When mentioning Van Ninh district in Khanh Hoa province, many people immediately think of famous products that are popular in both domestic and international markets, such as steamed fish cakes, fried fish cakes, and agarwood.

The Hai Xieu fish cake production facility owned by Mr. Tran Thanh Hai (Tan Dan 2 village, Van Thang commune, Van Ninh district, Khanh Hoa province) has been established and developed for decades.
While busy importing fish ingredients from the sea, Mr. Tran Thanh Hai said: "My family has been making fish cakes for over 20 years, mainly fried and steamed fish cakes. However, fried fish cakes are more popular with consumers."
Mr. Hai shared: "Our family's fish cake product has achieved OCOP (local specialty product) 3-star standard, and we are striving to achieve 4 stars. Making fish cake involves many steps: cutting the fish, washing it, salting it, removing the bones, mixing the ingredients, mashing the fish, and then steaming or frying it."
"If you want delicious fish cakes, the fish cake ingredients must be fresh; this is considered one of the most important steps."

According to Mr. Hai, both fried and steamed fish cakes are the same size, with a diameter of about 22cm and a weight of 0.5kg per product.
The main types of fish used to make fish cakes are barracuda, red snapper, and scad. His family's fish cake products have been supplied to many provinces and cities throughout the country.
According to a representative of the Farmers' Association of Van Thang commune (Van Ninh district, Khanh Hoa province), the Hai Xieu fish cake facility is quite well-invested, covering an area of about 2,000 square meters, and has created jobs for more than 100 local workers, providing them with additional income.

The owner boldly applied science, technology, and machinery to replace manual labor, thereby significantly increasing productivity. After deducting expenses, the facility made a profit of 1.7 billion VND per year.
According to the head of the Economic Department of Van Ninh district, the locality has been actively guiding and training units to implement the OCOP program. At the same time, they have been promoting awareness campaigns about the OCOP program.
To date, the entire Van Ninh district has 13 products recognized as 3-star OCOP products by the Khanh Hoa Provincial People's Committee, belonging to 9 different entities. Specifically, three establishments specializing in fish cakes have been recognized as 3-star OCOP products: Pham Thi Thuan fish cakes, Nguyen Trang Thuy Diem fish cakes, and Hai Xieu fish cakes.
