One of the new points in the draft Law on Teachers (3rd time) recently announced by the Ministry of Education and Training (MOET) for comments is the inclusion of regulations on seniority allowances for teachers into the law.

In the draft Law on Teachers (2nd time, announced in May), the Ministry of Education and Training proposed that teachers' salaries be given the highest priority compared to the administrative career salary scale system, teachers are entitled to salaries, allowances, and other benefits (if any).

Many opinions say that this draft has quite general regulations and does not clarify details of teachers' salaries and allowances.

Incorporating comments, the latest draft of the Law on Teachers (3rd time) has more clearly defined the regime for teachers.

Accordingly, in addition to the highest salary, teachers are also entitled to seniority allowances and other allowances (if any). Teachers working in sectors and fields with special regimes are entitled to special regimes according to regulations and are only entitled to the highest level if that policy coincides with the policy for teachers.

In addition, in the third draft, in Article 44, the Ministry of Education and Training proposed that teachers enjoy support policies such as: The State has policies to support young teachers; teachers working in difficult areas; teachers teaching specialized schools, teachers teaching children with disabilities, teachers teaching ethnic minority languages, teachers teaching Vietnamese language to ethnic minority students, teachers of gifted subjects and arts.

Teachers' support policies include: Housing, allowances, subsidies, training and development policies, periodic health care, occupational health care and other policies to ensure social security for teachers.

The Government will detail the contents related to policies to support teachers. The Ministry of Education and Training also encourages localities and educational institutions to have specific policies to support teachers.

If the latest draft Law on Teachers is legalized, teachers will be paid according to their job position and still receive seniority allowances, along with support policies for housing, training, and development in some cases...

However, how to pay salaries appropriately for effective and ineffective teachers, reduce the salary gap between young teachers and experienced teachers... also needs to be carefully studied to encourage teachers to have more motivation to strive, work responsibly, and be worthy of the treatment they receive.

Currently, schools, teachers, and experts are continuing to contribute ideas to complete the draft Law on Teachers before submitting it to the National Assembly for comments next October.
