One of the new points in the draft Law on Teachers (3rd version), recently published by the Ministry of Education and Training for public comment, is the inclusion of regulations on seniority allowances for teachers in the law.
In the draft Law on Teachers (second version, published in May), the Ministry of Education and Training proposed that teachers' salaries be prioritized and ranked highest compared to the administrative and public service salary scale system, and that teachers receive salaries, allowances, and other benefits (if any).
Many believe that this draft is quite general and does not clearly specify the salary and allowances for teachers.
Incorporating comments, the latest draft of the Law on Teachers (3rd time) has more clearly defined the regime for teachers.
Accordingly, in addition to the highest salary, teachers are also entitled to seniority allowances and other allowances (if any). Teachers working in sectors and fields with special regimes are entitled to special regimes according to regulations and are only entitled to the highest level if that policy coincides with the policy for teachers.
Furthermore, in the third draft, Article 44, the Ministry of Education and Training proposes that teachers be entitled to support policies such as: State support policies for young teachers; teachers working in disadvantaged areas; teachers teaching in specialized schools, teachers teaching children with disabilities, teachers teaching ethnic minority languages, teachers providing enhanced Vietnamese language instruction for ethnic minority students, and teachers teaching gifted and artistic subjects.
Teachers' support policies include: Housing, allowances, subsidies, training and development policies, periodic health care, occupational health care and other policies to ensure social security for teachers.
The government will specify the details of policies related to supporting teachers. The Ministry of Education and Training also encourages localities and educational institutions to have specific policies to support teachers.
If the latest draft of the Law on Teachers is enacted, teachers will be paid according to their job position and will still receive seniority allowances, along with support for housing, training, and professional development in certain cases…
However, careful consideration is needed to determine how to appropriately compensate teachers for both high-performing and low-performing teachers, and to reduce the salary gap between young and experienced teachers. This will encourage teachers to strive harder, work responsibly, and deserve the benefits they receive.
Currently, schools, teachers, and experts are continuing to contribute ideas to complete the draft Law on Teachers before submitting it to the National Assembly for comments next October.
