The Tuyen Quang Tax Department strives to complete its revenue collection target for 2025.

Total domestic revenue in the province for the first 11 months of 2025 reached VND 5,505.6 billion, achieving 94.1% of the statutory budget estimate, 64.6% of the budget estimate assigned by the Provincial People's Committee, and a decrease of 3.8% compared to the same period last year.

According to Mr. Truong The Hung, Head of Tax Department of Tuyen Quang province, total domestic revenue for the first 11 months of 2025 reached VND 5,505.6 billion, equivalent to 94.1% of the statutory budget estimate and 64.6% of the budget estimate assigned by the Provincial People's Committee, a decrease of 3.8% compared to the same period last year.

The tax authority's report shows that 11 out of 17 revenue items have made positive progress, completing over 95% of the projected target, including: revenue from centrally managed state-owned enterprises at 116%; state-owned enterprises managed by localities at 118.4%; the non-state sector at 101.5%; personal income tax at 127.7%; registration fees at 150%; fees and charges at 97%; and land and water surface lease fees at 120%. However, 6 revenue items have not yet reached 95% of the assigned target.

Explaining the reasons for the less-than-expected revenue collection progress, the provincial tax leader stated that the implementation of policies to reduce and extend tax and land rent payments in 2025, totaling VND 1,232.7 billion, supported businesses in maintaining production and operations but also directly impacted budget revenue collection progress. Revenue from land use fees, the largest component at VND 3,968 billion out of a total projected VND 8,518 billion (46.6%), fell short due to the lack of revenue from urban development projects, land auctions, and assets on land.

In the final months of the year, the provincial tax department strengthened discipline and enhanced responsibility in performing its duties to complete the budget revenue collection task. In November 2025 alone, the unit issued 5,559 tax debt notices; implemented 685 tax debt enforcement decisions, including 643 decisions to enforce account seizure and 42 decisions to enforce seizure using invoices; and publicly disclosed information on 383 cases of large, persistent tax arrears.

In addition, widespread dissemination of information was carried out to guide taxpayers in implementing the "Transformation of tax management models and methods for household businesses when eliminating lump-sum tax." Numerous conferences were organized at the grassroots level to support household businesses in understanding the new procedures. The Tax Authority also organized the 2025 Dialogue Conference and the 2024 Taxpayer Recognition Conference on November 27, 2025, with nearly 150 businesses and cooperatives participating; 47 units were commended for good compliance with tax policies.

Regarding tax refunds, the provincial tax department receives and processes applications electronically, ensuring timeliness and compliance with regulations. As of November 30, 2025, the tax authority had refunded 25 applications totaling 163.4 billion VND.

Mr. Truong The Hung stated that in the last month of the year, the unit continued to urge the full payment of all outstanding amounts as well as those whose extensions had expired; at the same time, it focused on disseminating information about Project 3389, new policies, and guiding business households to switch from the lump-sum method to the declaration method. Planned and unscheduled inspections continued to be implemented; the Tax Department worked to combat tax evasion, implemented recommendations from the State Audit Office, inspectors, and the Police; and strengthened official inspections to improve the effectiveness of tax management, tighten discipline, and prevent corruption and waste.

According to the leaders of the Tuyen Quang Provincial Tax Department, the achievements are thanks to the close guidance of the Ministry of Finance , the Provincial Party Committee, the Provincial People's Committee, and the Provincial Tax Department, along with the efforts of tax officials and the cooperation of the business community. In the last month of the year, the unit will continue to improve the quality of debt management, tax debt enforcement, and overall debt assessment to propose appropriate solutions, ensuring the goal of increasing revenue and reducing debt.
