When people have a stable place to live and work
One early morning in the highland village of Chang Na (Binh Lieu commune) was more bustling than usual. The family of Mr. Hoang Thanh Duong, a near-poor household in the village, received great joy as the construction of their "Great Solidarity" house, built with government support, officially began. The sounds of hoes and shovels marking the start of the new home construction journey deeply moved the family. For years, they had lived in a makeshift brick and mud house, where every time there was heavy rain or strong winds, the whole family had to put up tarpaulins and cover everything to prevent leaks. Therefore, the commencement of construction of their new, sturdy house marked a new beginning for the family, signifying a stable and prosperous future.
Mr. Duong emotionally shared: "I never thought that one day my family would have such a spacious new house. For years, my wife and I only wished for a secure place for our children to live, without worrying about leaks. Thanks to the care and help of the government and the community, that dream has now come true. This is a huge motivation for us to work harder and raise our children better."
Mr. Duong's long-held dream has finally come true thanks to the support and cooperation of the Fatherland Front Committee and the Bình Liêu commune government in mobilizing resources and connecting benevolent hearts. At the groundbreaking ceremony for the "Great Solidarity" house construction support program (September 10, 2025), Monbay TV Investment and Development Joint Stock Company donated 100 million VND to his family; and the Hoành Mô Border Gate Border Guard Station donated 5 million VND to build a new house.
These contributions were not only material but also a great source of moral support, instilling confidence in Mr. Duong's family. The new house, soon to be built, will not only help the couple feel secure in caring for their children but also serve as a living testament to the community's spirit of solidarity and sharing, embodying the motto "No one will be left behind."
Along with stories of settling down and establishing livelihoods, people in ethnic minority areas are now increasingly rising up thanks to the development of effective economic models, creating sustainable livelihoods.
Mr. La A Nong (of the San Chi ethnic group, Na Ech village, Binh Lieu commune) is a clear example of the shift in mindset among ethnic minority communities. Recognizing the potential of arrowroot cultivation in relation to the traditional vermicelli-making craft, since 2010 he has boldly converted low-yield rice fields to arrowroot cultivation and invested in machinery for vermicelli production. After 15 years in the profession, thanks to support in terms of capital, seedlings, technical training, and product branding, Mr. Nong's household has escaped poverty. He is currently the Chairman of the Dinh Trung Development Cooperative. The cooperative's arrowroot vermicelli products are widely consumed in the market, contributing to increased income for many local households.
Mr. Nong shared: “Thanks to the attention of all levels and sectors, many policies supporting production and preferential loans have created conditions for people to boldly invest in economic development. Besides making cassava vermicelli for the last three months of the year, my family spends the rest of the year planting and harvesting star anise, cinnamon, and pine resin. Each year we earn between 200-300 million VND, and our family's life is becoming increasingly stable.”
A proactive mindset, diligence, independence from government support, and a willingness to experiment with new livelihood models have helped Mr. Nong's family, along with many other ethnic minority households, rise out of poverty sustainably. His family's story clearly reflects the effectiveness of sound ethnic policies, which, when implemented, have instilled new hope and vitality in highland villages, enabling people not only to settle down and establish their livelihoods but also to confidently develop their economy on their homeland.
Rising through sustainable policies
Throughout the highlands of Quang Ninh , ethnic policies are gradually becoming a reality in the lives of ethnic minority communities in mountainous, border, and island areas, contributing to a solid foundation for the province's socio-economic development.
Based on Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee "On sustainable socio-economic development associated with ensuring strong national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas." period 2021-2025, with a vision to 2030 In accordance with Resolution No. 16/2021/NQ-HĐND (dated July 16, 2021) of the Provincial People's Council "Approving the overall program for sustainable socio-economic development associated with ensuring strong national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas of Quang Ninh province for the period 2021-2025, with orientation to 2030"... the province has directed localities to focus on implementation. Resources should be allocated and policies supporting housing, economic development, infrastructure investment, and cultural and sports facilities should be synchronized to gradually improve living standards and social welfare for ethnic minorities, people in mountainous, border, and island areas.
To date, 441 households have received support, including 66 households in ethnic minority areas whose temporary housing has been replaced with permanent homes, with a total socialized funding of 32.96 billion VND. The transportation system has changed significantly with the completion of 15 key projects connecting ethnic minority, mountainous, border, and island regions, facilitating travel for people and serving production and daily life.
The province continues to make breakthroughs in focusing and prioritizing resources for the overall program for sustainable socio-economic development, coupled with ensuring strong national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas within the province for the period 2021-2025. From 2021 to the present, the province has prioritized allocating over 3,400 billion VND of provincial budget investment to directly support the implementation of the program, along with thousands of billions of VND in integrated capital, operational funds, and the overall mobilization of other resources.
In 2025 alone, the total provincial budget allocated for national target programs in the province was over 786 billion VND. Local authorities have allocated funds to 156 projects. Of this, over 365 billion VND was allocated to 47 projects under the mechanism of the overall program for sustainable socio-economic development and ensuring national defense and security in ethnic minority, mountainous, border, and island areas, and the national target program for socio-economic development in ethnic minority and mountainous areas; and over 421 billion VND was allocated to 109 projects under the New Rural Development program. The infrastructure and cultural and sports facilities in ethnic minority areas have received attention, investment, and comprehensive upgrading; 100% of ethnic minority villages have cultural centers meeting the needs of people for cultural, artistic, and sports activities.
Many specific mechanisms and policies regarding health, education, culture, housing, employment, and social policy credit to ensure social security and welfare for ethnic minority and mountainous areas have been implemented promptly. These include: the Project to improve the Human Development Index of Quang Ninh province for the period 2020-2025; the Project to promote and improve nutrition and physical fitness for children in highland, remote, and ethnic minority areas in Quang Ninh province, for the period 2022-2025...
In particular, the Provincial Party Committee issued Resolution No. 17-NQ/TU (dated October 30, 2023) "On building and promoting the cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development." This is an important basis and foundation for effectively preserving and promoting the fine traditional cultural values of ethnic minorities, linked with the development of tourism in ethnic minority areas, mountainous regions, border areas, and islands, and improving the spiritual life of the people.
The comprehensive and effective implementation of ethnic policies has opened up opportunities for sustainable development for ethnic minority communities in Quang Ninh province. Highland villages are now more prosperous, and the material and spiritual lives of the people are improving. This is vivid evidence of the effectiveness of the Party and State's attention and support, contributing to building a united and strong ethnic minority community that is in harmony with the overall development of the province and the country.
