On September 17th, at the National Assembly building, National Assembly Chairman Tran Thanh Man and Prime Minister Pham Minh Chinh co-chaired a meeting between the National Assembly Party Committee and the Government Party Committee regarding the 8th session of the 15th National Assembly.
Speaking at the conference, the Speaker of the National Assembly emphasized that the 8th session is expected to have the largest volume of work to be submitted to the National Assembly for consideration and decision since the beginning of the 15th term.

The 8th session of the 15th National Assembly will open on October 21, 2024, and is expected to close on the morning of December 3, 2024. The session will be conducted in two phases: phase 1 from October 21 to November 12, 2024; and phase 2 from November 20 to December 3, 2024.
The National Assembly will consider 39 items, including 29 legislative matters and 10 groups of items related to socio-economic issues, the state budget, oversight, personnel, and other important decisions within its jurisdiction.
In the current context, the Speaker of the National Assembly particularly noted that the recent Typhoon No. 3 was very complex, leaving behind very serious consequences, and the full extent of the damage has not yet been assessed.
The entire Party, the entire people, and the entire army are facing new difficulties and challenges. The government must confront additional difficulties and pressures in managing budget revenue and expenditure, achieving growth targets, ensuring macroeconomic stability, and controlling inflation and price increases to guarantee the people's livelihoods.
A general overview of the meeting between the Party Committee of the National Assembly and the Party Committee of the Government aimed at exchanging and agreeing on a number of issues in preparation for the 8th session of the 15th National Assembly.
Therefore, the Party Committee of the National Assembly and the Party Committee of the Government will continue to coordinate effectively and efficiently, promptly implementing measures to meet the demands of reality for socio-economic development, ensuring people's livelihoods, and promoting growth.
Given that there is only a little over a year left to implement the five-year socio-economic plan, and in addition to the severe impact of typhoon No. 3, the Chairman of the National Assembly requested that any difficulties and obstacles arising be addressed promptly.
The Government will decide on matters that it is responsible for managing. For matters exceeding the Government's authority, it will seek the opinion of the Standing Committee of the National Assembly and the National Assembly.
"Whether laws and resolutions are of high quality or not must first originate from the drafting agency, the reviewing agency, and the Government."
"When the Government submits the documents here, the responsibility of the reviewing agencies, the Standing Committee of the National Assembly, the Vice-Chairmen of the National Assembly, and the Chairman of the National Assembly is to work continuously, ensuring smooth and substantive coordination to achieve the highest effectiveness," the Chairman of the National Assembly emphasized.
The Speaker of the National Assembly also noted that the heads of ministries and agencies need to see draft laws and resolutions through to the end.
Regarding this matter, the Speaker of the National Assembly noted that a change in mindset and approach is needed in lawmaking, ensuring simplification, increased decentralization and delegation of power, and accelerated progress... so that disagreements and lack of consensus between the reviewing and drafting agencies will be addressed in the spirit of "resolving difficulties wherever they arise."
