The commemoration ceremony was organized by the Ninh Binh City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee at the Provincial Theater. Attending the ceremony were Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Comrade Dinh Van Hung, former Member of the Central Committee of the Party and former Secretary of the Provincial Party Committee.

Attending the commemoration ceremony were former members of the Provincial Party Standing Committee, current and former members of the Provincial Party Standing Committee; leaders and former leaders of the Provincial People's Council, Provincial People's Committee, and Provincial National Assembly Delegation; leaders of provincial departments, agencies, the Vietnam Fatherland Front Committee, and mass organizations; representatives of veteran revolutionaries and Vietnamese Heroic Mothers; leaders and former leaders of Ninh Binh City; representatives of Party committees, branches, agencies, units, enterprises, communes, wards, religious dignitaries, and outstanding citizens of the city.
The commemorative speech, delivered by Comrade Dinh Van Tien, Secretary of the Ninh Binh City Party Committee, affirmed that Ninh Binh City is a land rich in historical, cultural, patriotic, and revolutionary traditions, closely associated with "Thuy Mountain and Van River," and the ancient capital of Hoa Lu, a city with a thousand years of cultural heritage. Throughout its history, Ninh Binh City has become one of the key strategic areas in the country's military strategy and in the resistance wars against foreign invaders; it is also an important trading center of the region.
In 1946, responding to President Ho Chi Minh 's call for "National Resistance," the army and people of Ninh Binh town, along with compatriots and soldiers nationwide, bravely fought and sacrificed, achieving many victories to protect the achievements of the revolution and maintain the independence and freedom of the nation. In 1954, after the historic victory at Dien Bien Phu, the army and people of Ninh Binh town, together with the people of the entire province, fought heroically and achieved victories on all fronts. On June 30, 1954, Ninh Binh town was completely liberated.
Over the past 70 years, both in combat and in implementing the Party's reform policies, with the close and consistent attention, leadership, and guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, the Party Committee, government, and people of Ninh Binh town (now Ninh Binh city) have always been united, working together, overcoming difficulties and challenges, developing internal strengths, promoting innovation and creativity, upholding traditions, effectively exploiting potential and advantages, and promoting the development of Ninh Binh city in all aspects. They have achieved many important accomplishments in all fields, creating remarkable changes; developing comprehensively and civilized; becoming a national-level and internationally significant center for tourism, services, culture, and history; and serving as an important driving force for the socio-economic development of the entire province.
From a small town with a sparse population, slow economic development, and difficult living conditions for its people, characterized by poor infrastructure, outdated and underdeveloped urban facilities, and severe environmental pollution from lime kilns and power plants, the town has now become a civilized and modern city. It has been recognized as a type II urban area and has basically met the criteria of a type I urban area. It completed the task of building new rural areas in 2021; the remaining three communes have basically completed the criteria to become wards.
The economy has consistently experienced significant growth; the economic structure has shifted in a positive direction. Annual budget revenue has consistently met and exceeded targets. Urban infrastructure has been invested in comprehensively and modernly, becoming increasingly bright, green, clean, and beautiful. Culture and society have developed comprehensively; social security is ensured; and the material and spiritual lives of the people have continuously improved. The average per capita income in 2023 reached 72 million VND/person/year, the highest in the province and also the highest in the country.
National defense and security have been strengthened; social order and safety have been maintained. Party building and the construction of the political system continue to be focused on, implemented comprehensively and effectively; the leadership capacity and fighting strength of Party organizations, and the quality of Party members have been enhanced; the effectiveness and efficiency of management and administration by governments at all levels have been improved; and the activities of the Fatherland Front and other political and social organizations and mass associations at all levels have seen many innovations.
With its immense achievements and results, the Party Committee, government, and people of the city were honored to be awarded the title of "Hero of the People's Armed Forces" during the resistance war against the US for national salvation; the First and Second Class Labor Orders; and the Third Class Independence Order. Thousands of cadres, soldiers, and citizens of the city were awarded many other prestigious titles and awards from the Party and the State.
In the joyful, enthusiastic, and proud celebration of the 70th anniversary of the liberation of Ninh Binh city, former city leaders and representatives of the younger generation delivered speeches expressing their aspirations to continue maximizing the potential and unique, outstanding, and distinctive values of the city, building it into an increasingly developed, civilized, prosperous, and beautiful city, a leading locality, a major center with high brand value in tourism, cultural industry, and heritage economy of the whole country.
On this occasion, 10 individuals with outstanding achievements in the patriotic emulation movement and the development of Ninh Binh city were honored and recognized with the title of "Outstanding Citizen of Ninh Binh City".
Speaking at the ceremony, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, warmly congratulated, commended, acknowledged, and highly appreciated the proud achievements of the Party Committee, government, and people of Ninh Binh city in the process of construction and development after 70 years of liberation, nearly 40 years of national renewal, and 32 years of re-establishment of the province; creating an important and solid foundation to move towards the future, merging with Hoa Lu district to become Hoa Lu city, a type I urban area directly under the province, and the nucleus for building Ninh Binh province to basically meet the criteria by 2030 and become a centrally-governed city by 2035, with the characteristics of a millennium heritage city and a creative city, in accordance with the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister.
In the coming period, in line with the trends of the times, to meet the increasingly high demands of development, to maximize the potential, unique and outstanding values, and to create a strong impetus for socio-economic development in accordance with the orientation, implementing the Provincial Planning and the Resolution of the Provincial Party Committee, Ninh Binh City and Hoa Lu District will be merged to become a new urban area, worthy of the stature, role, and function of a political, administrative, economic, and cultural center of a centrally-governed city. The comrade suggested that the Party Committee, government, and people of Ninh Binh City continue to promote the spirit of unity, solidarity, will, and aspirations of the people and land of the ancient capital, together with the Party Committee, government, and people of Hoa Lu District today, and also of Hoa Lu City in the future, focusing on implementing several key contents:
First and foremost, focus on completing the administrative unit reorganization in accordance with Resolution No. 16 dated August 23, 2023, of the Ninh Binh Provincial Party Committee. Expeditiously complete the Hoa Lu City Urban Development Program, Ninh Binh Province, until 2040 and the future Hoa Lu City urban classification plan. This aims to assess the current situation, set goals, tasks, and solutions for investment implementation, and finalize criteria to promptly propose to the competent authority for recognition of the merged city as a Type I urban area directly under the province. This is a very important task with great significance, shaping the future development of the central urban area of Ninh Binh Province.
The Chairman of the Provincial People's Committee emphasized: During the implementation process, it is crucial to prioritize and effectively carry out propaganda, mobilization, and persuasion work to create high levels of unity and consensus within the entire political system and among the people; at the same time, it is necessary to properly address the entitlements and policies for officials, civil servants, and public employees when reorganizing administrative units.
It is necessary to proactively take a step ahead, focusing on building regulations for the management of urban architecture and landscape, and regulations on construction order management and urban development to serve as a basis for managing and developing Hoa Lu city in the future. Continue to promote the spirit of unity, solidarity, will, and aspirations of the people and the land of the ancient capital, determined to strive to build Hoa Lu city in the future to be worthy of its stature, position, and role as the political, administrative, economic, and cultural center of a centrally-governed city. As a leading unit, a major center with high brand value in tourism, cultural industries, and heritage economy of the whole country; leveraging soft power in international integration, protecting the environment and natural landscape, adapting to climate change; a leading city in bringing greenhouse gas emissions to "zero" in our country…
The Chairman of the Provincial People's Committee suggested: Based on the Ninh Binh Provincial Planning approved by the Prime Minister and related plans, it is necessary to focus on development orientations for each region and locality with a strategic, long-term vision, ensuring the maximum utilization of unique potentials and advantages, mobilizing maximum resources for sustainable development; and developing urban areas in a synchronous and harmonious manner in accordance with the province's development orientation. Further strengthen the management of land, resources, environment, urban construction order, and investment in construction to ensure suitability, effectiveness, focus, and priority for key urban infrastructure projects with a long-term vision, especially infrastructure that is synchronized with the national and provincial strategic transportation infrastructure, and projects that create focal points in terms of landscape and architecture with multiple objectives, both preserving and promoting cultural and historical values, landscapes and the environment, while promoting socio-economic development, especially tourism and services.
Simultaneously, the city needs to continue to do a good job in social welfare, paying attention to and caring for policy beneficiary families, war invalids, sick soldiers, families of martyrs, and those who have contributed to the revolution; and promoting the "Gratitude and Repayment" movement. Emphasis should be placed on receiving citizens and promptly resolving complaints and denunciations at the grassroots level. Maintaining political stability, strengthening national defense and security; and building and developing the city to become a civilized and modern tourist city.
Continue to strengthen Party building and rectification, and the political system; further enhance the leadership capacity and fighting strength of Party committees and grassroots Party organizations, and the quality of cadres and Party members, especially key cadres, to meet the requirements of the new development stage. Innovate the leadership methods of Party committees at all levels towards being proactive, creative, decisive, resolute, and bold in thinking and acting, based on strict adherence to the working regulations and organizational and operational principles of the Party; enhance the responsibility of the heads of agencies and units. Strengthen discipline and order in the performance of tasks, focusing on improving the effectiveness and efficiency of management and administration of governments at all levels, linked to building urban governments; e-government, digital transformation; and promoting administrative reform. Continue to innovate and improve the quality and effectiveness of mass mobilization work, the activities of the Fatherland Front and other political and social organizations, to meet the requirements of the new situation.
The Chairman of the Provincial People's Committee expressed confidence that, with its heroic and resilient tradition in fighting and defending the Fatherland and the great achievements attained over the past 70 years, the Party Committee, government, and people of Ninh Binh city will continue to uphold this tradition, promote the spirit of unity, proactiveness, and creativity, with new thinking, a new vision, and new determination, to build the central city of the province into a rapidly developing, sustainable, civilized, prosperous, and beautiful city, where the people enjoy a comfortable and happy life, contributing to the successful realization of the goal of "A wealthy people, a strong nation, fairness, democracy, and civilization."
