Promoting the advantages of central communes to transform strongly

(Baothanhhoa.vn) - Implementing the 2-level local government model to streamline the apparatus and expand development space, Thieu Hoa commune was formed on the basis of arranging the entire natural area and population size of Thieu Phuc, Thieu Cong, Thieu Nguyen communes and a part of Thieu Hoa town and Thieu Long commune. With a new, open development space in all aspects, Thieu Hoa commune has the opportunity to promote its potential and advantages for new breakthroughs in socio-economic development, improving people's lives.

Thieu Hoa commune, formerly located in the economic center of the old Thieu Hoa district, serves as the northwestern gateway to the provincial central urban area. The current development of the locality is a result of the New Rural Development Program implemented by the commune-level administrative units before the merger, with 3 out of 4 communes recognized by the Provincial People's Committee Chairman as achieving advanced and model new rural standards; 1 commune has basically completed the advanced new rural criteria; and Thieu Hoa town has achieved the standard of a civilized urban area.

The effective mobilization and utilization of resources have led to the synchronized investment and upgrading of local transportation infrastructure; attention has been paid to healthcare and education infrastructure; and the system of cultural and sports facilities, information technology, and telecommunications has yielded effective investment results. Specifically, in the period 2020-2025, with nearly 3,000 billion VND from the local budget, the technical infrastructure in the area has received significant investment, becoming increasingly modern and better meeting the needs of socio-economic development and improving the quality of life for the people.

For Thieu Hoa commune, agriculture remains a crucial pillar, being one of the leading localities in land consolidation and concentration, and the application of technology and science in production. According to statistics, the entire commune has 195 hectares of agricultural land consolidated and concentrated for large-scale production using high technology, including nearly 11 hectares for growing melons and vegetables in greenhouses. The model of producing safe vegetables according to VietGAP standards has expanded to 120 hectares, with an average value of over 500 million VND/hectare. The commune has two large-scale agricultural processing and consumption enterprises with advanced and modern technology: Tam Phu Hung Agricultural Processing Plant and Thuan Dung Rice Processing Plant.

Not only has the agricultural sector achieved stable and sustainable development, but industrial production and construction have also continued to experience high growth, making a significant contribution to the transformation of the economic and labor structure. The entire commune currently has 2,400 industrial and handicraft production facilities. Notably, the industrial sector has seen several highlights during the 2020-2025 period, with investments totaling 104 billion VND in the Van Ha 1 Industrial Cluster (17.5ha); 189 billion VND in the Van Ha 2 Industrial Cluster (23.5ha); and 20 billion VND in the Long Thanh Hung production facility project (5ha). The ALIVIA export footwear manufacturing project of Hoa Loi Group (Taiwan) has a total investment of 1,000 billion VND... The Provincial People's Committee has signed a memorandum of understanding with WHA Group (Thailand) to invest in and develop the infrastructure of Long Giang Duy Industrial Park and Long Cong Thanh Industrial Park with a total area of ​​approximately 700 hectares in Thieu Hoa commune.

Based on its potential, advantages, achievements from the previous period, and the general development trends of the province, Thieu Hoa commune has many opportunities for breakthrough and comprehensive development in all fields, especially industry, agriculture, and services.

According to the Chairman of the People's Committee of Thieu Hoa commune, Nguyen Ngoc Hieu, building and developing the locality with a new spatial framework is a challenging task, requiring determination, decisiveness, and the concerted efforts of the entire political system. Right from the beginning of operating under the two-tiered local government model, the commune has promptly stabilized its apparatus, while simultaneously reviewing, researching, and clearly identifying its potential, strengths, and challenges. From this, it has clearly defined its development direction and agreed on three key tasks to create breakthroughs in the next five years. These are: doing a good job of urban planning and development, transforming Thieu Hoa commune into a ward-level administrative unit before 2030; focusing on removing obstacles and creating optimal conditions for investment and industrial production to develop rapidly; and simultaneously, accelerating digital transformation to quickly form a model of "Digital Government - Digital Economy - Digital Society and Digital Citizens".

To achieve the above objectives, the locality will continue to review and adjust the land use plan until 2030, and organize the preparation of the general urban plan for Thieu Hoa until 2050 for submission to the Provincial People's Committee for approval. This plan will include the addition of industrial zones and clusters, detailed planning of central transportation routes, and planning orientations for modern urban and commercial areas. Maximum resources will be mobilized to invest in infrastructure development in a synchronous and modern direction, further accelerating the pace of urbanization. Urban management and architectural management will be improved to ensure a synchronous, modern, and civilized urban environment, enhancing the quality of life for urban residents.
