Ms. Nguyen Thi Lan Anh (Minh Khai area, Tuan Chau ward) went to the ward's Public Administrative Service Center to complete the procedure for obtaining copies of diplomas and certificates. This procedure falls under the jurisdiction of the provincial level, but it was handled across geographical boundaries. Therefore, Ms. Lan Anh easily submitted her application through the National Public Service Portal. Within just a few hours, Ms. Lan Anh received the electronic version of the administrative procedure results in her personal account and a paper copy right at the Tuan Chau ward's Public Administrative Service Center.
Ms. Nguyen Thi Lan Anh shared: "I frequently have to deal with administrative procedures, many of which fall under the jurisdiction of the provincial level. The 'non-geographical' handling of administrative procedures saves people a lot of time, money, and effort. Besides that, the staff are dedicated, attentive, and resolve issues quickly."
To apply digital transformation in resolving administrative procedures, the Provincial Public Administrative Service Center has recently collaborated with the Department of Science and Technology andFPT IS Co., Ltd. to review, adjust, and supplement the functions and features of the Provincial Administrative Procedure Information System to meet practical needs; provide complete forms and document components; adjust internal procedures for electronically configuring procedures; review machinery and equipment; install and instruct on software for obtaining queue numbers; arrange computers; add thermal printers; and add information display screens…
At the same time, many solutions were implemented to support businesses and people in resolving administrative procedures, such as: assigning staff to receive applications on behalf of some departments and specialized offices; organizing application reception in remote areas on Mondays and Thursdays; transporting original results to people in island communes free of charge; organizing 22 training courses for 1,678 officials and civil servants…
To date, the number of "non-geographical" administrative procedures at public administrative service centers throughout the province is 1,874 procedures (reaching 91.2%), including 1,635 procedures at the provincial level and 239 procedures at the commune level. In addition, the number of administrative procedures providing online public services is 1,977 procedures (reaching 96.2%); including 1,441 fully online public services (1,282 procedures at the provincial level and 119 procedures at the commune level), and 563 partially online public services (394 procedures at the provincial level and 142 procedures at the commune level). Furthermore, 100% of administrative procedures have been updated on the National Public Service Portal.
Along with the application of digital transformation in resolving administrative procedures, the Provincial and commune/ward/special zone Public Administrative Service Centers have proactively implemented cashless payment solutions. Accordingly, all fees and charges at all public administrative service centers are now paid electronically.
Simultaneously, departments, agencies, and localities have coordinated with telecommunications businesses to provide 5,598 free digital signatures to citizens, bringing the total number of issued digital signatures to 58,962. This has maximized convenience for citizens in completing, submitting, and resolving administrative procedures on the National Public Service Portal.
According to Nguyen Hai Van, Director of the Provincial Public Administrative Service Center: In the coming time, the center will continue to advise on building a model of online public service agencies, improving the efficiency of resolving procedures outside administrative boundaries, guiding the digitization of documents, processing results, and delivering electronic results. At the same time, it will improve the efficiency of reusing digitized data in the process of resolving procedures; deploy the interconnected public service groups "Birth registration - Permanent residence registration - Issuance of health insurance cards for children under 6 years old" and "Death registration - Removal of permanent residence registration - Funeral allowance, funeral cost support". The center will urgently coordinate to propose the issuance of regulations on the exploitation, use, and operation of the Information System for resolving procedures; and urge departments and agencies to propose the application of a zero-fee policy in the implementation of online public services. Promote the application of new technologies, information technology, and artificial intelligence in the work of resolving, managing, and operating the unit's activities.
