Building upon its past achievements, in 2023, the Culture, Sports and Tourism sector of Ha Tinh province reaped even more rewards. This contributed to reviving traditional strengths, spreading the beauty of the culture and people of the Hong Mountain - La River region, and creating momentum for development in the new era.

2023 continued to be a year of significant achievements in the protection and promotion of cultural heritage values, such as: the bell of Roi Pagoda being recognized as a national treasure (bringing the number of artifacts in Ha Tinh recognized as national treasures to 5, including the Sung Chi stele, 3 cannons, and the bell of Roi Pagoda); advising on the construction and submission of a UNESCO dossier to honor Hai Thuong Lan Ong Le Huu Trac on the occasion of the 300th anniversary of the birth of the great physician (1724-2024); and 11 more historical and cultural relics being ranked at the provincial level, bringing the total number of ranked relics in the entire province to 634...
Ms. Simona-Mirela Miculescu, President of the 42nd UNESCO General Assembly, gave the gavel to approve the resolution listing 53 cultural figures (including Hai Thuong Lan Ong Le Huu Trac) and historical events that UNESCO will honor and commemorate (November 2023).
The work of preserving and building grassroots cultural life and the "All people unite to build a cultured life" movement, linked with "Building new rural areas and civilized urban areas"; library work; performing arts; family affairs, etc., have all achieved many outstanding results. In domestic, regional, and international sports competitions, Ha Tinh athletes won 216 medals of all kinds. Tourism made a breakthrough, attracting over 3.36 million visitors, more than double the number compared to the same period in 2022.

The success of the Culture, Sports and Tourism sector in Ha Tinh in 2023 reflects the timely direction and implementation of the Department of Culture, Sports and Tourism, the smooth coordination of affiliated units, and the effective involvement of all levels, sectors, and localities.
The Department of Culture, Sports and Tourism has coordinated with various levels, sectors, and localities to successfully organize many major political and cultural events of the province, including: the commemoration of the birth anniversaries of the prominent figures of the Nguyen Huy family and the awarding of the certificate recognizing the Han Nom documents of Truong Luu village as documentary heritage of the Memory of the World Programme for the Asia-Pacific region; the commemoration of the 300th anniversary of the birth and the seminar "La Son Phu Tu Nguyen Thiep in the flow of Vietnamese history and culture"; the 55th anniversary of the Dong Loc Victory and the commemoration of the 55th anniversary of the sacrifice of the 10 female Youth Volunteer Martyrs at Dong Loc Crossroads (July 24, 1968 - July 24, 2023), and the 55th anniversary of the K130 Village Victory (August 13, 1968 - August 13, 2023). The seminar program "The Outline of Vietnamese Culture in the Cause of Building and Developing Culture, Literature and Arts" commemorates the 80th anniversary of the "Outline of Vietnamese Culture" (1943-2023)... All programs are elaborately staged, rich in artistic value, and disseminated across many channels of television stations and social networks..., thereby contributing to promoting the image, cultural values, and people of Ha Tinh to friends around the world.
The government and people of Kim Song Truong commune (Can Loc district) received the certificate recognizing the Han Nom documents of Truong Luu village as a documentary heritage of the Asia-Pacific Memory of the World Programme.
Mr. Pham Ba Nhien (65 years old, Doan Ket village, Thien Loc commune, Can Loc district) expressed: “The programs, events, and celebrations in 2023 were meticulously and systematically organized by the province, including many attractive art programs such as "The Scholar of La Son Land" at the 300th anniversary celebration of La Son Phu Tu Nguyen Thiep's birth, which deeply moved us. I think programs like these will multiply our pride in our traditions, as well as our awareness of the need to constantly strive to build and develop our homeland to become increasingly prosperous and beautiful.”

Elevating the cultural and human values of Ha Tinh in the new era.
In the overall results of 2023, the great efforts of the provincial Department of Culture, Sports and Tourism were recognized in successfully advising the Provincial Party Committee to issue Resolution No. 18-NQ/TU on "Building and developing the culture and people of Ha Tinh in the new period" on December 22nd.
The performance of the "ví phường vải" folk song was held at the ceremony commemorating the birthdays of three prominent figures of the Nguyen Huy family and the reception of the UNESCO certificate recognizing the Han Nom texts of Truong Luu village as a documentary heritage under the Memory of the World Programme for the Asia-Pacific region.
The resolution sets the overall goal of comprehensively building and developing the culture and people of Ha Tinh, imbued with national spirit, rich in local identity, and selectively absorbing advanced cultural values. It aims to continuously improve the material and spiritual lives of the people, narrowing the gap in development levels between regions and communities. It emphasizes building a cultural environment within families, clans, residential areas, agencies, units, schools, and businesses. It also aims to preserve and promote traditional cultural values; develop distinctive cultural and tourism products rich in identity; and diversify forms of literature and art. Furthermore, it focuses on investing resources to ensure comprehensive cultural development, making it an intrinsic strength and driving force for Ha Tinh's rapid and sustainable development, enabling it to soon become a prosperous province in the country.
To concretize that goal, the resolution sets out specific strategic targets for 2030 such as: All citizens enjoy and participate in cultural activities; over 95% of households are recognized as culturally exemplary; over 60% of people regularly participate in physical exercise; over 98% of villages, hamlets, and residential areas are recognized as culturally exemplary residential areas; 80% of agencies, units, and enterprises meet cultural standards (of which agencies and units achieve 100%); 100% of district-level administrative units meet new rural standards; 100% of ward-level administrative units meet civilized urban standards; 100% of communes, wards, and towns have effectively operating folk song clubs.
100% of industrial parks and economic zones have cultural and sports centers; 100% of special national relics, national relics, and provincial-level relics are digitized and invested in for restoration, preservation, and promotion of their value; 100% of cultural heritage recognized by UNESCO and national intangible cultural heritage have plans for protection and promotion of their value...
Community cultural centers have become spaces serving diverse activities for the people, contributing to the fulfillment of cultural criteria in building advanced and model new rural areas in localities.
Among the six tasks outlined in the resolution, the most noteworthy is the task of building a comprehensively developed Ha Tinh people, possessing all the good qualities of Vietnamese people and the unique values of Ha Tinh people such as: love for homeland and country; solidarity, loyalty, diligence, studiousness; dynamism, creativity; discipline, respect for honor, and supremacy of law; friendly behavior towards the natural environment; self-reliance, self-improvement, aspiration for advancement, and meeting the requirements of integration and development...
Along with that is the task of building a healthy cultural environment and a civilized lifestyle in families, clans, localities, communities, agencies, units, schools, businesses, culture in politics and economics, culture in public places... creating a healthy environment to comprehensively form and develop the personality of the people of Ha Tinh...

The resolution outlines six solutions: Strengthening the leadership and guidance of Party committees and government at all levels, promoting the role of the Fatherland Front and socio-political organizations, and encouraging the participation of all segments of the population in building and developing the culture and people of Ha Tinh. Promoting propaganda and education to raise awareness among all levels, sectors, officials, Party members, and segments of the population regarding the building and development of culture and people of Ha Tinh in the new era.
To comprehensively build and develop the people of Ha Tinh, meeting the requirements of industrialization, modernization, and international integration. To consistently focus on building, developing, and improving the skills, capabilities, and qualities of cadres, civil servants, and public employees in the fields of culture, literature, and art, meeting the demands of their tasks. To promulgate policies and mechanisms, mobilize and effectively utilize resources for the development of culture and people in Ha Tinh. To create and develop unique cultural and tourism products and services.

The issuance of Resolution 18-NQ/TU demonstrates the special attention of the Party Committee, government, and relevant departments of the province to continue implementing the contents of the Provincial Cultural Conference, the National Cultural Conference, and to concretize the Resolution of the 19th Provincial Party Congress and the 13th National Party Congress on the field of culture.
After the Provincial Party Committee issued the resolution, we focused on advising the Party Committee of the Provincial People's Committee on developing an action program to implement the resolution; advising the Provincial People's Committee on issuing a plan to implement the Provincial Party Committee's action program to bring the resolution into life as soon as possible, creating momentum to enhance the beauty of Ha Tinh's culture and people in the new era.
