Construction work on National Highway 279 was bustling throughout the holiday.

Throughout the National Day holiday on September 2nd, workers on the construction site of the National Highway 279 renovation and upgrade project continued to work diligently, with the sounds of machinery and vehicles still bustling about.

While inspecting the construction progress of the Dien Vong bridge connecting Vu Oai commune, Ha Long city with Quang Hanh ward, Cam Pha city, Mr. Pham Quang Long, an official of the Project Management Board for Investment and Construction of Agricultural and Rural Development Projects of Quang Ninh province - the project's investor - said that this bridge is being constructed by Thanh Phat Construction Co., Ltd.

Despite the September 2nd holiday, construction work on National Highway 279 connecting Ha Long City with Cam Pha City in Quang Ninh province remains bustling.

"This contractor is the most active in the project. Currently, the company is deploying structural formwork, beam formwork, and fabricating steel for beams No. 8 and No. 9. The unit's progress has reached nearly 10 billion VND out of the total contract value of 115.4 billion VND," Mr. Long said.

Mr. Pham Dang Hung, the construction site manager for the Dien Vong bridge, shared that the unit started construction in early August 2024. To build this bridge, 10 piles, each 13 meters deep, need to be drilled.

Construction across the Dien Vong River during periods of heavy rain significantly impacted the project's progress. However, the contractor took advantage of favorable conditions, deploying equipment and personnel to work in three shifts, four teams. As a result, eight piles have been completed to date.

"We understand that during holidays, workers want to go home to visit their families and rest, so the company has promptly encouraged and motivated them through compensation schemes as per regulations. Therefore, all workers feel secure staying. Currently, there are more than 20 workers on the construction site, ensuring sufficient manpower to complete 100% of the pile drilling work during the September 2nd holiday," Mr. Hung said.

The construction team is working on various sections of the Dien Vong bridge.

Nguyen Van Phong, a welder, said that his hometown is in Ha Nam province. He hasn't been home for several months, but due to company requirements, he and his colleagues happily stayed at the construction site.

"The weather is favorable, and we're encouraging each other to work hard to complete the project on schedule so that other departments can start constructing the bridge. We're very pleased that the company has promptly implemented measures to motivate and encourage the workers," Phong said.

Upon arriving at the construction site of the overpass across National Highway 18 in Quang Hanh Ward, Cam Pha City, a reporter from Giao Thong Newspaper also witnessed the spirit of working throughout the holiday by Sa Vy Consulting and Construction Joint Stock Company.

Mr. Pham Quang Long introduced that, as of now, 6 out of 10 piles have been drilled for abutment A1, and preparations are underway to build a temporary road to the right of the construction site to facilitate the remaining piles. The P4 and P5 piers and many other remaining items are also under construction; however, due to a lack of available space, the progress has been significantly affected.

Land acquisition issues need to be resolved urgently.

The project to renovate and upgrade National Highway 279 connecting Ha Long City with Cam Pha City, approved by the Quang Ninh Provincial People's Committee in December 2022, has a total investment of over 1,842 billion VND. Construction began on December 30, 2023, and is expected to be completed by the end of August 2025.

The project meets the standards of a Class III mountainous road, is 8.6km long, 33m wide, and includes 6 lanes for motor vehicles, with a design speed of 80km/h. The starting point connects to National Highway 18 in Quang Hanh Ward, Cam Pha City, and the end point connects to the Van Don - Mong Cai Expressway.

Upon completion, the project will be a key transportation route connecting National Highway 18 in Cam Pha City with Ha Long City and the Ha Long - Mong Cai expressway.

Immediately after the project was approved, the authorities of Ha Long and Cam Pha cities actively coordinated to clear the land. However, to date, contractors are still facing difficulties due to a lack of construction space.

According to information from the investor, the project has a total land area of ​​over 79 hectares. Of this, the section through Cam Pha City covers over 61.6 hectares and affects 119 households and organizations; the section through Ha Long City affects 24 households and organizations.

Currently, both localities have handed over the entire area of ​​land under state management. Cam Pha City has successfully persuaded 6 households and organizations (equivalent to more than 50% of the project area) to hand over the land before receiving compensation.

However, to date, only the bored pile construction site at the multi-level intersection with National Highway 18 and Dien Vong Bridge has been organized, and the casting of structural components has to be carried out far away from the construction site.

The reason is that most of the site area is the existing roadbed of National Highway 279, so only some bridge construction items can be carried out. In some locations, although there is available land, it is at an intermediate elevation, making it impossible to construct the road embankment from the base upwards. In other locations, excavated soil cannot be dumped because the project follows a balanced excavation and embankment construction process.

"The investor and contractor are hoping that the Cam Pha City government will quickly complete this work to ensure the project is completed on schedule," proposed Mr. Pham Phuc Quang, Director of the Project Management Board for Investment and Construction of Agricultural and Rural Development Projects in Quang Ninh Province.

Due to a lack of available land, most sections of the project are very difficult to construct.

Regarding the land clearance issue, a leader of the Cam Pha City People's Committee said: The local government has directed the completion of the inventory work and prepared a plan awaiting approval from the council.

However, after the amended Land Law came into effect, some procedures required a decision from the Provincial People's Committee. During this waiting period, the city focused on disseminating information to the public and completing the necessary procedures so that when the Provincial People's Committee issues decisions, they can be applied immediately to ensure the earliest possible land clearance.
