On August 7th, the Ho Chi Minh City People's Committee held a meeting with a delegation from the city of Oakland (USA), led by Mayor Sheng Thao.

During the meeting, Mr. Erik Larsen, Senior Vice President of Umpqua Bank, stated that Umpqua Bank has a market capitalization of approximately $60 billion and operates in 10 US states. The bank has numerous opportunities for collaboration with leading US and global businesses. Therefore, the bank is ready to act as a bridge for large US businesses to cooperate and conduct business in Ho Chi Minh City in particular and Vietnam in general.
“ Before visiting Vietnam, we were fortunate to have had contact with many of your large businesses. Many US businesses have come to Vietnam to do business, and many others are also looking to come to Vietnam to find opportunities for future cooperation,” said Erik Larsen.
During the meeting, Mr. Phan Van Mai, Chairman of the People's Committee of Ho Chi Minh City, shared that the leaders and people of Ho Chi Minh City are very eager to cooperate with cities in the United States, including Oakland. He hoped that the two cities would establish a cooperation framework in the near future to immediately implement activities.

The Chairman of the People's Committee of Ho Chi Minh City expressed his desire to cooperate with the city of Oakland in particular and the United States in general on the issue of combating climate change. He especially sought technological solutions and support from the US Climate Change Fund (green finance) to help Ho Chi Minh City adapt to climate change.
Mr. Mai also expressed his desire to promote investment between Oakland, California and Ho Chi Minh City, especially in the development of clean energy, high technology, and digital transformation.
“ Currently, trade turnover between Ho Chi Minh City and the United States is approximately 10 billion USD. We hope that the US will invest in and support Ho Chi Minh City in developing chip technology and increasing import and export,” Mr. Mai said.
According to Mr. Mai, Ho Chi Minh City is the center of the Southern region, with a total population of approximately 40 million people. The city has one of the largest seaports and airports in the country. Therefore, Ho Chi Minh City is inviting investors from the United States to come to the city to increase import and export turnover between the two sides.
The Chairman of the People's Committee of Ho Chi Minh City also expressed his desire to cooperate with the United States in building and developing an international financial center. In addition, the city also hopes to cooperate in developing the fields of healthcare, education , and culture.
“ We hope the mayor will agree with the aforementioned cooperation frameworks. After that, the Department of Internal Affairs of the Ho Chi Minh City People's Committee will contact and immediately implement the cooperation activities. We affirm that the city government will act more effectively and will always listen to and resolve any obstacles for investors,” Mr. Mai said.

Oakland Mayor Sheng Thao stated that she agrees with the establishment of a specific cooperation framework with Ho Chi Minh City. The City of Oakland will appoint an authorized representative to work with Ho Chi Minh City to develop the cooperative relationship between the two sides.
“ I am very pleased to be a bridge between Ho Chi Minh City and Oakland. Our delegation really enjoyed Ho Chi Minh City. I was surprised by the city's development. This will be a great destination for American businesses in general and Oakland in particular,” said Ms. Sheng Thao.
