Kinhtedothi - In implementing the management of cadres, civil servants, and public employees, in 2024, the whole country will strengthen inspections of public service and civil servants in ministries, sectors, and localities, and promptly rectify violations and shortcomings in the recruitment, use, and management of cadres and civil servants, especially in the planning, appointment, and reappointment of cadres and civil servants.


The number of civil servants and public employees will be reduced by 16,149.

On December 21st, reviewing the results of work in 2024 and outlining directions and tasks for 2025, the Ministry of Interior announced that, regarding the results of streamlining the civil servant and public employee workforce in ministries, sectors, and localities, the decisions on allocating personnel for the 5-year period (2022-2026) to agencies of the political system have resulted in a 5% reduction in civil servant positions and a 10% reduction in public service personnel receiving salaries from the State budget.

The Ministry of Interior assessed the number of salaried employees in public non-financial autonomous units (PHUs) across 29 ministries and sectors for the period 2022-2026, resulting in a reduction of 17,736 positions, equivalent to a 14.84% decrease compared to the allocated positions in 2021.

Following the Prime Minister's directives, the Ministry of Interior has guided ministries, sectors, and localities in implementing policies to streamline the civil servant workforce and reduce the number of public employees receiving salaries from the state budget, linked to the approval of job positions. Simultaneously, it has restructured and improved the quality of the workforce of officials, civil servants, and public employees, streamlined organizational structures, and enhanced the effectiveness and efficiency of the political system.

The results of the downsizing of civil servants and public employees in ministries, sectors, and localities (as of October 30, 2024) according to the regulations of the Government Decrees total 16,149 people, including 217 in ministries and sectors; and 15,932 in localities.

The Ministry of Interior assessed that ministries, sectors, and localities have basically used the allocated staffing quota correctly, not exceeding the quota approved by competent authorities, and have proactively developed plans to implement the staffing reduction roadmap associated with restructuring and improving the quality of civil servants and public employees according to job positions.

Regarding the reorganization of the state administrative apparatus and the restructuring of public service units, the Ministry of Interior has taken the lead and coordinated with relevant ministries and agencies to urgently develop a plan and regulations related to the reorganization of ministries, ministerial-level agencies, and government agencies. This work will be reported to the Government Steering Committee for comments and to the Politburo before December 31st.

The Ministry of Interior proactively and promptly guides localities in streamlining advisory agencies under the People's Committees at the provincial and district levels, ensuring unified direction in the implementation of state management tasks from the central to local levels.

The Ministry also actively proposed superior and sufficiently strong mechanisms and policies for civil servants and employees as a basis for streamlining the organizational structure, linking personnel reduction with restructuring and improving the quality of the civil servant workforce.

According to this agency, this is a very large, complex, and sensitive workload, but with a unified understanding and strict implementation of the Party's policies and the Government's directives, the projects have now been basically completed and submitted to the Government for presentation to the Politburo and the Central Steering Committee.

Regarding the results of organizational restructuring (as of October 30th) in 63 provinces and cities, there was a continued reduction of 12 sub-departments, offices and equivalent organizations of specialized agencies under the Provincial People's Committee; a reduction of 29 offices and equivalent organizations under the District People's Committee, bringing the cumulative reduction to 13 departments and equivalent organizations; and a reduction of 2,613 offices and equivalent organizations at the local level.

The Ministry of Interior acknowledges that the task of streamlining and reorganizing the state administrative apparatus to ensure efficient and effective operation, reducing the number of departments and intermediate levels, is difficult and affects the interests of organizations and individuals. This is a very complex and sensitive issue, which is why some agencies and units have not been proactive or decisive in directing its implementation. Furthermore, the downsizing of personnel, restructuring, and improving the quality of civil servants and public employees according to job positions have not been implemented synchronously.

According to the Ministry of Interior, in implementing the management of civil servants and public employees, in 2024, the whole country will continue to tighten administrative discipline and order in the performance of official duties, strictly and promptly handle those who commit violations of the law; and implement measures to combat the situation of shirking responsibility, avoiding responsibility, and lack of accountability in the performance of duties by civil servants and public employees.

At the same time, strictly implement regulations on evaluating and classifying the quality of civil servants and public employees; innovate and improve the quality and efficiency of recruitment and management of civil servants and public employees, while tightening administrative discipline and public service discipline; strengthen inspection of public service and civil servants in ministries, sectors, and localities, and promptly correct violations and shortcomings in the recruitment, use, and management of civil servants and public employees, especially in the planning, appointment, and reappointment of civil servants and public employees.

According to the review, in 2024, ministries, departments, and localities disciplined 4,741 officials and public employees, including 390 officials and 1,092 civil servants.

From the beginning of the year until November 15th, the Ministry of Interior received and processed 1,516 petitions, including 502 complaints, 238 grievances, and 776 suggestions and feedback. All petitions were received, reviewed, and resolved in accordance with the proper procedures, authority, and timeframes as stipulated by law.

Simultaneously, in accordance with the directives of the Government leadership, this year the Ministry has conducted inspections on the situation of civil servants and public employees resigning/leaving their jobs, and the observance of discipline and regulations related to public service concerning citizens and businesses in Hanoi and Can Tho.

Notably, the Ministry of Interior conducted 23 out of 23 planned inspections at ministries, agencies, and localities, thereby effectively fulfilling its functions and duties, contributing to improved efficiency, discipline, and public service.

This agency has identified shortcomings and limitations in mechanisms, policies, and the application of laws, and has reported them to competent authorities for consideration and amendment of legal regulations to ensure suitability. Simultaneously, it has addressed accountability issues and revoked recruitment and appointment decisions for civil servants and public employees in accordance with regulations.

To enhance discipline and order, and proactively prevent violations in the performance of official duties, the Departments of Internal Affairs of provinces and cities proactively developed inspection and audit plans for 2024 and organized 2,792 inspections and audits in their respective fields.   

Building on the positive results achieved and frankly acknowledging existing shortcomings to overcome them in 2024, the Ministry of Interior has identified 10 key tasks and 6 groups of solutions to focus on in 2025.

In this context, the Ministry of Interior clearly stated a particularly important task for the entire sector: implementing the merger of the Ministry of Labour, Invalids and Social Affairs with the Ministry of Interior, ensuring proactiveness, unity, consensus, democracy, openness, transparency, and effective political and ideological work so that the staff of the merged Ministry can work with peace of mind, abide by and promote the core cultural values ​​of the two Ministries before the merger, and together compete in innovation, creativity, daring to think, daring to act, and daring to take responsibility in performing their duties and public service.
