New York City has become the first U.S. city to implement congestion pricing, specifically in Manhattan, in a move aimed at raising billions of dollars to improve public transportation and reduce traffic congestion.
Starting January 5, 2025, passenger vehicles entering 60th Street in South Manhattan during the day will be charged $9.
New York State Governor Kathy Hochul reiterated her congestion pricing plan last week, after canceling the $15 charge effective June 30.
The U.S. Federal Highway Administration (NHTSA) stated in a public letter on November 22nd that there was no need to assess environmental impact factors when New York State lowered its congestion charge to $9.
London, the capital of England, has implemented a similar measure since 2003, with the current fee being £15.
The New York City Department of Transportation estimates that implementing the fee will reduce at least 80,000 vehicle entries into Manhattan per day, helping to alleviate some of the traffic congestion in America's busiest area.
New York has decided to rush the completion of its fee collection plan before President-elect Donald Trump officially enters the White House on January 21, 2025. Trump owns the building in Manhattan and last week opposed the fee.
Governor Hochul said the measure is crucial for new investment in New York's subway and bus lines, and helps ease pressure on the public transportation improvement plan, which is burdened with $15 billion in debt.
If the fee for passenger vehicles is $9 per day, trucks and buses will have to pay a maximum of $21.60. The fee will be reduced by 75% at night.
Taxis charge 75 cents per trip, while Uber/Lyft rides cost $1.50 per trip.
New York City reports that more than 700,000 vehicles travel through downtown Manhattan each day, and traffic congestion there reduces the average speed of vehicles to just 11 km/hour.
