Nghe An directs to complete site clearance for Tho Loc Industrial Park Project before October 31

Leaders of departments, branches, agencies, units and localities strive to complete and hand over the entire site to implement the Tho Loc Industrial Park Infrastructure Construction and Business Investment Project (phase 1).

The Office of the People's Committee of Nghe An province has just announced the working content of Vice Chairman of the People's Committee of Nghe An province Bui Thanh An related to the implementation of the project of Investment in construction and business of infrastructure of Tho Loc Industrial Park (phase 1).

Accordingly, Nghe An Provincial People's Committee assigned Dien Chau District People's Committee to focus on completing the procedures for compensation for site clearance for the remaining areas of the Project (determining land origin, population, etc.) to develop a plan and complete the approval of the site clearance compensation plan immediately after the Regulation on site clearance compensation policy of the province takes effect; complete site clearance in accordance with the direction of the Chairman of the Provincial People's Committee in Notice No. 473/TB-UBND dated June 21, 2024, before October 31, 2024.

Units are rushing to hand over the site to investors to implement the project.

For 45 households that have not signed the inventory and counting in Dien Tho commune: Dien Chau District People's Committee continues to direct specialized departments, the District Compensation and Site Clearance Council and the People's Committees of communes to propagate, mobilize, and complete the dossier to implement the mandatory counting process according to regulations.

The Vice Chairman of the Provincial People's Committee assigned Bac Irrigation Company Limited to urgently implement the documents and procedures to liquidate, dismantle assets and hand over the irrigation canal site affected by the Project in accordance with regulations, to be completed before October 15, 2024.

Regarding the area of ​​the Tuynel Brick Factory: The Vice Chairman of the Provincial People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with the People's Committee of Dien Chau district and relevant agencies to complete the documents and procedures related to the recovery of the leased land for mineral exploitation of the Tuynel Brick Factory, to be completed before September 30, 2024.

At the same time, assign the Southeast Economic Zone Management Board to preside over and coordinate with the Department of Finance, Department of Natural Resources and Environment, Department of Construction, Provincial Tax Department and Dien Chau District People's Committee to assess the responsibilities and obligations of the owner and user since the Factory started operating, compare relevant legal regulations to organize work with the owner and user, and mobilize consensus to hand over the entire Factory site before September 25, 2024.

For the VSIP - Tho Loc Industrial Park Drainage System project: Assign the People's Committee of Dien Chau district to continue completing the procedures for compensation for site clearance to develop a plan and complete the approval of the compensation plan for site clearance immediately after the Regulations on compensation policy for site clearance of the province take effect; complete site clearance to hand over to the Management Board of the Southeast Economic Zone before October 31, 2024.

For the land fill mines in Dien Loi commune: Assign the People's Committee of Dien Chau district to focus on implementing according to the instructions of the Provincial People's Committee, urgently complete the dossier to adjust the district's land use planning and submit it to the competent authority for appraisal and approval according to regulations.

The Department of Natural Resources and Environment is assigned to focus on guiding and advising on the adjustment of land use planning in Dien Chau district; urgently complete and issue dossiers inviting mineral exploitation rights auctions for the above land mines according to regulations, before September 30, 2024.

Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An worked with Dien Chau District People's Committee on project progress during a previous inspection trip.

Vice Chairman of the Provincial People's Committee Bui Thanh An assigned the Management Board of the Southeast Economic Zone to regularly monitor, urge, promptly report and propose to the Provincial People's Committee to resolve existing problems and difficulties; Departments, branches and sectors, according to their functions and tasks, focus, urgently coordinate, process documents, and deploy related tasks to meet the progress of the Tho Loc Industrial Park Infrastructure Construction and Business Investment Project (phase 1).

VSIP Nghe An Company Limited proactively coordinates with the Management Board of the Southeast Economic Zone, relevant departments, branches, units and the People's Committee of Dien Chau district to urgently complete legal procedures; carry out compensation for site clearance, invest in construction and put the Project into production and business activities according to current regulations of law.

Tho Loc Industrial Park Phase 1, invested by VSIP Nghe An, is located right on Dien Chau - Bai Vot highway, with a total capital of 165 million USD (equivalent to 3,827 billion VND). The project to invest in construction and infrastructure business of Tho Loc Industrial Park was approved by the Prime Minister in Decision No. 57/QD-TTg dated February 8, 2023, accordingly, the scale is 500 hectares, the term is 50 years from the date of approval of the investment policy, the project implementation progress is 48 months from the date of land handover by the State.
