The 10th Session of the 15th National Assembly: Institutional creation, paving the way for a new development stage of the country

The Tenth Session takes place at a very special time, as it is both the final session of the 2021-2026 term and preparation for the development plan for the 2026-2030 period; therefore, National Assembly deputies believe that with 66 contents and groups of contents being considered and decided, the session will create a special mark, not only as the end of a National Assembly term with many achievements, but also as the beginning of a new development period for the country.

National Assembly Deputy Nguyen Thi Viet Nga ( Hai Phong ): Demonstrating the mettle, intelligence and spirit of an active National Assembly , for the benefit of voters and people

The 10th session of the 15th National Assembly is considered one of the sessions with special historical significance in the legislative and development process of the country. By considering and deciding on 66 important contents and groups of contents, this session not only demonstrates the spirit of urgent work and high responsibility but also has the meaning of paving the way for a new era of strong growth of the nation in the new development stage.

In the context of the country entering a new period of development, with many opportunities and challenges intertwined, the National Assembly plays a central role in policy making and national strategic orientation. This 10th session is an opportunity for the National Assembly to continue to affirm its role, as a place where the wisdom, will and aspirations of voters and the People converge.

One of the highlights that has received special attention from the public is the National Assembly's consideration, discussion and approval of a series of key draft laws. These are important contents, expected to create a new legal corridor, remove bottlenecks, promote a transparent, stable and sustainable investment and business environment; at the same time, the National Assembly will also decide on many other issues to consolidate the foundation for the country's comprehensive development.

This session also clearly demonstrates the supreme supervisory function and decides on important national issues. In particular, the National Assembly's change in the way it supervises the implementation of the National Assembly's resolutions on thematic supervision and questioning in the form of the Government , agencies will send full reports; National Assembly deputies will send written questions for the questioned person to answer continuously from now until the Tenth Session, which will create conditions for "hot" issues of social life to be addressed more fundamentally and comprehensively.

In the context of increasingly deep international integration, the proactive, innovative and decisive actions of the National Assembly will contribute to strengthening the trust of the people, businesses and international friends. Therefore, I expect that this session will clearly demonstrate the mettle, intelligence and spirit of an active National Assembly, for the benefit of voters and the people, for the future of the country in the new era.

I believe that the National Assembly, with its central role in the political system, will continue to affirm its position as a symbol of national unity, leading Vietnam steadily forward on the path of integration, development and becoming increasingly stronger.

National Assembly Delegate Hoang Van Cuong (Hanoi): Removing bottlenecks while creating room for development

This is the time when we are entering a period of institutional innovation. Therefore, the Tenth Session will raise current legal issues that need to be amended, improved and synchronized in the legal system. In response to that requirement, the volume of draft laws submitted to the National Assembly for consideration at this session is very large, with 49 draft laws.

In addition, the results of the 10th Session will create a premise for the 16th National Assembly and the premise for the entire term of 2026 - 2030. Therefore, many important issues of the country as well as the new institution will be raised and considered, approved and resolved by the National Assembly at this session. This is also the last session of the 15th National Assembly to evaluate, summarize and look back on the entire term, at the same time, set out directions and tasks for the next term.

We see that the 15th National Assembly has carried out many supervisory activities, especially in the economic field. Supervision is not only to detect bottlenecks, or existing problems, but most importantly to remove difficulties, promptly overcome legal gaps, and overlapping regulations. Thereby, contributing to the release of resources, helping socio-economic development achieve the set goals.

With the meaning of the last session of the term, we will review all the issues raised by the "industry commanders" to see how far those issues have been resolved; how have the "promises" of ministers and industry heads been implemented? To what extent have the difficulties and problems been implemented and resolved to meet the aspirations of voters?

In my opinion, the key issues that the National Assembly delegates are interested in discussing at this session will be the areas that are currently stuck, difficult, and hindering the development of the economy and society such as: issues related to land, housing construction, real estate, or building new institutions for the development of science and technology, innovation. Institutional innovations require both removing bottlenecks and creating synchronization and creating room for development for the innovation process in the new period.

National Assembly Delegate Nguyen Thi Suu (Hue City): The session lays the institutional foundation for a new development stage.

The Tenth Session is held at a very special time, both as the final session of the 2021-2026 term and as preparation for the development plan for the 2026-2030 period. Therefore, the mindset of the National Assembly deputies is one of responsibility, concentration and concern.

The session not only summarized a challenging period, but also laid the institutional foundation for a new development period, a period of digital transformation, green growth and building a modern and humane socialist rule-of-law state.

With the huge workload of the session, the National Assembly delegations proactively studied documents, met with voters, and consulted with experts so that each opinion in the parliament had a scientific basis, criticality, and a high constructive spirit.

At the Session, I am particularly interested in draft laws that have a strong impact on social life such as: the draft Law on amending and supplementing a number of articles of the Law on Education, the draft Law on Cyber ​​Security, the draft Law on Population, the draft Law on Digital Transformation, the draft Law on Civil Judgment Enforcement (amended), the draft Law on amending and supplementing a number of articles of the Law on Anti-Corruption, and the draft Law on Artificial Intelligence.

Regarding the National Assembly's supervision topic "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect", I pay attention to decentralization, pollution control, waste management, and climate change, which requires the National Assembly to have a more comprehensive view, towards developing a green economy and a circular economy.

Regarding the adjustment of the National Master Plan for the 2021 - 2030 period, with a vision to 2050, this is a decisive tool for the country's spatial development in the next 20 years, which needs to be closely linked to the goals of regional development, sustainable development and balancing local interests.

I believe that the Tenth Session will leave its mark on legislative quality and institutional vision, affirming the role of the National Assembly as the center in designing national development policies, firmly preparing for the journey towards 2045, when Vietnam strives to become a developed, high-income country.

With careful preparation, solidarity and strategic vision, delegates expressed their belief that the Tenth Session will create a special mark, not only as the end of a term with many achievements, but also as the beginning of a new development period, where institutions, people and culture go hand in hand in the aspirations of the Vietnamese people to rise up.
