The Tenth Session - the National Assembly's mettle and responsibility

This morning, the National Assembly solemnly opened the Tenth Session, the last session of the XV term, with 66 contents to be submitted to the National Assembly for consideration and decision, of which 53 contents are related to legislative work; not only setting a record in terms of workload, the Tenth Session is also a "historic sprint", demonstrating the mettle, intelligence and political responsibility of the National Assembly in the new development stage of the country.

The 15th National Assembly, throughout its term, has left a strong mark of proactive and innovative legislative thinking, with the motto of acting "early, from afar", closely accompanying the Government, promptly removing institutional bottlenecks, recovering the economy and society after the Covid-19 pandemic, "rearranging" the country, organizing local governments according to a two-level model, effectively responding to complex and unpredictable fluctuations in the regional and world situation.

Considering and deciding on the largest agenda ever, including many difficult, complex and unprecedented contents at the Tenth Session is certainly an enormous challenge in terms of time, effort and intelligence. However, it also shows the National Assembly 's management capacity and determination in fully performing its responsibilities, not leaving unfinished work for the next term.

Each decision and each law passed at this session will contribute to thoroughly removing institutional obstacles, synchronously perfecting the legal system, creating a solid foundation for implementing socio-economic development goals in the new period, especially preparing for the 2026-2031 term, towards the goal of becoming a developing country with modern industry and high average income by 2030.

In the context of the shortened term of the 15th National Assembly, the high concentration and complete resolution of the tasks of the 10th Session are especially important, vividly reflecting the capacity and responsibility of the highest representative body of the People in resolving national and people's livelihood issues urgently, resolutely and effectively.

Voters and people across the country are placing high expectations and trust in the decisions of the National Assembly at this special session, especially the draft laws and resolutions that are of key significance to socio-economic development, with profound impacts on the people and business community in the coming time.

For example, the Artificial Intelligence (AI) Law project is expected to shape the legal framework for research, development and commercialization of AI technology, while also setting out regulations on ethics, data security, intellectual property rights and responsibilities of technology users. The birth of this law not only ensures technological security, but also lays the foundation for the transition to a digital economy and knowledge economy - a pillar of sustainable growth in the coming period.

Or the draft Law on Cyber ​​Security (amended) - protecting digital sovereignty and a safe cyberspace. In the context of cyberspace becoming a new "front" of economics, politics and society, the National Assembly's consideration and approval of the draft Law on Cyber ​​Security (amended) at this session will ensure a solid legal corridor to protect personal data, national security and citizens' privacy, while regulating violations in the digital environment such as fraud, commercial fraud, and false information. It can be said that this is an extremely urgent step for Vietnam to build a healthy and trustworthy cyberspace, contributing to strengthening the trust of people and businesses in the era of comprehensive digitalization.

Another draft resolution that has also attracted special attention and high expectations from the people, the business community and local authorities is the draft Resolution on a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law. The National Assembly's consideration and promulgation of this resolution has important practical significance, helping to promptly handle problems arising in management, transfer, compensation, site clearance and land valuation, which are currently barriers to many public and private investment projects. This resolution not only helps to unblock land resources, but also ensures transparency, fairness and efficiency in the management of national resources, creating trust for businesses and people.

Along with that, laws and resolutions on finance - budget, science - technology, education and training, vocational training, population, social security... will also be considered and decided by the National Assembly at the 10th Session, deeply demonstrating the proactive, modern and practical legislative thinking of the National Assembly.
