According to the program of the 10th Session, the National Assembly will consider and decide on 66 contents and groups of contents, including: 49 draft laws, 4 resolutions on legislative work and 13 groups of contents on socio-economics , State budget and supervision of other important issues. This session will not organize questions and answers, the National Assembly will change the way of supervising the implementation of the contents in the form: The Government and agencies will send full reports, National Assembly deputies will send written questions for the questioned person to answer continuously and the National Assembly will synthesize the reports, arrange for the National Assembly to meet in one session on this content.
At the 10th Session, many important laws and resolutions directly related to national development will be considered and passed by the National Assembly, such as: Law on Cyber Security, Law on Deposit Insurance, Law on Education , Law on Enforcement of Detention, Temporary Imprisonment and Prohibition from Leaving Place of Residence; Law on Anti-Corruption, Law on Amending and Supplementing a Number of Articles of the Law on Citizen Reception, Law on Complaints, Law on Denunciations... or Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW on breakthroughs in education and training development, Resolution No. 72-NQ/TW on a number of breakthrough solutions, strengthening protection, care and improvement of people's health, Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law...
But the important thing, public opinion and voters nationwide hope that the National Assembly deputies at the Session before "pressing the button" to pass the draft laws and resolutions will discuss and contribute many profound opinions, in line with reality, reflecting the voice of the people, ensuring the quality of legislative work, promoting effectiveness and efficiency in implementation, in sync with the current legal system. Because these are all important laws and resolutions, with a wide scope of regulation, directly affecting many areas of socio-economic life, environmental resource management, urban and rural planning and development, etc. The passage of these laws and resolutions will contribute to removing "bottlenecks" and difficulties in socio-economic development, ensuring national defense and security, building a political system, in line with the practice of organizing the decentralized and decentralized State apparatus in the new period and the current 2-level local government.
Responding to voters' expectations, at the press conference on the program of the 10th Session of the 15th National Assembly, the National Assembly Standing Committee spent a lot of time giving opinions on the contents of the Session, organizing a Conference of National Assembly Deputies working full-time to discuss the contents submitted to the National Assembly for consideration and approval, in order to improve and innovate the way the Session is conducted. Notably, at this Session, the National Assembly promoted the e-Parliament and applied artificial intelligence in all areas of operation, switching to a "paperless" model, all work is done through electronic applications, demonstrating that the National Assembly is the leading agency in the "Digital Education for the People" movement.
At the same time, the Session will have changes such as not arranging a mid-term break as before, changing the form of direct questioning in the Hall to sending questions to the responsible person to answer; raising groups of closely related issues for focused, scientific discussion and saving time. This approach helps the drafting and reviewing agencies coordinate closely, helping National Assembly deputies easily identify overlaps and inconsistencies between draft laws; thereby, improving the effectiveness of receiving and perfecting legal documents...
A particularly important issue at this session that has received special attention from the public and voters is related to personnel work. Regarding this issue, National Assembly delegates all have the same opinion that the 10th session of the 15th National Assembly is a special session, marking the period when the National Assembly completes its responsibilities of the term and prepares for the new term. In addition to the contents of legislation, supervision and decision on socio-economic development policies, personnel work is the highlight.
It can be affirmed that the personnel work at this Session will be a step to perfect the apparatus at the end of the term, preparing for the term of the 16th National Assembly, creating a foundation for the State apparatus to operate more effectively and efficiently.
