According to the North Korean news agency KCNA, North Korean leader Kim Jong Un convened a consultative meeting on national defense and security on October 15.
Attending the meeting were North Korean Defense Minister No Kwang Chol, Secretary of the Central Committee of the Workers' Party of Korea Jo Chun Ryong, Chief of the General Staff of the Korean People's Army Ri Yong Gil, Deputy Chief of the General Staff and Director of the General Reconnaissance Bureau of the Korean People's Army Ri Chang Ho, Minister of State Security Ri Chang Dae, and commanding officers of the General Staff of the Korean People's Army.

After hearing a report on the relevant work of the General Staff and combat readiness, leader Kim Jong Un made assessments and conclusions regarding the information and upcoming measures.
According to Yonhap, on October 11, North Korea announced that South Korean drones carrying anti-North Korean propaganda leaflets had been detected in Pyongyang's night skies three times this month, threatening to retaliate with force if such flights occurred again. The North Korean military said on October 13 that it had ordered its frontline artillery units to be ready to fire. In response to North Korea's military threat, the South Korean Ministry of Defense warned North Korea that it would face "the end of its regime" if it caused any harm to the South Korean people.
South Korea says North Korea is preparing to carry out bombings on routes connecting to South Korea, just days after Pyongyang announced it would cut off all inter-Korean land and rail links. This is seen as a protest against joint military exercises between the United States and South Korea.
