Actively responding to the emulation movements "For the poor - Leaving no one behind" and "The whole country joins forces to build new rural areas" in the 2021-2025 period, the Ninh Binh Provincial Branch of the Social Policy Bank always strives to stay close to the grassroots, promptly disbursing capital to poor households and other policy beneficiaries, contributing to the construction of new rural areas and socio -economic development in each locality in the province.

Mr. Pham Duc Cuong, Director of the Ninh Binh Provincial Branch of the Social Policy Bank, stated: Recognizing the significance and importance of the emulation movements "For the poor - Leaving no one behind" and "The whole country joins forces to build new rural areas,"   During the period 2021-2025, the branch placed special emphasis on directing and organizing implementation, proactively launching emulation movements.

The branch has issued a plan to launch and organize the emulation movement to concretize the implementation of the emulation movement's content to all units within the branch and to further enhance awareness of responsibility, promote the proactive and creative spirit of each individual and collective in actively and effectively participating in and successfully implementing the policies and guidelines of the Party and the State.

From 2021 to 2023, the branch launched 18 emulation movements, notably: Emulation to excellently complete assigned targets and tasks annually; emulation to excellently complete loan growth targets; emulation to consolidate and improve credit quality... At the same time, it proactively advised the Party Committee and local government, and coordinated with relevant units to continuously improve the effectiveness of social policy credit, contributing to achieving the goal of sustainable poverty reduction and building new rural areas in the locality.

Visiting the economic development model of Mr. Nguyen Van Ninh's family in Lien Minh village, Xich Tho commune, Nho Quan district, we found that although it is not yet a typical high-income model in the locality, it has helped his family rise out of poverty. With a loan of 50 million VND from the Social Policy Bank, Mr. Ninh's family bought a pair of cows to raise, focused on improving their neglected garden, and added chickens and pigs to their livestock. In the process of developing their economy, along with the loan, Mr. Ninh also received support from local organizations in transferring scientific and technical knowledge in livestock farming and crop cultivation.

Mr. Ninh shared: "Currently, my family has a stable income to ensure our livelihood. My family is always grateful for the care and loan capital that has helped us have the opportunity to escape poverty..."

Implementing the emulation movement "For the poor - Leaving no one behind" and the emulation movement "The whole country joins forces to build new rural areas," the Branch has effectively implemented policy credit investment activities .   From 2021 to the present, 74,934 poor households and other policy beneficiaries have received loans, contributing to helping over 9,500 households escape poverty, attracting and creating jobs for over 25,000 workers; helping over 3,000 disadvantaged students borrow funds for their studies and purchase equipment for online learning, ensuring no student has to drop out due to financial difficulties; building and renovating over 30,000 rural water supply and sanitation projects, and supporting the construction of over 260 houses for poor households and policy beneficiaries.

Social policy credit capital has made a positive contribution to achieving the national goal of sustainable poverty reduction in the province. During the 2021-2025 period, the poverty rate decreased from 3.07% at the end of 2021 to 2.36% at the end of 2022. This credit capital has also contributed to changing the face of rural areas, creating a greener, cleaner, and more beautiful rural environment and landscape. Cultural values ​​have been preserved, political security has been maintained, and the material and spiritual lives of the people have been increasingly improved. The development gap between rural and urban areas has gradually narrowed, and many poor and vulnerable people in society have the opportunity to maintain, overcome difficulties, and achieve stable lives.

In particular, the effective operation of the Social Policy Bank in recent times has contributed to curbing usurious lending in rural areas, minimizing social instability, and building trust among the people in the Social Policy Bank and in local Party committees and authorities.

During the period from 2021 to September 30, 2023, in addition to providing preferential credit support to poor households and policy beneficiaries, contributing to reducing the poverty rate and building new rural areas in localities, the Branch has effectively carried out social welfare and charitable work, contributing to community life, with a total amount of 1,307 million VND.

Through emulation movements, the Branch has successfully implemented the State's preferential credit policy program, ensuring that 100% of policy credit capital reaches the poor and other policy beneficiaries, making a significant contribution to promoting socio-economic development in accordance with the Party and State's orientation, and ensuring social security in the locality.
