Colonel Chu Van Tan, Commander of the Provincial Border Guard Command, signed an official dispatch to the Border Guard General Staff and the Provincial People's Committee regarding a fishing boat of Ninh Thuan province transporting two tracking devices from another ship, showing signs of taking advantage of the State's support policy money.
According to the report of the Phu Quy Fisheries Control Station: At 9:00 a.m. on May 9, the Fisheries Control Station coordinated with the Phu Quy Port Border Guard Station to inspect the fishing boat NT91335TS, with a capacity of 730 CV, in the Phu Quy sea area. This is a boat captained by Mr. Le Van Cu (44 years old, residing in Phuoc Dinh commune, Thuan Nam district, Ninh Thuan province). The owner of the vessel is Mr. Pham Dinh Dai, residing in Phuoc Dinh commune, Thuan Nam district, Ninh Thuan province, anchored at coordinates 10030'490”N - 108058'336”E, about 1 nautical mile northeast of Bai Phu, Phu Quy island.
Upon inspection, it was discovered that the ship was also carrying two other fishing vessel monitors. Two of them were in working condition and one was not lit. Notably, among the documents presented by the captain, there was a certificate confirming that the ship was operating in distant waters.
Realizing that the incident had signs of policy exploitation, the patrol force drew up a record and temporarily seized 2 journey monitoring devices and requested to bring the vehicle to Phu Quy Port to investigate and verify the incident.
Initially, the authorities determined that this ship had registered 5 workers, was provided with all legal documents and completed departure procedures on April 28 at Dong Hai port, Phan Rang Thap Cham city, Ninh Thuan province, signed by Phuoc Dinh Border Guard Station, Ninh Thuan province. However, at the time of inspection, the fishing vessel NT91335TS had only 3 workers on board (including 1 captain and 2 crew members not on the crew list).
Regarding the 2 voyage monitoring devices, the captain stated that the 1 device that was in operation belonged to the fishing vessel NT90041TS, with a capacity of 435 CV and 5 workers; the owner of the vessel was also Mr. Pham Dinh Dai and also completed the departure procedures on April 28. The inactive device belonged to the fishing vessel NT90796 TS. According to Captain Cu's statement, the fishing vessel is currently being repaired at a boat-pulling camp in Duyen Hai commune, Ninh Hai, Ninh Thuan.
Then, at 8:00 a.m. on May 10, at Phu Quy port, the authorities continued to coordinate to inspect the fishing boat NT90041TS. Through the inspection, this fishing boat had only 1 worker and no voyage monitoring equipment. In the departure list, Mr. Tu Van Ngoc was the captain of this boat, but on May 9, he was a crew member on the NT91335 TS boat. Notably, in the hold of the fishing boat NT90041TS, there was absolutely no ice to preserve seafood, not even a GPS, and the voyage completely matched that of the NT91335 TS boat.
According to the inspection team, fishing boat NT91335TS transported 2 journey monitoring devices of other fishing boats and the crew on the fishing boat did not have enough staff and did not have the correct people according to the departure list, showing signs of the purpose of profiting from the State budget.
