Regarding the acquisition of more than 6,000 square meters of prime land of the Southern Food Corporation Limited Company (Vinafood 2) at real estate No. 33 Nguyen Du and No. 34 - 36 - 42 Chu Manh Trinh (Ben Nghe Ward, District 1, Ho Chi Minh City), on October 27, Ho Chi Minh City Police issued a decision to prosecute the case, prosecute the accused and apply preventive measures against Huynh The Nang (former General Director of Vinafood 2) and Dinh Truong Chinh (former Director of Viet Han Trading - Advertising - Construction - Real Estate Company Limited).
Two defendants were prosecuted to investigate the crime of violating regulations on management and use of state assets causing loss and waste at the aforementioned prime land.
Previously, in August 2022, the Ho Chi Minh City People's Committee issued a decision to reclaim the land according to the provisions of Point d, Clause 1, Article 64 of the Land Law.

Faced with the constant developments at the prime land, many people wonder how the households currently living here are doing.
On November 15, VTC News reporters were present at the above-mentioned land. Over time, the current state of the land has become increasingly degraded: the entire area is shabby, the fence is about to collapse, the houses of the households are leaky and rickety...
Mr. C., who has lived here for 40 years, said that after the land was reclaimed by the State and the former leaders of the violating businesses were prosecuted, his family and 29 other households are once again in a deadlock.
"Before the State took back the land, we still knew where to go to Vinafood 2 Company and Viet Han to demand and complain. But now, the land has been taken back, the business leaders have been prosecuted, we really don't know who to complain to anymore," said Mr. C.
The entrance is as shabby as a slum.
About 2 years ago, Viet Han Company offered compensation of nearly 150 million VND/m2 to Mr. C's family. Although the land price in the area at that time was about 300 million VND/m2, his family still accepted the price offered by Viet Han Company in the hope of escaping the "hanging" life.
However, when Mr. C's family was about to move, Viet Han Company canceled the transaction.
"My house is 70 square meters, at that time they paid 12 billion VND. We agreed, but when it was time to move, they canceled. In this location, the core of District 1, the price of 150 million VND is just symbolic, because it is difficult to find land here to buy for 300 - 500 million.
As for us, we have lived here all our lives, and our dilapidated houses cannot be repaired because they are part of the planning. We just hope to spend the rest of our lives living in a more decent place," Mr. C. confided.
The current state of the land is seriously degraded, threatening people's lives.
Talking about the current "way out", Ms. G., an "early" resident here, said that now people are only waiting for the State to agree to apply Decree 61 of the Government to convert house prices so that they can escape the "hanging" life.
"The Government's Decree 61 has been in place since 1994, and many plots of land in similar situations to ours have been subject to house price reduction. We don't ask for anything, we just hope to have our houses priced, to be traded, and to have certificates issued. We have lived "on hold" for nearly half a century, so how can our children and grandchildren continue like this?", said Ms. G.
According to Ms. G., this land was previously a collective housing area for Vinafood 2 staff after the Liberation of the South. At that time, this location was just a hill. After reclaiming the land, everyone built houses, raised livestock and poultry and lived there until now.

Regarding the violations at the land site, the Government Inspectorate previously sent a conclusion to the Prime Minister to report the results of the inspection of information reported by the press and complaints from households related to the project.
In this conclusion, the Government Inspectorate pointed out a series of tricks by Vinafood 2 and Viet Han Company in the acquisition of public land in the above project.
Located on the frontage of two of the busiest streets in District 1, the land is affecting the urban beauty.
According to the Conclusion of the Government Inspectorate, in 2010, after being assigned by Ho Chi Minh City a real estate project at 33 Nguyen Du and 34 - 36 - 42 Chu Manh Trinh with an area of 6,274.5m2 in the form of one-time land use fee payment, Vinafood 2 immediately joined and contributed capital with Viet Han Company to establish Viet Han Saigon Company to carry out the project of building hotels, offices, and commercial centers.
During the cooperation period, Vinafood 2 intentionally violated the Prime Minister's instructions in Official Dispatch No. 1647/VPCP-KTN dated September 15, 2015 (period from September 15, 2015 to January 29, 2016) 4 times.
The conclusion of the Government Inspectorate also clearly stated that Viet Han Saigon Company took advantage of the Land Use Rights Certificate (LURC) No. BB971073 with a certificate confirming the value of collateral assets of more than VND 7,000 billion to secure the obligation to pay debts at the same time to 7 other companies of more than VND 6,000 billion by creating fake projects.
