Summary of the first five years of the Vietnam Navy's coordinated program for disseminating information about the sea and islands, giai đoạn 2019-2024.
Over the past five years, in strict adherence to the Central Committee Resolutions 8 of the 11th and 13th Congresses on "The Strategy for National Defense in the New Situation," the Central Committee Resolution 4 of the 10th Congress on "Vietnam's Maritime Strategy to 2020," and the Central Committee Resolution 8 of the 12th Congress on "The Strategy for Sustainable Development of Vietnam's Marine Economy to 2030, with a Vision to 2045"; under the direction of the Central Propaganda Department, the Ministry of National Defense , and directly the General Political Department of the Vietnam People's Army, the Party Committee, the Naval Command, and Party committees and commanders at all levels have consistently paid attention to leading, directing, and comprehensively, systematically, and in-depth implementing the contents and solutions of the coordinated program for disseminating information on maritime and island issues with the Provincial and City Party Committees directly under the Central Committee and 16 central agencies and press agencies nationwide. Every year, the Navy Command, in coordination with the Propaganda Departments of the Provincial and City Party Committees under the Central Committee and the Party Committees of agencies and units, sends more than 1,600 officers and speakers to directly disseminate information about the sea and islands to over 1.3 million cadres, Party members, civil servants, students, and people in localities nationwide. |

The propaganda content focuses on key issues such as Vietnamese maritime and island laws and relevant international treaties to which Vietnam is a signatory; the position and importance of the sea and islands; the practical situation in our country's maritime and island areas; the legal basis affirming Vietnam's sovereignty over the Hoang Sa and Truong Sa archipelagos; the conspiracies and subversive tactics of hostile forces and new foreign actions in the East Sea; the results of the struggle to protect sovereignty by forces performing duties at sea; and the Party and State's viewpoint on resolving maritime disputes peacefully on the basis of international law. From this, it helps cadres, Party members, and the people clearly understand the complex, fierce, and long-term nature of the struggle to protect the sovereignty of the Fatherland's sea and islands; to have absolute confidence in the leadership of the Party and the management and administration of the State; and to share the difficulties and hardships of the forces performing duties on the front lines of the Fatherland. We must resolutely fight against and refute the erroneous views, fabricated information, and falsehoods of hostile forces aimed at undermining our Party, State, and Army. |
Ms. Nguyen Viet Trieu, a Vietnamese expatriate in Poland, delivered a speech at the conference.
Each year, the Vietnam Navy welcomes more than 6,000 journalists from news agencies and media outlets inside and outside the military to conduct field research and gather materials for propaganda about the activities of the Navy troops. They publish over 60,000 news articles and reports on newspapers, radio stations, and online news sites of central and local agencies. These reports cover the Party's guidelines and policies, the State's laws and regulations related to the sea and islands; the legal basis and historical evidence affirming Vietnam's sovereignty over the Hoang Sa and Truong Sa archipelagos; the results of the Navy's construction, development, and mission implementation; the lives of the military and civilians in Truong Sa island district and the DK-I platform; exemplary advanced models in mission performance; the results of training, combat readiness, competitions, and sports events organized by the Navy; and the results of the "Vietnam Navy as a support for fishermen to venture out to sea and maintain their presence at sea" program. The "Navy Sponsoring Fishermen's Children" initiative was successfully implemented. Numerous political and artistic programs were organized to commemorate the traditional day and outstanding achievements of the Vietnam People's Navy. The Party Committee and the Naval Command have thoroughly implemented the policies of the Party, State, Central Military Commission, and Ministry of National Defense; and the directives and guidance of the General Staff and the General Political Department regarding the coordination of inspection and visit delegations to the Truong Sa archipelago and the DK-I platform. This has been done meticulously and systematically, especially in coordinating with central and local ministries, agencies, organizations, and businesses... contributing to raising awareness and responsibility towards the sea and islands; affirming sovereignty; attracting resources; and enhancing affection and love for the sea and islands. Many policies and solutions have been proposed to promote socio-economic development while ensuring national defense and security in the sea and islands; and to strengthen resources to improve overall quality and combat readiness. Improving the environment, living conditions, and material and spiritual well-being of officers, soldiers, and the people... Coordinating the implementation of cultural and artistic activities, traditions, mass mobilization, search and rescue, defense diplomacy, and the implementation of the Army's rear-area policy; Combining propaganda on the sea and islands with promoting the attraction of resources; Taking care to train, consolidate, and improve the political skills and capabilities of the team of speakers at all levels... |
Lieutenant General Nguyen Van Bong, Secretary of the Party Committee and Political Commissar of the Navy: It is necessary to coordinate and effectively implement the 9 main solutions in disseminating information about the sea and islands.
In the coming period, the Party Committee, the Naval Command, the Provincial and City Party Committees, and 16 agencies and units nationwide will coordinate to effectively implement nine key solutions in carrying out the coordinated program for disseminating information about the sea and islands. First and foremost, they will focus on thoroughly understanding and strictly implementing the Party's leadership and the Central Committee's guidance, comprehensively and synchronously deploying the coordinated program for disseminating information about the sea and islands in a broad, practical, and effective manner. They will flexibly apply various forms and methods of communication suitable to each locality, unit, area, time, target audience, specific characteristics, and conditions. They will regularly pay attention to, care for, and improve the knowledge of speakers and communicators about the sea and islands. They will enhance the quality and effectiveness of coordinated communication efforts to protect the sovereignty of the Fatherland's sea and islands, while mobilizing resources to serve the goal of successfully fulfilling the political tasks of each agency, locality, and unit. Continue researching, adjusting, and supplementing the program for coordinating propaganda on maritime and island issues between the Party Committee of the Navy and the Provincial and City Party Committees directly under the Central Committee, as well as agencies and units nationwide, to create high unity in direction, management, and implementation. |
Maintaining the advanced weapons systems and equipment on board the combat ships.
In coordination with 28 coastal provinces and cities, we will intensify the dissemination of information on the implementation of Directive No. 32-CT/TW dated April 10, 2024, of the Party Central Committee on “Strengthening the Party's leadership over the fight against illegal, unreported, and unregulated fishing and the sustainable development of the fisheries sector”; Directive 45/CT-TTg of the Prime Minister on some urgent tasks and solutions to address the European Commission's warning on combating illegal, unreported, and unregulated fishing; and continue to effectively implement the Program “Vietnam Navy as a support for fishermen to venture out to sea and stay at sea”, and the “Navy sponsoring children of fishermen” activities. We will strengthen defense diplomacy in the maritime sector; actively participate in conferences and seminars on territorial borders chaired by the Ministry of Foreign Affairs , aiming to disseminate information and legal basis regarding the East Sea; Combat and refute distorted and false narratives about Vietnam's maritime and island sovereignty. Promote the role of mass organizations and cultural institutions; proactively compile and distribute documents, leaflets, pictures, video tapes, and stage and perform artistic programs. Organize thematic exhibitions on the sea and islands in competitions, and widely publicize and introduce to all levels of the population the image of naval soldiers in fulfilling the task of protecting the sovereignty of the Fatherland's sea and islands. Strengthen mass mobilization work, show gratitude, build new rural areas and civilized urban areas; organize cultural and artistic exchanges, and visit historical sites associated with the dissemination of history and outstanding achievements of the heroic Vietnam People's Navy. |
Commendation for outstanding groups and individuals in coordinating propaganda efforts regarding maritime and island issues.
Units within the Navy are working closely with agencies and localities to successfully implement the signed programs and plans. They will continue to maintain existing coordination mechanisms, improve the quality of propaganda content, carry out activities effectively and safely, and create all favorable conditions for reporters from media agencies to work at the units.
