At the conference, Minister of Health Dao Hong Lan reported on the outstanding achievements of the health sector in 2023, such as: exceeding 3/3 of the main socio-economic targets assigned by the National Assembly in 2023 (achieving 12.5 doctors per 10,000 people; 32 hospital beds per 10,000 people; 93.2% of the population participating in health insurance).
The Ministry of Health has proactively and actively advised the National Assembly, the Government, and the Prime Minister to issue documents to remove difficulties in purchasing, licensing the import and circulation of drugs, vaccines, medical supplies and equipment. Many important strategies, plans, and projects for the medium- and long-term development of the health sector have been developed and completed.
The COVID-19 pandemic has been controlled and adjusted from group A infectious diseases to group B from October 20, 2023. Other infectious diseases have been well controlled, preventing overlapping epidemics; promoting prevention and control of non-communicable diseases. Regular medical examination and treatment activities have recovered compared to the pre-COVID-19 pandemic period. Synchronously implementing solutions to improve the quality of medical examination and treatment.
Continue to issue medical examination and treatment practice certificates to 2,109 practitioners at medical examination and treatment facilities under the Ministry of Health and other ministries and branches; appraise and grant operating licenses to 23 private hospitals, reissue operating licenses due to changes in the person in charge of technical expertise for 32 private medical examination and treatment facilities... Promote the implementation of satellite hospital projects, family doctor projects, remote medical examination and treatment, line guidance, and technology transfer.

Regarding the tasks for 2024, the Ministry of Health has identified: Developing a fair, high-quality, effective, sustainable health system, controlling epidemics well; strengthening grassroots health care, preventive medicine, improving the quality of medical examination and treatment at all levels; continuing to improve institutions and policies; resolving the shortage of human resources, drugs, supplies, equipment, and medical biological products.
Determined to complete the targets in 2024: the rate of population participating in health insurance reaches 94.1%; 13.5 doctors per 10,000 people, 32.5 hospital beds per 10,000 people. Speaking at the conference, Deputy Prime Minister Le Minh Khai emphasized: 2024 is a decisive and breakthrough year to successfully implement the goals, tasks and solutions of the Socio-Economic Development Plan for the 2021-2025 period.
For the health sector, it is necessary to continue promoting the spirit of solidarity, dynamism, and creativity to successfully complete the set goals and tasks, develop the health sector quickly and sustainably, and increasingly better perform the task of caring for and improving health, and protecting people's lives.
Propose that the Ministry of Health continue to develop and complete draft laws, projects, and documents in the work program of the Government and the Ministry of Health in 2024.
Deploying the national strategy to protect, care for and improve people's health until 2030, with a vision to 2045; continuing to improve and reorganize the organizational structure of the Ministry of Health and its affiliated units towards streamlining, effectiveness and efficiency. Innovating the health finance mechanism; implementing the roadmap to correctly and fully calculate the price of health services.
Promote administrative reform, inspection, examination, supervision, and prevention of corruption, negativity, and waste; build a team of cadres, civil servants, and public employees with sufficient qualities, capacity, and prestige.
Focus on promoting the application of information technology, improving the quality of human resources and information technology infrastructure to serve medical consultation and treatment; promote the implementation of satellite hospital projects, family doctor projects, and remote medical examination and treatment.
Improve the capacity for self-sufficiency in raw materials, domestic medicines with quality and reasonable prices, gradually replace imported medicines; completely resolve the shortage of medicines, equipment, supplies and medical biological products.
Focus on effectively controlling epidemics. Enhance the ability to analyze, forecast and proactively develop effective response scenarios for possible epidemic situations. Expand health insurance coverage towards universal health insurance.
Research and adjust health insurance premiums in accordance with the roadmap for adjusting health service prices, people's health care needs, and the level and conditions of socio-economic development of the country.
