Comment on the draft decision to promulgate unit prices for compensation for damages when the State acquires land

Comrade Nguyen Hung Vuong, Head of the Provincial Party Committee's Mass Mobilization Department and Chairman of the Vietnam Fatherland Front Committee of the province, presided over the conference.

The development and promulgation of compensation rates for crop and livestock damage and support for livestock relocation when the State reclaims land in Tuyen Quang province aims to establish a complete, synchronized, and timely legal framework, ensuring uniformity, compliance with relevant legal regulations, and suitability to the local situation.

The draft decision consists of 6 articles. The draft is issued together with the Regulations on compensation rates for damage to crops and livestock, and support for relocating livestock when the State reclaims land in Tuyen Quang province. It includes two main sections: General regulations and principles for compensation for crops, for livestock (including aquatic animals), and the level of support for relocating livestock.

At the conference, 16 comments and critiques were presented regarding the document's format, such as: adjusting the document title, structure, and accompanying appendices; and some regulations on the responsibilities of implementing units. Specifically, delegates suggested that the drafting agency should review the quantity of all types of crops and livestock; and determine appropriate unit prices for each type of crop, livestock, annual crop, perennial crop, and specialty plant and animal. For high- economic -value crops, compensation should be based on market prices.

Delegates participated in providing feedback and counter-arguments at the conference.

Representatives of the leaders of departments and branches explained and clarified the contents of the delegates' concerns; at the same time, they received comments to advise on completing the document in accordance with regulations.

Concluding the conference, Comrade Nguyen Hung Vuong, Head of the Provincial Party Committee's Mass Mobilization Department and Chairman of the Vietnam Fatherland Front Committee of the province, acknowledged and highly appreciated the feedback from the delegates. The Standing Committee of the Provincial Fatherland Front Committee will fully compile all comments and feedback and forward them to the drafting agency.

He also requested the drafting agency to absorb comments, research, supplement, adjust the draft, and complete the document appropriately and in accordance with regulations, creating consensus among the people.
