Promoting the role of a leading center for research in social sciences and humanities

(Chinhphu.vn) - On August 13, the Party Committee of the Vietnam Academy of Social Sciences held the 20th Congress of Delegates for the 2025-2030 term. This is an important political event, marking a new development step of the Party Committee of the Academy in the context of the entire Party, people and army striving to realize the goal of developing a strong and prosperous country.

Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Nguyen Chi Dung; leaders and representatives of a number of Central Party Committees; committees of the Government Party Committee; and a number of Party Committees under the Government Party Committee attended the Congress.

Speaking at the opening of the Congress, Party Secretary and President of the Vietnam Academy of Social Sciences Phan Chi Hieu said that, towards the Congress, since the end of 2024, the Party Committee of the Academy has focused on leading, directing, and guiding the successful organization of Party Congresses at all levels, actively preparing for the Academy Party Congress in the context of implementing the policy of streamlining and streamlining the organizational apparatus.

The documents submitted to the Congress were commented on with a sense of responsibility and high intelligence of all Party members, creating a broad political activity, promoting the strength of solidarity, and orienting the development of the units and the Academy in the new period.

With the motto "Solidarity - Discipline - Responsibility - Creativity - Breakthrough", the 20th Congress has the task of summarizing the implementation of the Resolution of the 19th Congress, determining the directions, goals, key tasks, and breakthrough solutions for the 2025-2030 term; contributing opinions to documents submitted to the 14th National Party Congress, the 1st Government Party Congress; electing the Executive Committee, the Inspection Committee of the Academy Party Committee for the new term and the Delegation to attend the Government Party Congress.

Scientific research closely follows practice, serving policy making

The political report at the Congress showed that during the term, the Party Committee of the Academy effectively led and directed the implementation of many important projects, programs, and research topics, closely following the socio-economic development goals and the Party's guidelines and policies and the State's policies.

The studies focus on core issues such as innovation in the Party's leadership methods, building a socialist-oriented market economy, the relationship between economic development and social progress and equity, environmental protection, etc.

Many major projects have been successfully implemented such as: Compiling the Vietnamese Encyclopedia, researching the archaeological site of Oc Eo - Ba The - Nen Chua; social science and humanities programs on the sea, researching the land border area; building a system of national values, a system of cultural values and standards for Vietnamese people; researching and adjusting the relic of Thang Long Imperial Citadel...

During the term, the Academy and its units carried out 961 independent projects, ministerial-level scientific tasks, 2,074 grassroots projects and 236 other projects. The Academy also carried out 76 national-level projects, 3 protocol projects, 157 Nafosted fund projects and 140 projects and topics that did not use the state budget.

Hundreds of domestic and international scientific forums, seminars and conferences have been successfully organized, contributing to enhancing academic exchanges and providing scientific and practical arguments for policy consulting activities. The topics are diverse and practical, many of which have funding sources outside the Academy.

Notably, in policy consulting work, the Academy has made 331 policy consulting reports to send to Party and State agencies on important and urgent issues. The number of policy consulting reports increased more than 3 times compared to the previous term.

In particular, from March 2024, every month, the Academy will have a report analyzing, forecasting the situation and advising on socio-economic development policies as official documents serving the regular meetings of the Government.

In general, policy advisory reports have closely followed the practical situation and the needs of planning guidelines, policies, strategies, planning, and socio-economic development plans of the Party, State, and local authorities.

Journal and publishing activities achieved remarkable results with the number of journal articles and books increasing sharply, far exceeding the set target, of which international journal articles increased more than 6 times, the number of articles listed in ISI and Scopus increased nearly 8 times, and the number of books published domestically increased nearly 3 times compared to the previous term. The index assessing the effectiveness of scientific research activities increased sharply.

The leadership and operation methods of the Party organization have been innovated. The Party Committee of the Academy and Party Committees at all levels have proactively grasped the internal situation, coordinated with superior agencies and relevant agencies to gradually stabilize the internal situation; overcome and focus on innovating leadership methods, working style, enhancing the application of information technology in Party work...

The Academy has streamlined and streamlined its apparatus effectively. From 2020-2022, it reduced 102 department-level units; in 2023-2024, it continued to reduce from 42 to 38 affiliated units. In 2025, it continued to reduce 12 units, from 38 to 26 affiliated units.

In the current context, our Party has proposed revolutionary and breakthrough policies in streamlining the apparatus, creating new momentum for development. Many new points in the Party's leadership and work organization methods have been implemented with a more specific, drastic and urgent spirit.

For the Vietnam Academy of Social Sciences, this period is posing new requirements with a long-term strategic vision. The Institute is actively implementing two important projects: the Project "Strengthening capacity and developing the Academy by 2030, with a vision to 2045 on par with advanced countries in the region and the world" and the Project "Strengthening the Party's leadership in social sciences and humanities research to serve national development in the new era".

The special attention of the Party and Government is demonstrated through Resolution 57-NQ/TW on the development of science, technology, innovation and digital transformation, along with policies on building a team of intellectuals, creating an important foundation for the Academy to affirm its position.

This is an opportunity for the Academy to promote its role as Vietnam's leading center for social sciences and humanities research, making practical contributions to the country's development in the new era, the era of national growth.
