery Project is being implemented according to plan and the loan capital for the project is also one of the key tasks. In order to have a basis to access ECAs loans from international credit institutions; BSR must conduct environmental and social impact assessments according to international standards. From there, BSR can access high-value loans with good interest rates to serve the Dung Quat Refinery Refinery Project. Speaking at the signing ceremony, BSR Chairman Bui Ngoc Duong emphasized: Dung Quat Refinery Refinery Refinery Project is very large in scale; will increase processing capacity from 148,000 barrels/day to 171,000 barrels/day; products meet EURO V standards; meet environmental standards according to the Government 's mandatory roadmap; increase flexibility in selecting crude oil, ensuring long-term and effective crude oil supply for the Factory; improve investment efficiency of Dung Quat Oil Refinery. BSR Chairman of the Board of Directors Bui Ngoc Duong requested the Contractor Consortium to closely follow the progress, focus resources on implementing the work according to the plan; Request the Dung Quat Oil Refinery NCMR Project Management Board to regularly organize meetings with the Contractor Consortium, strengthen management and supervision to achieve the set goals, which are to meet the quality and progress of work completion. BSR and the contractor consortium signed a consulting contract. In 2024, the Dung Quat Refinery Refinery NCMR Project Management Board has implemented key tasks and achieved positive results, such as: Signing a FEED Consulting Contract; to date, the overall progress of the FEED design work has reached 35.3% of the workload. The Project Management Board has also completed the selection of contractors and signed contracts to provide technology copyright with copyright owners from France, the US, Italy, and the Netherlands for the project's copyright technology workshops. BSR, the FEED Consultant, and the copyright owners have completed the kick-off meeting to implement the contract. Currently, the copyright owners are implementing the copyright technology design work, ensuring synchronization with the implementation of the FEED design. In 2025, the Dung Quat Refinery Refinery NCMR Project Management Board will strive to achieve key milestones such as: Appraisal and approval of the FEED design; Approval of the EPC Bidding Documents; Organizing the selection of EPC contractors; Site clearance.
