On November 21, 2023, the 12th Corps, the first "lean, efficient, and strong" unit of the Vietnam People's Army, was officially established through the merger of the existing agencies and units of the 1st and 2nd Corps. The establishment of the 12th Corps marks a significant turning point in the modernization process of the Army, placing new and higher demands on Party building work.
From its inception, the Party Committee and the Command of the Corps have clearly defined that promoting political and spiritual factors is the central and overarching content, and the leading factor for the Corps to successfully complete all tasks.

Accordingly, the Party Committee of the Army Corps, and Party committees and organizations at all levels have set high requirements for Party committees, organizations, and cadres at all levels in leading, directing, and seriously and effectively implementing the viewpoints, guidelines, policies, and strategies of the Party and State on military affairs, national defense, and safeguarding the Fatherland in the new situation; focusing on thoroughly understanding the resolutions, directives, conclusions, and plans of the Politburo, the Central Military Commission, and the Ministry of National Defense on building the 12th Army Corps into a "lean, efficient, and strong" force with a rational organizational structure, high mobility, and strong striking power; creating a solid foundation, striving to build the Army Corps into a "revolutionary, regular, elite, and modern" force by 2030, capable of conducting combat operations in many strategic directions of the country.
Throughout the implementation process, the Corps has prioritized comprehensive and synchronized innovation in the content, form, and methods of political education; ensuring suitability for all target groups and new historical conditions; contributing to raising the awareness of officers and soldiers about Marxism-Leninism, Ho Chi Minh Thought, the Party's guidelines and policies, and the State's laws; educating and fostering patriotism, building and consolidating faith, goals, and fighting ideals, and boundless loyalty to the Fatherland, the Party, the State, and the people of officers and soldiers. It has firmly protected the Party's ideological foundation, combated erroneous and hostile viewpoints; thwarted the schemes and tactics of " peaceful evolution" and "depoliticization" of the Army; and prevented and repelled ideological, moral, and lifestyle degradation, manifestations of "self-evolution" and "self-transformation" within the organization, as well as corruption and negative phenomena.
At the same time, the political and spiritual factors were concretized through specific actions such as improving the quality of training according to Resolution No. 1659-NQ/QUTW of the Central Military Commission, focusing on building and ensuring mobility so that the Corps truly becomes a key, strategic mobile unit of the Ministry of National Defense, promptly meeting the requirements of missions in all conditions and circumstances, with all force sizes and distances of assigned combat operations. Strictly maintaining discipline and combat readiness; proactively adjusting combat readiness plans and strategies; preventing and combating fires and explosions; preventing, combating, and mitigating the consequences of natural disasters... Coordinating with local Party committees, authorities, and armed forces to maintain political security and social order; actively and proactively participating in helping people eradicate hunger and poverty and build new rural areas. Implement decisively and synchronously solutions to improve the quality of building strong, comprehensive, "exemplary and outstanding" units, creating a solid transformation in building a regular army, adhering to laws and discipline. Pay attention to leadership and guidance, ensuring good logistics, technical, and financial support for tasks, preventing losses, corruption, and waste. Ensure a good material and spiritual life for the troops. Proactively innovate leadership style, management methods, command, and operation to ensure scientific, democratic, and close contact with the grassroots; resolve working relationships well based on the principles of Party organization and activities; superiors set an example for subordinates, and commanders are exemplary and model for their units. Timely commend and reward collectives and individuals who perform well, while resolutely handling violations.
The clearest evidence is that in December 2023, just one month after its establishment, the Corps successfully conducted its first live-fire tactical exercise with the coordinated combat of multiple branches of the armed forces; utilizing many new and modern weapons and equipment researched, manufactured, and produced in Vietnam that had not appeared in previous exercises. The Corps and participating forces excellently completed their mission, receiving high praise from the Party and State leadership.

In the coming years, the global and regional situation will continue to evolve rapidly, complexly, and unpredictably. Domestically, the economy, politics, and society remain fundamentally stable; the country's potential continues to develop; national defense and security are consolidated and strengthened; foreign relations are expanded; and Vietnam's position and prestige in the international arena continue to be enhanced. The task of building a "lean, efficient, and strong" Corps, advancing towards modernization, poses new and higher demands; its functions and tasks are more demanding; and it is equipped with many new and modern weapons and equipment, deployed in a new strategic position. The Corps must be able to undertake medium-scale operations and defeat all new forms of enemy warfare in the future. At the same time, it must successfully fulfill the tasks required by the Ministry of National Defense. To develop the political and moral factors of the troops, the Corps has identified the following contents and solutions that need to be implemented effectively:
Comprehensive and synchronized innovation in building political and spiritual factors, focusing on key areas, namely: prioritizing the development of cadres and soldiers with firm political resolve, unwavering adherence to Marxism-Leninism and Ho Chi Minh Thought, loyalty to the Party's goals and ideals; absolute trust in the Party's leadership, the State's management and administration, and the success of the reform cause.
Strengthening propaganda and education on patriotism and national traditions helps officers and soldiers correctly understand the enemy's targets and partners; combat methods; advantages and limitations of the enemy's high-tech weapons; and fosters determination, builds confidence in victory, and trusts in the fighting and winning capabilities of our army and people. Emphasis should be placed on educating about traditions and imparting combat experience, emphasizing the courage to fight, the ability to fight, and the determination to defeat all enemies, building confidence in existing weapons and equipment, and the new deployment of the Corps. We must resolutely combat empiricism (when serving for many years in one unit) and complacency (when appointed at a young age).
Actively train the cadre through practical activities; build correct motivation and actions, and fulfill assigned responsibilities and tasks. Improve the quality of training, combat readiness, and exercises; strengthen the physical fitness of the troops; build determination to master all types of weapons and technical equipment, and the will to dare to fight, know how to fight, and know how to win.
Focus on building exemplary, strong, and clean Party committees and organizations at all levels; truly model in politics, ideology, and ethics; linking the building of Party committees with leading cadres at all levels, ensuring structure and quality. Emphasize improving leadership capacity, fighting strength, and the implementation of resolutions, especially at the grassroots level. Promote the pioneering and exemplary role of cadres and Party members in terms of political qualities, ethics, lifestyle, and revolutionary actions, setting an example for subordinates to follow; contributing to building exemplary and comprehensively strong agencies and units.
Regularly pay attention to and effectively implement policies for the Army and its support system; promote the movement of gratitude and remembrance; implement policies for those who have rendered meritorious service to the revolution. Effectively implement the grassroots democracy regulations, build strong internal solidarity and military-civilian solidarity. Proactively fight to thwart all enemy conspiracies and subversive tactics, firmly protecting the Party's ideological foundation. Promote the study and emulation of Ho Chi Minh's thought, morality, and style, in conjunction with effectively implementing the "Promoting traditions, contributing talents, and living up to the name of Uncle Ho's soldiers" campaign in the new era.
