Member of the Central Committee of the Party, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Nguyen Chi Dung; leaders and representatives of several Central Party committees; committees of the Government Party Committee; and some Party branches under the Government Party Committee attended the Congress.
In his opening remarks at the Congress, Phan Chí Hiếu, Secretary of the Party Committee and President of the Vietnam Academy of Social Sciences, stated that, in preparation for the Congress, since the end of 2024, the Party Committee of the Academy has focused on leading, directing, and guiding the successful organization of Party congresses at all levels, actively preparing for the Academy's Party Congress under the conditions of implementing the policy of streamlining and reorganizing the organizational structure.
The documents submitted to the Congress were commented on with a high sense of responsibility and intelligence from all party members, creating a widespread political activity that promoted unity and guided the development of the units and the Academy in the new period.
With the motto "Unity - Discipline - Responsibility - Creativity - Breakthrough," the 20th Congress has the task of summarizing the implementation of the Resolution of the 19th Congress, determining the direction, objectives, key tasks, and breakthrough solutions for the 2025-2030 term; contributing opinions to the documents submitted to the 14th National Congress of the Party and the 1st Congress of the Party Committee of the Government; electing the Executive Committee and the Inspection Committee of the Party Committee of the Academy for the new term and the delegation to attend the Congress of the Party Committee of the Government.

Scientific research should be closely aligned with practical applications and serve policy-making purposes.
The political report at the Congress showed that, during its term, the Party Committee of the Academy of Sciences effectively led and directed the implementation of many important projects, programs, and research topics, closely adhering to the goals of socio-economic development and the Party's guidelines and policies, as well as the State's policies.
The studies focus on core issues such as reforming the Party's leadership methods, building a socialist-oriented market economy, the relationship between economic development and social progress and equity, and environmental protection.
Many major projects have been successfully implemented, such as: compiling the Vietnamese Encyclopedia; researching the Oc Eo - Ba The - Nen Chua archaeological site; social science and humanities programs on the sea; research on land border regions; building a national value system, a cultural value system, and standards for Vietnamese people; researching and restoring the Thang Long Imperial Citadel...
During its term, the Academy and its units carried out 961 independent research projects and ministerial-level scientific tasks, 2,074 projects at the institutional level, and 236 other projects. The Academy also implemented 76 national-level projects, 3 protocol projects, 157 Nafosted-funded projects, and 140 projects and research topics that did not utilize state budget funds.
Hundreds of domestic and international forums, workshops, and scientific conferences have been successfully organized, contributing to strengthening academic exchange and providing scientific and practical arguments for policy advisory activities. The topics are diverse, practical, and many are funded outside the Academy.
Notably, in its policy advisory work, the Academy has submitted 331 policy advisory reports to Party and State agencies on important and urgent issues. The number of policy advisory reports has increased more than threefold compared to the previous term.
In particular, starting in March 2024, the Academy will regularly publish monthly reports analyzing and forecasting the situation and advising on socio-economic development policies, serving as official documents for the Government's regular meetings.
Overall, the policy advisory reports have closely followed the practical situation and the needs for formulating guidelines, policies, strategies, plans, and socio-economic development plans of the Party, the State, and local governments.
Journal and publishing activities achieved outstanding results, with a significant increase in the number of journal articles and books, far exceeding the set targets. Specifically, the number of international journal publications increased more than sixfold, the number of articles in ISI and Scopus databases increased nearly eightfold, and the number of books published domestically increased nearly threefold compared to the previous term. The index evaluating the effectiveness of scientific research activities also increased significantly.
The leadership and operational methods of the Party organization have been reformed. The Party Committee of the Academy and Party committees at all levels have proactively grasped the internal situation, coordinated with superior agencies and relevant agencies to gradually stabilize the internal situation; overcome shortcomings and focus on reforming leadership methods and working styles, and strengthening the application of information technology in Party work…
The Academy has effectively streamlined its organizational structure. From 2020-2022, 102 departmental-level units were reduced; in 2023-2024, the number further decreased from 42 to 38 subordinate units. In 2025, a further 12 units will be reduced, from 38 to 26 subordinate units.

In the current context, our Party has put forward groundbreaking and revolutionary policies to streamline the apparatus, creating new impetus for development. Many new aspects in the Party's leadership methods and organizational implementation are being carried out with a more concrete, decisive, and urgent spirit.
For the Vietnam Academy of Social Sciences, this period presents new demands with a long-term strategic vision. The Academy is actively implementing two important projects: the project "Strengthening the capacity and development of the Academy by 2030, with a vision to 2045, to be on par with advanced countries in the region and the world" and the project "Strengthening the Party's leadership over social science and humanities research to serve national development in the new era".
The special attention of the Party and Government, as demonstrated in Resolution 57-NQ/TW on the development of science, technology, innovation, and digital transformation, along with policies to build a team of intellectuals, is creating an important foundation for the Academy to affirm its position.
This is an opportunity for the Academy to further its role as Vietnam's leading center for social sciences and humanities research, making practical contributions to national development in the new era, an era of national progress.
