At the Phan Thiet City Party Committee, promoting self-criticism and criticism is emphasized. This locality has considered this a solution to help identify signs of degradation, actively contributing to building and rectifying the Party, and successfully carrying out the local political tasks.
Promote the spirit of self-criticism and criticism
The Standing Committee of the Phan Thiet City Party Committee said that in recent years, the locality has issued many plans to implement the Resolution of the 4th Central Committee (12th tenure) on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the entire city Party Committee. The implementation of the resolutions is always closely linked to the implementation of Directive No. 05-CT/TW of the Politburo, the full-term Special Topic and the annual Special Topic on "Studying and following Ho Chi Minh's ideology, morality and lifestyle"; the fight against corruption, waste, and thrift; the successful implementation of socio -economic development tasks, ensuring social security, caring for people's lives, and maintaining national defense and security. Cadres, party members, civil servants and public employees throughout the city all make a commitment to perform their duties, which serves as a basis for annual review, evaluation and classification.
In particular, every year the Standing Committee of the City Party Committee develops a Plan for self-criticism and criticism of Party organizations, Party members, and collectives and individuals of leaders and managers at all levels for implementation throughout the city. In general, the annual self-criticism and criticism review is fully implemented according to the guided process. In order to overcome and correct the limitations and shortcomings that occurred during the year in organizations, agencies and units, considering the proposal of the City Party Committee's Inspection Commission and related agencies, the Standing Committee of the City Party Committee has suggested in-depth reviews of collectives and individuals with relevant roles and responsibilities that led to the occurrence of limitations and shortcomings. Accordingly, in the past 5 years (from 2019 to 2023), the Standing Committee of the City Party Committee has suggested in-depth reviews of 29 collectives and 42 individuals under the management of the Standing Committee of the City Party Committee, most of whom are heads of Party organizations, agencies, units and localities. For organizations, agencies, units and individuals suggested by the Standing Committee of the City Party Committee to conduct in-depth reviews, when organizing the review, comrades in the Standing Committee of the City Party Committee and leaders of relevant departments and offices will participate to clarify the strengths and weaknesses of the collective and each individual and propose ways to overcome existing shortcomings in the coming time. Most units have conducted the review seriously, ensuring compliance with procedures and instructions. During the review process, each Party Committee has focused on proposing solutions and plans to overcome shortcomings and weaknesses that existed during the year; by the end of the year, the basic shortcomings and weaknesses were overcome. According to statistics of the City Party Committee, the Standing Committee of the City Party Committee has disciplined 13 Party members in the following forms: reprimand, dismissal, and expulsion. The grassroots Party organizations and Party cells under the grassroots Party Committees have disciplined 60 Party members in the following forms: 47 reprimands, 12 warnings, and 1 dismissal. According to the Phan Thiet City Party Committee, the issue of fighting corruption, preventing and repelling the degradation of political ideology, ethics, lifestyle, and the manifestations of "self-evolution" and "self-transformation" among cadres and party members has never been as urgent as it is today. The Phan Thiet City Party Committee emphasized that one of the solutions to help identify these signs of degradation is to promote self-criticism and criticism among cadres and party members today. Therefore, in recent years, implementing the principle of self-criticism and criticism in Party activities, especially self-criticism and criticism according to Resolution 4 of the 12th Central Committee, the locality has had positive changes, Party committees and organizations at all levels have seriously directed and organized the implementation of self-criticism and criticism in the spirit of Resolution 4 of the 12th Central Committee.
However, in addition to the achieved results, the implementation of the principle of self-criticism and criticism in the Party in Phan Thiet City also has limitations such as: In many Party committees and organizations, self-criticism and criticism are mainly carried out during the year-end review, not becoming a regular activity; the combativeness in self-criticism and criticism is still weak. Self-criticism and criticism in some places is still formal; the situation of being respectful, avoiding, and afraid of conflict still occurs in many places; a number of cadres and Party members lack the self-awareness to recognize their shortcomings and responsibilities for assigned tasks; the situation of taking advantage of criticism to attack, slander, and put down each other still occurs in many places...
Regarding the causes leading to the above situation, the Phan Thiet City Party Committee also pointed out that many Party members do not fully and correctly understand the role and effect of self-criticism and criticism, so they are not serious and self-conscious in implementing it; some Party members have poor fighting spirit, do not have opinions and courage when giving criticism, especially criticizing leaders and superiors, and are afraid of being persecuted and affecting their own interests; due to the disease of achievement, they are afraid that their shortcomings being pointed out will affect the classification results of individual Party members and the Party organization, so when there are shortcomings, they are not self-conscious and serious in self-criticism and criticism, and find ways to avoid, hide their shortcomings or blame objective factors...
