Contractor fined billions of dong for failing to supply rice reserves in Thai Binh

6 businesses won the bid to buy 7,500 tons of rice for national reserve in 2023

According to the investigation of Lao Dong reporter, in 2023, the State Reserve Department of Thai Binh region (under the General Department of State Reserves - Ministry of Finance ) will organize bidding for 6 bidding packages under the project to purchase 7,500 tons of rice to import into the national reserve warehouse in 2023.

In package No. 1 "providing 900 tons of national reserve rice in 2023, imported at Dong Tu reserve warehouse - Hung Ha State Reserve Department", Khai Minh International Trading Company Limited (address at HH4, Nam An Khanh Urban Area, An Khanh Commune, Hoai Duc District, Hanoi City) won the bid with a bid price of 11,623 billion VND.

The two contractors that failed the bid were Minh Khai Trading Company Limited and Dong Phuong General Trading Company Limited.

In package No. 2 "providing 1,000 tons of national reserve rice in 2023, imported at Quynh Hai reserve warehouse - Hung Ha State Reserve Department", Dong Phuong General Trading Company Limited (address at Mrs. Bui Thi Quy's house, Kim village, Vu Lac commune, Thai Binh city, Thai Binh province) was the winning bidder with a bid price of 13.1 billion VND. The losing bidder was Hung Cuc Company Limited.

Hung Cuc Company Limited is also the failed contractor of package No. 3 "providing 1,800 tons of national reserve rice in 2023, imported at Cong Vuc reserve warehouse - Dong Hung State Reserve Department".

In this bid, Minh Khai Trading Joint Stock Company (address at 23 Minh Khai, Hoang Van Thu ward, Hong Bang district, Hai Phong city) won the bid with a bid price of 23,526 billion VND.

The State Reserve Department of Thai Binh region reported to the Ministry of Planning and Investment about the violating contractors.

In package No. 4 "providing 1,800 tons of national reserve rice in 2023, imported at Ne reserve warehouse - Kien Hai State Reserve Department", Van Loi Company Limited (address in Bao Cuu village, Thanh Chau ward, Phu Ly city, Ha Nam province) won the bid with a bid price of 23,580 billion VND.

In package No. 5 "providing 1,000 tons of national reserve rice in 2023, imported at Minh Quang reserve warehouse - Vu Thu State Reserve Department", the winning bidder is Thuy Long Ha Nam Company Limited (address in Dong Lu Ha village, Chan Ly commune, Ly Nhan district, Ha Nam province) with a bid price of 13.1 billion VND.

Package No. 6 "providing 1,000 tons of national reserve rice in 2023, imported at Minh Quang reserve warehouse - Vu Thu State Reserve Department", the winning bidder is Minh Khai Trading Joint Stock Company (address at No. 23 Minh Khai, Hoang Van Thu ward, Hong Bang district, Hai Phong city) with a bid price of 13,070 billion VND.

According to the Thai Binh State Reserve Department, after winning the bid, contractors will sign a lump sum contract with a fixed price for the entire contract period. The contract implementation period is from 30 to 60 days from the effective date of the contract.

3/6 contractors refused to execute contracts to supply reserve rice

According to documents collected by Lao Dong reporters, after winning the bid, 3/6 of the above contractors refused to execute the contract to buy and sell national reserve rice and were terminated by the State Reserve Department of Thai Binh region, the main reason being that the price of rice on the market increased to a record high around the second half of 2023, causing the contractors to worry about losing capital if they executed the contract.

Along with the decision to terminate the contract, the inviting party has sent a written report to the Ministry of Planning and Investment on the violations of the contractors to post information on the national bidding network and Bidding Newspaper.

In addition, the inviting party also sends a registration of information on handling violations of bidding laws against violating contractors to the Bidding Management Department - Ministry of Planning and Investment to conduct administrative sanctions according to regulations.

In package 1, the winning bidder, Khai Minh International Trading Company Limited, was administratively fined VND 581,175 million. This is the amount of money to guarantee the performance of the contract to supply 900 tons of national reserve rice in 2023.

In package 2, the winning bidder, Dong Phuong General Trading Company Limited, was administratively fined VND 655 million as a performance guarantee for the contract to supply 1,000 tons of national reserve rice in 2023.

Notably, in package 4, the winning bidder, Van Loi Company Limited, was administratively fined VND 1,179 billion as a guarantee to perform the contract to supply 1,800 tons of national reserve rice in 2023.

The fact that 3/6 contractors refused to execute the rice supply contract after winning the bid means that 3,700 tons of rice cannot be stored in the national reserve. The project to purchase 7,500 tons of rice to store in the national reserve in 2023 by the State Reserve Department of Thai Binh region has only achieved more than 50% of the plan.
