On April 10th, information from the Thai Binh Provincial Police indicated that the Provincial Police's Security Investigation Agency had served the Decision to initiate a criminal case, indict the suspect, and execute the Order for temporary detention against Pham Van Yen (70 years old, residing in Dong Hoang commune, Dong Hung district, Thai Binh province) to investigate the crimes of "Fraudulent appropriation of property" and "Forging seals and documents of agencies and organizations; using forged seals or documents of agencies and organizations".
These decisions have been approved by the People's Procuratorate at the same level.
According to the investigating agency, taking advantage of the desire of many people to receive government benefits, Pham Van Yen falsely claimed to be a member of a community health care center, holding the position of Deputy Director of the representative office of the Center for Traditional and Historical Education in Thai Binh province, and that he could help many people receive monthly disability and war veteran allowances.

To gain trust, Pham Van Yen forged decisions regarding monthly disability and war veteran allowance payments, which he himself signed and stamped. Each month, Yen transferred money into the victims' accounts under the false pretense of disability and war veteran allowance payments, thereby gaining their trust.
The victims, upon receiving the monthly allowance transferred by Yen, spread the word to many others, leading to an increase in the number of people scammed by Pham Van Yen.
From January 2023 to February 2024, approximately 100 victims gave money to Pham Van Yen to process disability benefits and war invalid benefits. The total amount Yen embezzled was over 1 billion VND.
During questioning at the investigative agency, Yen initially confessed that the money was used for personal expenses and not for securing the promised job placements.
The case is currently under expanded investigation by the Thai Binh Provincial Police.
