With its tradition of hospitality and aspiration for progress, Ninh Thuan is ready to welcome and create all favorable conditions in terms of preferential policies and streamlined investment procedures to attract investors from Ho Chi Minh City, other provinces and cities, and domestic and foreign partners to Ninh Thuan to seek opportunities for cooperation, investment, and business.

Ninh Thuan is known as "a land that brings together unique values," with advantages in energy development, renewable energy, tourism, and high-tech agriculture . To capitalize on these advantages, the province has recently strengthened linkages with other localities and regions to unlock potential and create momentum for development.

Expanding cooperation has removed geographical barriers, allowing Ninh Thuan to integrate into the country's overall development. To date, the province has signed cooperation agreements with provinces such as Lam Dong, Dak Lak, Khanh Hoa, and Phu Yen ... in areas including infrastructure investment, tourism development, industry, agriculture, fisheries, education, health, and culture. Most recently, in 2023, Ninh Thuan participated in the socio-economic development cooperation program between Ho Chi Minh City and the Central Coastal provinces, creating a breakthrough that boosted the province's growth.

At the conference summarizing one year of implementing the socio-economic development cooperation agreement between Ho Chi Minh City and the Central Coastal provinces, held in Quy Nhon City (Binh Dinh province) in October 2024, Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, presented a report affirming that the cooperation program has brought many large projects to Ninh Thuan; including key projects in tourism and high-tech agriculture. After signing the cooperation agreement, tourism businesses in Ho Chi Minh City have proactively changed tour itineraries to suit the new situation. Many businesses have designed short-day and long-day tours for tourists to visit Ninh Thuan, whereas previously these tours mainly focused on the provinces of the Southeast region. By registering for long-day tours, tourists have more time to explore the coastal route and discover attractive destinations such as Binh Tien beach and Vinh Hy bay...

The cooperation program is being expanded to a higher level. According to Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, to promote and enhance the effectiveness of cooperation, in the coming time, Ninh Thuan province requests Ho Chi Minh City to support and implement key contents such as: tourism; healthcare; transportation connectivity; investment promotion, trade and services; and the transfer of scientific and technological advancements in agriculture and rural development. Regarding the choice of linkage direction, the leaders of the Ho Chi Minh City People's Committee stated that the provinces in the Central Coast region share similar advantages and are following the same path, but it is necessary to select key projects with distinctive features to attract investment, rather than spreading resources too thinly. These suggestions from the Ho Chi Minh City People's Committee leaders have opened the way for Ninh Thuan to develop a cooperation and linkage program to develop its advantageous sectors, especially tourism and renewable energy.

Leading experts believe that Ninh Thuan has great tourism potential, but its development is not yet commensurate with its potential due to limited infrastructure. To achieve a breakthrough, Ninh Thuan's tourism sector must proactively collaborate with neighboring provinces, forming unique and attractive inter-regional tours. Ninh Thuan, Binh Thuan, Khanh Hoa, and Lam Dong are four localities belonging to the national tourism development quadrilateral. In addition to the traditional linkages, Ninh Thuan needs to expand tourism linkages with provinces such as Phu Yen, Binh Dinh, Quang Ngai, and Quang Nam... These linkages should be in-depth, with long-term planning, and include annual exchanges of experience in tourism management and tour development. Regular information sharing on market trends and tourism policies between localities will create an inter-regional network and service supply chain, making Ninh Thuan more attractive to tourists.

Dr. Tran Du Lich, a member of the National Monetary Policy Advisory Council, believes that the provinces in the Central Coastal region, including Ninh Thuan, need to accelerate investment in completing the coastal road to unlock the potential of the marine economy. Based on this, they should leverage the "patronage" role of Ho Chi Minh City to seek investment opportunities and promote tourism and marine economic projects. In selecting investment projects, it is necessary to prioritize and choose key projects for Ho Chi Minh City to support; a regional tourism development mindset is needed, forming inter-regional routes and tours with Ho Chi Minh City as the central hub for coordination and leadership. According to Dr. Tran Du Lich, the Central Coastal region has the potential to develop many advantageous sectors, but rapid growth still requires industrial development, specifically green and digital industries. Given this trend, provinces with advantages in renewable energy, such as Ninh Thuan, need to strengthen cooperation in developing wind power, solar power, and offshore power to generate revenue.

Ninh Thuan has a strategically important location, serving as an international trade gateway for the region and possessing favorable conditions for regional development. The province is home to the Ca Na deep-water port, capable of receiving ships with a tonnage of 300,000 DWT. With a coastline over 105km long, it boasts many outstanding advantages, including being Vietnam's only upwelling zone, and its topography surrounded by mountain ranges extending close to the sea, creating numerous beautiful bays and beaches. Among these, Vinh Hy Bay is classified as a national scenic spot; Nui Chua National Park is recognized by UNESCO as a World Biosphere Reserve; and the Binh Son - Ninh Chu tourist area is planned to be included as a national key tourist area. This gives Ninh Thuan unique potential and strengths for developing its marine economy, tourism, urban areas, industry, energy, and logistics.

Ninh Thuan is facing new development opportunities. The Government has adopted a policy of investing in several key national projects, strongly promoting increased connectivity between Ninh Thuan and other provinces in the Central Coast region. The North-South Expressway (Eastern section, Cam Lam - Vinh Hao) has been completed; the Ca Na general seaport has put its 100,000 DWT berth into operation... bringing significant and multifaceted benefits to the province's socio-economic development, contributing to strongly unlocking its potential advantages and attracting investment to Ninh Thuan.
