Immediately after the merger, the Department of Education and Training of Ho Chi Minh City assigned specific responsibilities to the Deputy Directors in charge of Region 2 (formerly Binh Duong) and Region 3 (formerly Ba Ria - Vung Tau ), directed the Quality Management Department to receive admission applications for the first grade, review parents' wishes, support students to transfer schools according to actual needs, and ensure that all students have suitable places to study.

Education support service fees are also being reviewed in full to ensure consistency between the three regions. In the 2025-2026 school year, Ho Chi Minh City plans to collect 10 fees, with a maximum fee for each fee. The specific fee level will be agreed upon by the school and parents, but will not exceed the above fee level and will not exceed 15% compared to the previous year, and must ensure the principle of collection based on the actual number of school months.
The Ho Chi Minh City Department of Education and Training is studying to issue a regulation prohibiting students from using mobile phones, except when teachers allow it during class. The department also requires the establishment of an Internal Control Board at each school to monitor school hygiene, toilets, boarding kitchens, and food safety.
One of the highlights of the new school year is the plan to introduce artificial intelligence (AI) into teaching in schools. With a student population of nearly 3 million, more than 200 public service units and thousands of non-public facilities, Ho Chi Minh City needs synchronous policies, strict management and strong application of technology.
The new regulations of Ho Chi Minh City demonstrate its determination to reform education, ensure students' rights, improve training quality and move towards building a smart, modern and sustainably developed education system, worthy of its role as a leading educational center in the Southern region and the whole country.
