At the meeting, the two sides summarized and evaluated the results of 5 years of cooperation in implementing the protocol for the 2020-2024 period and set out goals and directions for cooperation in the coming time.
The solidarity relationship between the Vietnamese and Lao armies is increasingly consolidated.
General Phan Van Giang emphasized that in 2024, the two sides will witness many important events in the cooperative relationship between the two countries and the two armies.
Typical examples include the high-level meeting between the Politburo of the Communist Party of Vietnam and the Politburo of the Lao People's Revolutionary Party, mutual visits by senior leaders of the two countries; activities to celebrate the 75th anniversary of the founding of the Lao People's Army, the 70th anniversary of the historic Dien Bien Phu victory and the upcoming 80th anniversary of the founding of the Vietnam People's Army...

General Phan Van Giang affirmed that after 5 years of implementing the protocol on defense cooperation for the 2020-2024 period, the two sides have achieved many important and substantive results, with many areas exceeding the set targets.
Notably, the solidarity and close relationship between the two countries' armies is increasingly consolidated.
Leaders of the Ministry of National Defense, agencies and units of the two sides regularly meet and contact; the two sides have coordinated to widely propagate the spirit of solidarity and mutual assistance between the two countries and two peoples.
At multilateral forums, the two countries' armies always demonstrate solidarity, support each other, and actively contribute to efforts to build the ASEAN community.
Forms and mechanisms of cooperation are increasingly diverse and widespread, such as border defense friendship exchanges, defense policy dialogues at the deputy defense minister level, and annual cooperation mechanisms between agencies and units of the two countries.
Security and order in the border areas of the two countries have been increasingly consolidated. Border guards, border management and protection forces and military regions bordering the two sides have coordinated to maintain the stability of the border and border markers; and to propagate and mobilize people to strictly comply with signed legal documents.
Maintain the effectiveness of the twinning activities of border guard posts, companies, and residential areas; contribute significantly to stabilizing the lives of local people, consolidating security and political foundations, and realizing the common vision of senior leaders on a peaceful, stable, and sustainably developed Vietnam-Laos border.
Cooperation in human resource training is increasingly valued. Cooperation in defense industry and defense economy is increasingly focused, important and effective.
Lao delegation at the meeting
Vietnam - Laos border defense friendship exchange is an effective and unique cooperation model.
Speaking at the meeting, General Chansamone Chanyalath thanked General Phan Van Giang and the Vietnamese Ministry of National Defense for their warm and respectful reception of the delegation, and highly appreciated the preparations for the exchange.
General Chansamone Chanyalath also affirmed that this Vietnam - Laos Border Defense Friendship Exchange continues to affirm itself as an effective and unique cooperation model between the two countries, and at the same time is an activity of profound political significance, demonstrating the political determination of the Party, State, Army, localities and especially the people and border protection forces of Vietnam - Laos in strengthening solidarity and friendship, promoting substantive cooperation together to build a border of peace, friendship, cooperation and development, for the prosperity of each country, contributing to peace, stability, cooperation and development in the region and the world.
The two ministers signed the Vietnam-Laos bilateral defense cooperation protocol for the 2025-2029 period and the 2025 cooperation plan between the two countries' defense ministries.
In the coming time, the two ministers agreed to focus on a number of key cooperation contents such as strengthening cooperation in Party work and political work, focusing on effective propaganda and education about the history, significance and importance of the special relationship between Vietnam and Laos, especially major events of the two countries and two armies.
Effectively maintain existing cooperation mechanisms, such as annual high-level delegation exchanges, defense policy dialogues at the deputy defense minister level, and regular cooperation between agencies and units of the two sides.
Strengthen effective cooperation in military and defense work, especially in responding to non-traditional security challenges; cooperate in managing and protecting borders and landmarks; and cooperate in human resource training.
Improve the effectiveness of mutual support work, in which the Lao Government and Ministry of National Defense continue to create favorable conditions for searching, locating, and repatriating Vietnamese volunteer soldiers and experts who died in Laos.
At the end of the talks, the two countries' defense ministers signed the Vietnam-Laos bilateral defense cooperation protocol for the 2025-2029 period and the 2025 cooperation plan between the two countries' defense ministries.
