Clarifying the theory and practice of relying on the people to build the Party

On the afternoon of December 11th, in Hanoi, the Ho Chi Minh National Academy of Politics , in coordination with the Central Committee for Mass Mobilization and the Central Committee of the Vietnam Fatherland Front, organized a national scientific conference titled "Relying on the People to Build the Party in the Spirit of the 13th National Congress - Theoretical and Practical Issues".

The workshop was chaired by Mr. Pham Tat Thang, Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Committee for Mass Mobilization; Ms. To Thi Bich Chau, Vice President of the Central Committee of the Vietnam Fatherland Front; Prof. Dr. Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics; and Assoc. Prof. Dr. Lam Quoc Tuan, Director of the Institute for Party Building, Ho Chi Minh National Academy of Politics.

At the seminar, experts, researchers, and practitioners exchanged and discussed theoretical and practical issues regarding relying on the people to build the Party; and proposed solutions to continue implementing this policy and viewpoint effectively in the new era - the era of national progress.

Speaking at the seminar, Associate Professor Dr. Duong Trung Y, Deputy Director of the Ho Chi Minh National Academy of Politics, stated that during the process of leading the revolution and building and rectifying the Party, the Communist Party of Vietnam has made important strides in its understanding of relying on the people to build a clean and strong Party. Conclusion No. 21-KL/TW dated October 25, 2021, of the Central Committee on strengthening the building and rectification of the Party and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degenerated in political ideology, morality, and lifestyle, and exhibiting "self-evolution" and "self-transformation" further affirms the role and importance of the people in the work of building and rectifying the Party. Among the main tasks and solutions outlined in the conclusion is the following: "Promoting the role and responsibilities of elected bodies, the Vietnam Fatherland Front, and socio-political organizations; truly relying on the people to build and rectify a clean and strong Party and political system."

"Relying on the people to build the Party has become a principle and motto that every Party organization, cadre, and Party member must implement. Truly relying on the people to build a clean and strong Party is the most effective remedy to defeat the degeneration of a significant number of cadres and Party members, and the sabotage and division of hostile forces," Associate Professor Dr. Duong Trung Y emphasized.

According to Mr. Hoang Ba Hai, Deputy Director of the Research Department of the Central Committee for Mass Mobilization, prioritizing mass mobilization work closely linked to Party building and the building of a clean, strong, and truly people-centered government is a particularly important task for the Party and State in the new situation. Party committees, governments, the Fatherland Front, and political and social organizations at all levels need to proactively promote the role of the people in participating in state management activities, through elected bodies or their representative organizations.

From another perspective, Associate Professor Dr. Le Ba Trinh, former Vice Chairman of the Central Committee of the Vietnam Fatherland Front, believes that to further enhance the role and responsibility of the Vietnam Fatherland Front in combating wrongdoings and refuting the distorted arguments of hostile forces and extremist individuals regarding the role of the Vietnam Fatherland Front and other political and social organizations in current Party building work, it is necessary to further strengthen the unity of awareness and action among the people; and to further promote propaganda and explanation work, ensuring that the entire population and society are unified in their understanding and actions regarding the role and responsibility of the Vietnam Fatherland Front and other political and social organizations in current Party building work.

At the same time, we must perfect the legal mechanisms so that people can both exercise their right to self-governance and fulfill their responsibilities in preventing and combating all conspiracies and actions that undermine the cause of national construction and defense, actively contributing to economic and social development, and maintaining political security and social order.

"Improving the mechanisms and laws to enable the people to exercise their right to self-governance is both an urgent and strategic solution today. A sense of civic responsibility, coupled with a tradition of patriotism, will create 'resistance' among the entire population against the conspiracies and wrongful actions of hostile forces and extremist individuals against the cause of national construction and defense in general, and Party building in particular," said Associate Professor Dr. Le Ba Trinh.

Speaking at the conference, Deputy Head of the Standing Committee of the Central Committee for Mass Mobilization Pham Tat Thang stated that, thanks to the quality of the presentations and the heartfelt and insightful contributions of experts and researchers, the national scientific conference "Relying on the People to Build the Party in the Spirit of the 13th National Congress - Theoretical and Practical Issues" was a great success. The conference's results made a significant contribution to providing arguments and evidence affirming that the policy of relying on the people to build the Party is a correct, strategic, and consistent policy of the Party, aiming to contribute to building a cleaner, stronger, and more comprehensive Party, leading the country's development into a new era – an era of national progress.
