Vietnam has over 70 million internet users (out of a total population of 100 million). Vietnamese people frequently face the problem of online fraud. Scammers employ various tactics to exploit people's weakest point: their human nature. Using sophisticated methods, these fraudsters employ psychological manipulation to gain trust and manipulate victims according to their scripts.
According to the Cybersecurity Department, in the past nine months it has received more than 22,200 reports from Internet users about online scams.

Therefore, the Ministry of Information and Communications has launched a campaign titled "Skills to Identify and Prevent Online Fraud to Protect Citizens in Cyberspace." The campaign will be widely implemented from October 10th to November 20th. This activity is in response to the National Digital Transformation Day (October 10th) and aims to contribute to building trust so that people can confidently conduct transactions in the digital environment.
It is understood that during the campaign, the Cybersecurity Department will coordinate with ministries and agencies from the central to local levels, as well as cybersecurity businesses, online service providers, social media platforms, and media outlets, to equip people with skills to identify and prevent online fraud.
Specifically, agencies and units need to equip citizens with five main skill groups outlined in the "Handbook on Identifying and Preventing Online Fraud," including: recognition skills, detection skills, handling skills, prevention skills, and protection skills. For each skill group, the handbook provides skills ranging from basic to advanced.
The Cybersecurity Department hopes that the campaign will spread widely and that people will be able to apply the knowledge gained when participating in cyberspace.
