Initial results
Pursuant to the decision of the Ministry of Public Security approving the project "Receiving the task of State management on drug addiction treatment and post-rehabilitation management from the Ministry of Labor, Invalids and Social Affairs to the Ministry of Public Security" and the project of the People's Committee of Quang Tri province on "Reorganizing specialized agencies under the People's Committee of Quang Tri province", from March 1, 2025, the Quang Tri Provincial Police will receive the task of State management on drug addiction treatment and post-rehabilitation management from the Department of Labor, Invalids and Social Affairs, now the Department of Home Affairs.
Lieutenant Colonel Le Thanh Canh, Deputy Head of the Drug Crime Investigation Police Department, Provincial Police, said that the focus is on receiving and implementing drug addiction treatment tasks at the province's public drug addiction treatment facility in Dinh Xa village, Cam Hieu commune, Cam Lo district. After receiving, the Ministry of Public Security and the Provincial Police have issued decisions on the establishment, organization, apparatus, and personnel arrangement at the Provincial Drug Addiction Treatment Facility, under the Drug Crime Investigation Police Department, Provincial Police.
Lieutenant Colonel Tran Thi Thuy Hang, Head of the Provincial Drug Rehabilitation Center, added that since its establishment, the center has promptly implemented decisions, programs, plans, and directives of the Ministry of Public Security and the Provincial Police on drug rehabilitation tasks. At the time of admission, the center had 55 students undergoing compulsory drug rehabilitation.
To date, 10 students have completed drug addiction treatment and received certificates of completion of drug addiction treatment and reintegration into the community. At the same time, the facility has admitted 20 new students, bringing the total number of students undergoing compulsory drug addiction treatment at the facility to 65 cases.
During the process of managing drug addicts, the facility regularly reviewed the subjects right from the time of admission to proactively develop a drug addiction treatment plan and have appropriate policies and measures to improve the effectiveness of drug addiction treatment.
Medical care,education , counseling, therapy, behavioral and personality rehabilitation, and occupational therapy for drug addicts are carried out in accordance with the procedures of the Ministry of Public Security and the facility's plan. Logistics, technical work, and policies for drug addicts are implemented in a safe and proper manner. Cultural, artistic, and sports exchange activities are regularly organized by the facility, creating a competitive atmosphere and self-awareness among drug addicts.
Regarding security and order, the facility has closely coordinated with the Mobile Police Department, Provincial Police and related units to deploy plans to ensure absolute safety, preventing any arising situations related to security and order, fire prevention and fighting and food hygiene and safety.
There are still many difficulties and shortcomings.
Besides efforts to achieve some initial results, the provincial Drug Rehabilitation Center still has many difficulties and problems.
Currently, the Drug Crime Investigation Police Department, Provincial Police manages 1,033 drug addicts and illegal drug users. Of these, 846 are illegal drug users; 112 drug addicts (21 are undergoing drug rehabilitation at home or in the community; 1 is being treated for opium addiction with replacement drugs; 24 have not participated in any form of drug rehabilitation; 1 is in temporary detention; 65 are undergoing compulsory drug rehabilitation at the provincial drug rehabilitation facility); 75 are under post-rehabilitation management. |
Lieutenant Colonel Tran Thi Thuy Hang said that due to the newly received task, many legal regulations related to drug rehabilitation work are still entangled, especially regulations related to the authority of the Department of Labor, Invalids and Social Affairs in the Law on Drug Prevention and Control 2021, Decree No. 116/2021/ND-CP have not been amended or supplemented.
In particular, the provincial Drug Rehabilitation Center is still sharing facilities (land, structures on land) with the Quang Tri Provincial Mental Health Care Center (under the Department of Health ), so it faces many difficulties and inconveniences.
“The drug addiction treatment management area has been assigned to the provincial drug addiction treatment facility since March 1, but there are still 22 mental health patients temporarily housed by the provincial Mental Health Care Center. Until now, there has been no plan for their arrangement or relocation.
Therefore, the implementation of drug addiction treatment procedures, regulations and specific tasks of the police force at drug addiction treatment facilities still faces many difficulties, especially in receiving more drug addiction treatment students from society," Lieutenant Colonel Tran Thi Thuy Hang shared.
Another difficulty is that the provincial drug rehabilitation center currently does not have enough facilities to carry out drug rehabilitation for people aged 12 to under 18 and for women. Therefore, local police are still having to manage these two groups of addicts in society.
Coming to the rehabilitation facility, we clearly felt the difficulties and shortcomings that the officers of the Drug Crime Investigation Police Department, Provincial Police are trying to overcome to complete their tasks.
Hopefully these difficulties and problems will be resolved soon so that drug addiction treatment in the area will be increasingly effective, contributing to curbing the increase in drug abuse and maintaining security, order and social safety in the area.
