According to the head of the Quang Binh Provincial Meteorological and Hydrological Station: "Water levels in the Kien Giang and Gianh rivers are rising very rapidly, in some places exceeding alert level 2, and are forecast to continue rising."
In Kien Giang town (Le Thuy district, Quang Binh province), the Kien Giang river rose rapidly, causing flooding and inundating people's homes.
In Le Thuy district (Quang Binh province), many areas have experienced rising water levels causing flooding, forcing residents to quickly move their belongings to higher ground and to safe places for shelter. Le Thuy district has issued an urgent notice to communes and towns regarding the flood situation and immediately implemented response plans.

Mr. Hoang Van Nam (from Kien Giang town, Le Thuy district, Quang Binh province) said: "Today it rained heavily and continuously for many hours. My house is near the river, so water has flooded into the house. Currently, my family and I are rushing to move our belongings to higher ground to avoid damage."
Border guards in Quang Binh province carried a resident on their backs in Kim Thuy commune (Le Thuy district, Quang Binh province), where flooding was occurring, to safety.
"The flood came too quickly, isolating many villages. Fortunately, the local authorities and border guards proactively evacuated people to safe places. My house was also severely affected, so I had to leave immediately," shared Mr. Ho Van Lan (from Kim Thuy commune, Le Thuy district, Quang Binh province).

According to authorities, one person was swept away by the flood and is missing while on duty. That person is Le Ngoc Hon (born in 2002, residing in Thanh Son village, Thai Thuy commune, Le Thuy district, Quang Binh province).
Mr. Hon was swept away by floodwaters while on a rescue mission in the downstream area of Thanh Son dam in Thai Thuy commune.
Currently, authorities are assisting in the search and rescue of victims.
