VHO - On the afternoon of April 12th, a solemn ceremony was held in Dan Phuong district (Hanoi) to receive the Certificate of Recognition as a National Intangible Cultural Heritage for the "Ba Duong Noi Village Kite Festival" and the title of " Hanoi Traditional Craft" for the craft of making bamboo flute kites in Ba Duong Noi village, Hong Ha commune, Dan Phuong district.

At the ceremony, Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong respectfully presented the Certificate of Recognition of National Intangible Cultural Heritage "Ba Duong Noi Village Kite Festival" to Dan Phuong district, Hong Ha commune and the people of Ba Duong Noi village.
Vice Chairman of the Hanoi People's Committee Vu Thu Ha presented the certificate recognizing the title "Traditional Craft of Hanoi" to the local government and people.
The Kite Temple and Kite Festival of Ba Duong Noi village is a place of worship for the Delta Spirits. According to legend, this site has existed for a very long time, closely associated with the kite festival of the local people. The outstanding value of the site is the kite-flying competition, which has been granted royal decrees by the feudal dynasties.

The festival is held annually from the 14th to the 16th of the third lunar month, signifying a prayer for favorable weather, gentle winds, and a bountiful harvest. This is a folk festival with complete traditional rules and rituals, unique and distinctive to Ba Duong Noi village.
The craft of making bamboo flute kites has been passed down through many generations, with people of all ages mastering it. Today, making bamboo flute kites has become a significant source of income, with 36 households and nearly 100 workers involved.
Traditional kites from Bá Dương Nội village have soared high at the Grand Celebration of the 1000th Anniversary of Thăng Long - Hanoi, the International Kite Festival in Huế, Đồ Sơn ( Hải Phòng ), and many events in Thailand, China, India, Malaysia, and other countries.
Many local artisans have also been awarded prestigious titles such as National Artisan and Meritorious Artisan.

In 2024, the Ba Duong Noi Village Kite Festival was inscribed on the list of National Intangible Cultural Heritage by the Ministry of Culture, Sports and Tourism; the craft of making bamboo flute kites in Ba Duong Noi Village was recognized by the Hanoi People's Committee as a "Traditional Craft of Hanoi".
Speaking at the ceremony, Chairman of the Dan Phuong District People's Committee Nguyen Van Duc said that receiving the title is an honor and a source of pride for the Party Committee, government, and people of Dan Phuong district, especially the people of Ba Duong Noi village, Hong Ha commune.
According to the Chairman of the People's Committee of Dan Phuong district, in recent times, the locality has focused on promoting and introducing the homeland, people, cultural heritage, traditional crafts, especially the kite festival and the craft of making bamboo flute kites, to friends both domestically and internationally.

Proactively apply, concretize, and flexibly implement the Party and State's guidelines and policies, as well as the city's resolutions and directives on preserving and promoting cultural heritage and traditional crafts, to the specific conditions and circumstances at the local level.
Specifically, the investment orientation focuses on preserving the Dieu Temple relic and restoring and renovating other relics in the area, so that these relics become cultural resources with the potential to promote local tourism development.
Focus on researching and planning cultural spaces, spaces for practicing and experiencing Vietnamese cultural heritage and traditional crafts of Hanoi, aiming to transform Ba Duong Noi village into one of the "creative cultural spaces" of Hanoi.

“Building the national intangible cultural heritage of ‘Ba Duong Noi Village Kite Festival’ into a representative cultural heritage, deeply rooted in the Vietnamese national cultural identity; the traditional Hanoi kite-making craft has enduring and powerful vitality…,” Mr. Nguyen Van Duc stated.
Immediately following the ceremony to receive the National Intangible Cultural Heritage title for "Ba Duong Noi Village Kite Festival" and the certificate recognizing it as a "Traditional Craft of Hanoi," Hong Ha commune inaugurated its traditional kite-flying festival.


This year, the Ba Duong Noi village kite festival has 72 kites participating in the competition. According to traditional rules, eligible kites must have a minimum length of 2.2m, a minimum width of 0.6m, three whistles (with a diameter of 2.5cm or more), and the kite wings must not be covered with white cellophane paper… and must be flown in the village fields.
The kites with the best whistles, that fly the highest and stay still the longest... are the winning kites.
For the locals, the image of kites soaring high in the wind always evokes a deep sense of pride. The Kite Festival is a link connecting the past with the present, connecting people with nature, and with eternal cultural values.
