NDO - On the morning of September 10th (local time), in Moscow, the Russian Federation, National Assembly Chairman Tran Thanh Man received Mr. Vasily Golubev, Governor of Rostov Province (Russian Federation). He highly appreciated the interest and cooperation of the leaders and people of Rostov Province towards Vietnam; as well as their coordination with Ba Ria-Vung Tau Province in signing a cooperation agreement during the National Assembly Chairman's visit.

The Chairman of the National Assembly expressed his wish for Ba Ria-Vung Tau province to soon implement the cooperation plan, and the Chairman of the Federation Council of the Federal Assembly of the Russian Federation shared his desire for Rostov province to soon cooperate with Ba Ria-Vung Tau province. The Chairman of the National Assembly stated that the Vietnamese National Assembly supports comprehensive cooperation between Rostov province and Ba Ria-Vung Tau province, as well as other localities in Vietnam. The Chairman also hoped that Governor Vasily Golubev and the leaders of Rostov province would continue to pay attention to and create favorable conditions for the local Vietnamese community to play a bridging role and contribute to strengthening cooperative relations between Rostov province and localities in Vietnam in particular, and between the two countries in general. Attending the meeting were Deputy Prime Minister Tran Hong Ha; Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong; and Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha. The delegation included the Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Ba Ria-Vung Tau, Pham Viet Thanh; the Vietnamese Ambassador to the Russian Federation, Dang Minh Khoi; the Standing Vice Chairman of the People's Committee of Can Tho City, Duong Tan Hien; and the Vice Chairman of the People's Committee of Ba Ria-Vung Tau Province, Le Ngoc Khanh. Speaking at the reception, on behalf of the high-level delegation of the Vietnamese National Assembly, National Assembly Chairman Tran Thanh Man stated that this was his first overseas trip as Chairman of the Vietnamese National Assembly, and the first visit by a key leader of the Vietnamese Party and State to the Russian Federation since the successful presidential election and government formation. The National Assembly Chairman congratulated the Russian Federation on its comprehensive and important achievements in recent times, ensuring political and social stability, economic development, and enhancing its international standing. The Speaker of the National Assembly stated that Rostov province is known for its beautiful scenery, magnificent architecture, and is also home to the headquarters of many agricultural machinery manufacturers and one of Russia's leading grain-producing regions; it is also a center of higher education and research in the southern part of the Russian Federation. Furthermore, in his capacity, Governor Vasily Golubev will continue to promote and encourage businesses in the province to strengthen economic, trade, and investment cooperation, as well as cultural, tourism, and educational cooperation with localities in Vietnam, including Ba Ria-Vung Tau province and Can Tho city. Speaking at the meeting, Governor Vasily Golubev expressed his honor to meet the Speaker of the National Assembly and mentioned that Rostov leaders visited Vietnam in February 2024 and recognized the great potential for promoting cooperation with Vietnam. Governor Vasily Golubev stated that following the talks between National Assembly Chairman Tran Thanh Man and Chairperson of the Federation Council of the Russian Federation Valentina Ivanovna Matvienko, the Chairperson of the Federation Council directed further promotion of cooperation between Rostov province and Ba Ria-Vung Tau province, particularly the signing of a cooperation agreement with Ba Ria-Vung Tau province within the framework of National Assembly Chairman Tran Thanh Man's visit to the Russian Federation. According to Governor Vasily Golubev, building on the good traditional friendship between Vietnam and Russia, Rostov province and Vietnamese localities have great potential for cooperation. In particular, the relationship between Rostov province and Ba Ria-Vung Tau province has been established for many years, with the first cooperation agreement between the two provinces signed in 2000. Both provinces have always fostered their friendship and wish to cooperate for the benefit of their people. Governor Vasily Golubev stated that Rostov province has strengths in the electrical industry, assembly, light industry, garment manufacturing, export production, and agricultural production; and also has the potential to cooperate with Vietnam in the fields of culture, tourism, and history. He noted that several collaborations between Rostov businesses and Vietnamese businesses have yielded positive results. During the meeting, Chairman Tran Thanh Man emphasized that Vietnam and the Russian Federation have a very good traditional friendship, being both special traditional friends and comprehensive strategic partners.
