Meritorious Artist Do Ky filed a petition for review after "failing" the title of People's Artist.

In his appeal, Meritorious Artist Do Ky stated that on November 22nd, he received notification No. 604/TB-NTBD informing him of the results of the assessment of his application for the 10th awarding of the title of People's Artist.

The announcement stated: "This dossier, submitted by the Central Emulation and Commendation Board to the Prime Minister, is temporarily withheld due to: the individual's complaint and the opinion of the Ministry of Public Security ; and the individual's failure to meet the conditions and standards for consideration for the 10th People's Artist title. The Department of Performing Arts is sending this information to Meritorious Artist Pham Do Ky."

"After receiving the notification, I was shocked and traumatized, causing my blood pressure to consistently stay above 170 mmHg. On the morning of November 22nd, Ms. Nguyet – an official from the Personnel Department of the Ministry of Culture, Sports and Tourism – contacted me by phone, asking me to please remove the image of the notification from the Department of Performing Arts from Facebook because my application for the title of People's Artist had been mixed in with the files of those who had expressed opinions from the police by an official from the Personnel Department. That was also the reason why my application for the title was halted," the Meritorious Artist wrote in her letter.

Meritorious Artist Do Ky expressed his desire to have a few issues clarified. Specifically:

Who filed the complaint against him? What is the content of the complaint?

Does his file contain any police opinion? If so, what was that opinion? Because during his 44 years of study and work (including 2 years, 2 months, and 20 days in the military, in the 323rd Division, Quang Ninh Special Zone) at the Vietnam National Drama Theatre and the Art Department of the Performing Arts Bureau, he has never violated the law and has always strictly adhered to all the Party's guidelines and the State's policies and laws.

The application for the 10th awarding of the title of People's Artist to Meritorious Artist Do Ky was approved by the grassroots levels after meeting all the criteria and conditions, and was sent to the Central Emulation and Commendation Board, but was temporarily withheld due to a complaint (According to Announcement No. 604/TB-NTBD).

"But I understand that the issues raised in the letter have been clarified by the Department of Performing Arts working with the Vietnam National Drama Theatre as unfounded, or in other words, slanderous. So, is it appropriate to 'temporarily leave' my file on hold?" - Meritorious Artist Do Ky wrote in the letter.

He also wants clarification on whether the mixing of his file with files that should have been set aside due to police instructions was an unprofessional act by the officer in the performance of their duties or intentional? Who is responsible for this?

Has his application for the 10th People's Artist title been considered by the Central Emulation and Commendation Council yet?

Meritorious Artist Do Ky expressed his hope that leaders and competent authorities would consider and answer his questions, restoring his reputation and honor, as well as that of his family and the artistic community in general; so that he could have more faith in the fairness of the law, the transparency, and the positive values ​​of the awarding of titles.
